Investing in Infrastructure (3i) is a six-and-a-half-year, nationwide, social investment program funded by the Australian Government and implemented by Palladium. The program has supported more than 90 private companies to establish and expand piped clean water infrastructure, electricity networks, and small scale solar in areas where operators would not have invested by themselves. At least one million Cambodians will have access to reliable electricity and piped clean water through the support from the program.
3i’s experiences provide an opportunity to inform and influence wider infrastructure policy in Cambodia by building on lessons and insights into the institutional and policy framework, gained through successful delivery of its work.
Background
3i is providing strategic support to the provincial Government of Preah Sihanouk (GPS) to address the pressing concerns of sustainable urban development in the city of Sihanoukville, through encouraging private sector participation in application of smart city knowhow. This is with the aim of ensuring better management and delivery of public services that are responsive to the needs of urban citizens. Our aim is to help the GPS to deliver its vision of making Sihanoukville (the “City”), a smart, inclusive and sustainable city.
3i has embarked on a collaborative programme of work with the GPS that will define a high-level summary Sihanoukville Smart Strategy document. This summary strategy will highlight the broad priorities for the City in its smart city agenda, and lay out principles and strategies for engagement with the private sector for knowhow and finance.The strategy will need to be supplemented with more detail on the technical Enterprise Architecture design (Component 1) to define Sihanoukville’s infrastructure development priorities, and lay out the governance framework, digital infrastructure design.

Position status
Location: This assignment is mostly based in Sihanoukville with occasional travel to Phnom Penh.
Duration: the contract period from mid November 2021 to 31 December 2021 initially, and subject to extension to 30 March 2022 (subject to the extension of the Head Contract between DFAT and Palladium International Pty Ltd) up to a maximum of 3 months input.
