Background

The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project supports country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. Equally important, it will equip host countries to sustain progress after the project ends. It will do so by ensuring that local institutions and organizations have the technical capacity and expertise to independently design, implement, and manage continued health system strengthening activities. LHSS/Cambodia supports USAID/Cambodia efforts to achieve improved health financing and social health protection to improve the health status of vulnerable populations. Our goal is to contribute to improved efficiency and effectiveness of domestic resources to strengthen social health protection. The objectives are 1) to expand social health protection systems and 2) to improve effective use of resources for health including HIV. This position focuses on objective 1 – to expand social protection systems through global standards and best practices incorporated into the implementation of the National Social Protection Policy Framework while improving transparency and accountability.

Objective

Abt Associates seeks a qualified Embedded Advisor for the USAID-funded Local Health System Sustainability (Link) (LHSS) Cambodia Activity. LHSS Cambodia assists the Royal Government of Cambodia (RGC) by providing technical assistance to the General Secretariat for the National Social Health Protection Council (GS-NSPC) to implement the National Social Protection Policy Framework (NSPPF). More specifically, LHSS provides technical assistance to the monitoring and evaluation, research, and health teams to strengthen RGC’s position and ability to identify, finance, and implement solutions with a focus on social health protection. GS-NSPC will provide guidance to the Payment Certification Agency (PCA) that was set up as part of the Health Equity Fund (HEF) with the World Bank to provide social health insurance for the poor. The PCA confirms provision of health services and verifies claims from health providers for HEF. GS-NSPC will assist as the PCA becomes more independent, and transitions from role of HEF fund manager to PCA for all health insurance. The GS will assist PCA in re-engineering their business processes to improve claims management and supports ICT for connection of PCA software with new social insurers (and social registry.)

Duties
  • The Embedded Advisor will be charged with:
  • Working directly with the General Secretariat, helping to strengthen social health protection with a focus on supporting monitoring, evaluation, and research activities.
  • Supporting the PCA as it becomes more independent, transitions from current to new systems, expands to include NSSF in claims verification, and improves the claims process.
  • Support the M&E team and build capacity relating to data processing, analysis, and report writing.
  • Building capacity of the Secretariat to pursue the broader aim to advance Universal Health Coverage.
  • Serving as subject matter expert with demonstrated experience in applied research methods including quantitative and qualitative data analysis
  • Providing subject matter expertise on global best practice, and local contextualization, for developing and implementing social health protection policy related milestones and metrics.
  • Representing the LHSS project to the highest levels of RGC.
  • Delivering high quality analytical deliverables in a timely manner as requested by the Secretariat and/or LHSS project team, including concept notes and evidence-based policy options.
  • Developing social health protection institutional arrangements. These will be determined based on the needs of both the Secretariat and in consultation with the LHSS project.
  • To be successful in fulfilling these responsibilities, the advisor will work in collaboration with several stakeholders within the RGC, particularly the General Secretariat and the Ministry of Economy and Finance. The advisor will have administrative support from both LHSS field and home offices and will communicate regularly with both to ensure timely submission of deliverables.
Requirements
  • Preferred Qualifications
  • The Embedded Advisor is expected to have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse technical and managerial requirements of key roles and responsibilities.
  • Master’s Degree (minimum), or a Doctorate (desirable), in Health Economics/Health Finance (preferred), Public Health, Management, Applied Economics Health Administration, or another relevant field.
  • 10+ (15+ desirable) years of relevant professional experience in managing progressively complex health programs. Experience in working in USAID programs and/or government institutions is preferred (but not required.)
  • Recognized expertise in health financing, with demonstrated success in strengthening health financing, including social health protection schemes and domestic resource mobilization.
  • Familiar with claims review and verification process preferably in Cambodia, and with quality assessment processes, with health technology assessment and with drug utilization systems. The Advisor is expected to manage supplemental technical inputs in these areas for the PCA as needed.
  • Proven track record of working effectively with government counterparts at various levels, ideally in South-East Asia. Experience in Cambodia is highly preferred.
  • Substantial developing country context experience, combining health systems strengthening, health insurance, and health financing. Previous experience building capacity and/or mentoring on these topics in a developing country context desirable.
  • Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, multicultural teams.
  • Ability and interest to guide, coach, and empower junior team members with diverse backgrounds and skillsets.
  • Ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners and a proven track record of interacting with other projects, high-level host country governments and international agencies.
  • A proven, successful record of achieving results.
  • Fluency in English is required, fluency in Khmer highly desirable.

  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
