Announcement Positions

Communication and Fund-Raising Director (1 Position)

Duties
  • Communication : 
  • Cooperate with PSE head office in France to develop communication lines & strategy, policy and guideline for PSE to ensure the PSE’s reputation, professional image and branding is promoted widely to the internal and external audiences to maximize visibility and image of PSE.
  • Ensure development and provide quality contents for both PSE France and PSE Cambodia (articles, reports, interviews, photos, videos….) 
  • Develop communication materials, including annual review, newsletter, speech, press release, , social media, etc.) ensuring quality, compliance to PSE’s policy and delivering in a timely manner.
  • Educate our staffs and department how to use Social Medias in ad equation to PSE’s Communication policies and branding.
  • Coordinate and host visitors, VIP donors/sponsors, media, and ministry visits to PSE Cambodia to ensure smooth coordination and get positive feedback from visitors
  • Manage communication panels inside the center
  • Fund Raising Activities:
  • Formulate/develop effective partnership and marketing strategies to promote PSE’s profile that provide opportunities for fundraising locally ( Cambodia ), In Asia Pacific ( Hong-kong, Singapour, Australia .. ) .
  • Development relation with local and foreign Companies in Cambodia and APAC. 
  • Develop relationship and be the interface with different Representatives bodies ( CCI, Chamber of Commerce, Rotary Clubs….. ) 
  • Represent PSE Cambodia in dealing with donors and sponsors
  • Coordinate with the head office in France to provide the adequate reports to donors and sponsors regarding PSE’s Programmes
  • Does other tasks as required by General Director and PSE head office in France 
Requirements
  • Expat Only
  • Masters degree in public relation/media or related field like Communications, Journalism, Media relations or relevant field
  • At least 7 years experience in communications, media relations, journalism or marketing
  • Experience of working in a multi-cultural environment
  • Ability to manage people effectively
  • Excellent written Khmer/English and spoken French
  • Outstanding communications skills
  • Ability to work under pressure and keeping many balls up in the air
  • Knowledge of PR, media, information and communications and how it relates to development issues
  • Knowledge related to printing, media relations, audio/video production, website, IEC materials
  • Knowledge about development in general and understanding of children’s rights in particular
  • Policy compliance and protection of children
  • Patience, adaptability and ability to cope with change process.
 

Internal Controller (Auditor) (1 Position)

Duties
  • Main Responsibilities Internal control :
  • To work directly with all relevant directors to define and collectively elaborate internal control procedures and tools to prevent and mitigate risks and policy compliances. 
  • Perform and manage the full internal audit cycle including risk management Ensure compliance with all applicable Memos and PSE policies.
  • Obtain, analyse and evaluate accounting documentation (invoices, receipts and vouchers etc), and previous reports, data if required. 
  • Prepare and present reports that reflect internal audit’s results and document process
  • Act as an objective source of independent advice to ensure validity, legality and goal achievement
  • Management control :
  • Keep dashboards ( Beneficiaries, HR , Finance ) up to date and make sure they are reflecting Key PSE activities 
  • Define relevant KPIs 
  • Implement a methodology to follow them up
  • Support Managers/Directors in their objectifs setting , budgeting and follow-up.
Requirements

  • Bachelor or Master degree in Finance, Auditing, Accounting or related fields
  • Minimum 2 years experience in finance or audit
  • Proven working experience as a Financial and/or management controller 
  • Previous experience in audit is a plus
  • National Accounting law and system and (French) accounting principles and procedures
  • Budgeting methodologies
  • Ability to perform cost analysis
  • Mastery of Excel and databases 
 

Project Coordinator (1 Position)

Duties
  • Project definition 
  • Identify the projects’ needs from the programs and work in collaboration with the Project Director and Head of Fundraising in order to prioritize which Project(s) to define first
  • Define projects phasing, budget, HR needs and KPIs with the support of the Program Managers if necessary and in collaboration with the Project Director
  • Submit Project proposal with the logical framework to approval and obtain necessary validation in line with the PSE Project procedure implemented between PSE Cambodia and PSE France
  • Project reporting and follow-up  
  • Hand over the Project to the Project manager 
  • Ensure project reporting is in line with the donors expectations and needs, improve them if needed
  • Provide required content asked by the Head of Fundraising and/or Project Director (for Project adaption for instance)
  • Procedures improvement 
  • Implement from the beginning of the Project, the indicators / tools in order to have a qualitative and relevant feedback on the Project’s results when finished
  • Anticipate the needs in terms of testimonies / photos for the donors –work in collaboration with the Communication and Fundraising department
  • Improve the reporting documents required in the Project procedure
Requirements
  • Expat or Local
  • University degree in Economics, Business Administration or Social Development
  • Minimum 3 years experience in project management in NGO environment
  • Experience in Quality Control and Risk Assessment
  • Experience with donors and local funding institution
  • English (mandatory, speaking, writing), Khmer and French (is a plus).
  • Computer skills: Become and remain proficient in all programs necessary to perform the everyday duties of this position, including Microsoft Project. 
  • Good communication skills, coaching capabilities and negotiation skills

Program Monitoring and Evaluation Officer (1 Position)

Duties
  • Program definition 
  • Support and implement with the Program managers the monitoring and evaluation of their program in line with their 3-years objectives
  • Write the program description with PSE template (improved) first and if asked with donors template 
  • Program reporting and follow-up
  • Support the preparation and review of program reports for the donors in collaboration with Program Managers 
  • Take follow-up meetings with the Program Managers in order to follow the implementation of their program according to the objectives fixed, the activities planned and results expected 
  • Monitor that the indicators are correctly entered in the dashboards by all departments
  • Procedures improvement 
  • Ensure that the data / results from the surveys
  • is relevant, high quality and audit worthy
  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Improve the reporting documents: simplify them, define the frequency of reporting, their quality… 
  • Communicate with the project coordinator and project director when projects are identified by the programs
Requirements

  • Bachelor’s degree in statistics, demographics, public policy, international development, economics, or related M&E field 
  • At least 3 years of experience in the design and implementation of M&E implemented by national/international NGOs/Development projects/programmes 
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Organized, process oriented and multi-tasking
  • Good communication skills
  • Capable to work with many stakeholders from various backgrounds 
  • Fluent English (read/write/speak)/ French and Khmer is a plus 
  • Knowldege of Microsoft suite (Excel, Word, PowerPoint..)
  • In-depth knowledge on M&E and development issues in socio-educational programs
 

Purchasing Officer (2 Positions)

Focus on using best business practice to improve efficiency, by reducing operating costs while increasing productivity.
  • Research all the market, super market, store
  • Analyse the price and quality of the product in different market.
  • Finding prefer supplier in different market with good price and quality. 
  • Research the standard price of each product; make sure the price after negotiation is the best price compare to the standard price. 
  • Finding new supplier to compare with prefer supplier, 
  • Finding all information about the specification of the product, by guideline or use mode of product.
  • Researching the country where the product come from, the strong point and the weak point of the country manufacturing

  • Bachelor degree in Accounting, Business Administration, or related field.
  • At least two years of professional experience in Procurement/Purchasing.
  • Strong procurement and negotiation skills.
  • Possess strong organizational, recording and presentation skills.
