Life STEPS Organization (LSO) is a Cambodian development and humanitarian NGO tackling poverty, and inequity in Education and in Gender, and access to safe water, sanitation and basic health facilities. We aim tackle underlying causes of social inequality by bringing lasting change the lives of vulnerable people.

LSO has been registered as Local NGO in 2020 with the Ministry of Interior (MOI), General Department of Taxation (GDT), and National Social Security Fund (NSSF), inheriting 14 years of impactful experiences of the Country office of a premier British Charity: Muslim Aid since 2007. Today, LSO focuses empowering marginalized people particularly smallholder farmers and vulnerable children of Cambodia, including women, girls, youths and ethnic minorities.

LSO is currently implementing Accelerating Integrated Market for Smallholders benefiting 65,000 farmers in 9 provinces and going to implement an Education and Primary Healthcare Pilot Projects for supporting over 2000 students and their families of secondary and high schools at Phnom Penh suburb during this COVID pandemic and seeking qualified national based at Phnom Penh Office at Toul Kork and Toul Sangke with travel other sites.

Accountant

Job Purpose: Accountant provides first point bookkeeping and accounting service for LSO projects supporting staff, stakeholders and rightsholders in country and abroad.

Duties
  • To provide financial, administrative and clerical services such that their operation is accurate, effective, and efficient.
  • To comply with the LSO’s financial, admin and ICT, procurement, assets management, project management and human resources guidelines, policies and manuals.
  • To ensure that the LSO’s internal control systems are followed
  • Protecting the LSO assets from unauthorized handling, inappropriate use, safeguarding from theft or loss of the asset to ensure that those responsible for acquiring, recording, inventorying, maintaining, and disposing of assets both capital and non-capital understand and adhere to the rules, regulations and procedures governing such assets.
  • Ensure the funds are spent in accordance with the approved budget, restrictions, and instructions agreed upon with the donor and development partners to ensure proper accountability and transparency.
  • Ensures that the accuracy of arithmetic computation in all areas of financial transactions such as bills and invoices, payrolls, journals etc. is accurately verified.
  • Maintain petty cash, safeguard and update assets, office equipment and office supplies and filing systems.
  • Ensure that cash management is maintained to assure the safety of the liquid assets, provide cash for operational activities, obtain the best banking services, speed up collection of cash, deposit of incoming cash, control over payment methods.
  • Calculate allowances, benefits, salary, taxes and deductions.
  • Verify payment amounts, hours of work, deductions, etc.
  • Distribute allowances and salaries, timely and accurately.
  • Review and verify travel expense claims/settlement.
  • Establish certain standards for organizing and maintaining filing system for financial records procurement, logistics and human resource documents.
  • Prepare travel and accommodation instructions and travel advances for staff.
  • Monitor performance of LSO systems, ensuring issues are appropriately escalated and resolved.
  • Provide assistance to project teams and supporting the roll-out of new applications and solutions.
  • Demonstrate a culture of service excellence and continual improvement within the organization.
  • Maintain and develop excellent working relationships with key stakeholders, suppliers, while conducting communication or dealings in a professional and appropriate manner.
  • Assist with ongoing development of related policies and procedures, including appropriate controls around organisational change management.
  • Perform any other duties commensurate the accountabilities of the post, assigned by the line manager.
Requirements
  • Qualifications: 
  • Bachelor’s degree in Accounting, Finance, Economics or any other relevant subject or demonstrable equivalent experience.
  • Evidence of continuous professional education/training in book-keeping manually and using software e.g. QuickBooks. 
  • Experience & Knowledge: 
  • 2 years relevant experiences in system development and implementation
  • Proven skills in accounting, bookkeeping, finance and internal control system (ICS)
  • Experience of producing monthly work plans and expenditure plans
  • Ability to read and write in English and in Khmer (Effective verbal and listening communications skills).
  • Demonstrable experience of managing own workload effectively and meeting tight deadlines
  • IT literate with demonstrable skills in Database, Mobile Apps, Microsoft Outlook, Word, Excel and PowerPoint. 
  • Clean Driver’s License (Motorcycle or car) 
  • Skills & Abilities:
  • Good at written and spoken English and Khmer with excellent interpersonal and communication skills.
  • Strong planning and organizational skills, including ability to prioritize effectively and manage multiple tasks/ deadlines while maintaining details and confidentiality
  • Excellent problem-solving skills, with the willingness to deal with problems as they arise.
  • Proven analytical skills and meticulous attention to detail with high degree of accuracy.

Education Project Officer

Job Purpose: Project Officer provides planning, implementation, and reporting support for Education Project in Cambodia to target students, parents, stakeholders and rightsholders.

Duties
  • Work with the Project Manager and Director to successfully manage the education project.
  • Produce high quality written reports (in English and in Khmer) on project progress by deadline.
  • Work with the team to manage risks and find solutions to project management challenges; and
  • Participate in regular reflection, learning and reporting workshops with the project team as required.
  • Develop and maintain linkages by working closely with the target school directors, teachers, parents, and other stakeholders including concerned officials of Provincial Offices of Education (POEs) and the Ministry of Education, Youth and Sprots.
  • Support in Develop and support on E-learning and E-commerce system, as per projects need.
  • Produce photographs and photo/video-case studies for all projects as required.Ensure that all trainings and deliveries and procedures are adequately documented.
  • Assisting staff or students through a series of actions, either face to face; email or over mobile/ telegram/WhatsApp/messenger to help set up systems or resolve issues.
  • Manage systematically to minimise backlog issue and ensure operational efficiency.
  • Provide assistance to project teams and supporting the roll-out of surveys, and solutions.

  • Experience of copy writing for print and online media.
  • Experience of Online class and Teaching methodology.

  • Knowledge of action research and educational materials development.
  • Demonstrable experience of managing own workload effectively and meeting tight deadlines

  • Develop and improve website, social media and print channels and ensure those are promptly updated with accurate information regarding LSO project activities and events.
  • Develop and support on E-learning and E-commerce system, as per projects need.Produce photographs and photo/video-case studies for all projects as required.
  • Set up and maintenance of all computer and equipment and ensure those are running smoothly with required hardware and software.
  • Ensure that all systems and procedures are adequately documented.
  • Assisting staff or students through a series of actions, either face to face; email or over mobile/ telegram/WhatsApp/messenger to help set up systems or resolve issues.
  • Manage systematically to minimise backlog issue and ensure operational efficiency.
  • Ensure system and data security is maintained at a high standard, and the network is not compromised.
