Financed by the European Union (EU) and managed by the Delegation of the European Union to the Philippines (EUD), the Biodiversity Conservation and Management of Protected Areas in ASEAN Project (BCAMP) aims to enhance environmental, social and economic well-being through better biodiversity conservation, effective management of protected areas, and reduction of biodiversity loss. The Project has three main components to achieve its overall and specific objectives that address the local, the national, and the regional levels.

Virachey National Park is located in North-east Cambodia, in two provinces, Rattanakiri and Steung Treng. Virachey National Park is one of only two Cambodian ASEAN Heritage Parks and one of the largest protected areas in Cambodia (3,380 km2). Together with Siem Pang Wildlife Sanctuary, Veun Sai Siem Pang National Park, Part of the Eastern Biodiversity Conservation Corridors and adjacent protected areas in Lao PDR and Vietnam, Virachey National Park forms one of the largest areas of contiguous protected forest in Asia that globally supports habitats of Critically Endangered and Endangered mammals and birds including Asian Elephant, yellow check-crested gibbon, red shack doc langur, silver langur, dhole, green peafowl, white shouldered ibis, and giant ibis. However, current status of the wildlife in this national park is not been well known.

The Law on Nature Protection Areas (Protected Area Law), (2008) provides the legal foundation for the management, conservation and development of the country’s PAs. Specifically, the Protected Area Law promotes the use of global IUCN categories for designating protected areas and stipulates the use of zoning management systems for each protected area in order to ensure: proper protection of areas with high conservation values; sustainable development of areas with high economic value; and inclusive participation and equitable benefit-sharing for local communities and indigenous and ethnic minorities.

Position Summary

DURATION OF CONTRACT: Twelve (12) Months

DUTY STATION: Cambodia

REPORTING TO: ACB BCAMP Project Coordinator, National BCAMP Focal Point in Cambodia, and National BCAMP Project Manager in Cambodia

OBJECTIVE

The purpose of this consultancy is to develop a zoning scheme for Virachey National Park through a participatory process involving key stakeholders, and to prepare a draft Sub-Decree on Virachey National Park Zoning, for consideration by the government.

EXPECTED OUTPUTS/DELIVERABLES

The expected output for the National Consultant is to develop the final draft Sub-decree of Virachey National Park zoning in Khmer and translate the draft Sub-decree in to English language.

PROFESSIONAL FEE AND SCHEDULE OF PAYMENT

The Consultant will receive a professional fee amounting to Thirty-six Thousand US Dollars (USD 36,000) payable at Three Thousand US Dollars (USD 3,000) monthly upon submission and acceptance of the monthly report.

The costs for incidentals, accident, and medical insurance shall not be covered by the ACB.

The contract amount will be paid through bank transfers and the ACB will only shoulders the bank charges from the ACB’s depository bank, and the charges of the receiving bank shall be on the account of the Consultant.

IMPLEMENTATION PERIOD/DURATION OF CONTRACT

The project period is from date of contract signed September 2021 to August 2022 unless the project is extended or terminated.

Duties & Responsibilities:
  • The National Consultant for Virachey National Park Zoning will:
  • Review the existing documents to develop the concept note and zoning workplan by following the PA zoning guideline and other legal documents; Developing a detailed workplan and financial proposal for completing the specified duties and responsibilities and achieving specified objectives;
  • Plan and conduct at least three sub-national stakeholder consultation meetings with local communities, park managers, and relevant NGOs and identified stakeholders;
  • Develop consultation workshop and activity concept notes as well as prepare the workshop or meeting agenda, presentation and a standard set of questions to be answered at each meeting in order to provide input to the assessments on PA zoning;
  • Develop the workshop or activity reports and meeting minutes;
  • Plan and conduct at least three field consultation meetings/workshops at the target protected areas;
  • Assist and work closely with the Department of Eastern Mekong Terrestrial Protected Area Conservation (DoETPAC) to conduct protected area zoning analysis. This should be done through: 
  • Review and collation of existing policy, regulations and plans related to protected area functions and management;
  • Review of existing sub-national approaches and practices related to protected area zoning including through stakeholder consultation meetings with local communities in protected areas;
  • Collation of existing initiatives and frameworks and associated capacity building strategies related to protected area management.
  • Literature and inventory data review;
  • Review of lessons learned and best practices observed through stakeholder consultation meetings with local communities in protected areas;
  • Produce maps to support the zonation.
  • Provide technical support and inputs to the working group supporting the development of PA zoning;
  • Possibly review and collate existing protected area policy and legal documents to combine Virachey National Park and Veun Sai Siem Pang National Park together with the high biodiversity value biodiversity corridor
  • Conduct the Virachey National Park assessment and summarise the main protected areas values and key intervention points that the zonation should address.
  • Support organisation of a national consultation workshop to present and discuss findings from the joint works delivered by the team.
  • Write detail edreports on each protected area zone.
  • Finalise the draft Sub-decree of Virachey National Park zoning in Khmer and translate the draft Sub-decree in to English language.
Requirements:
  • Education
  • Master Degree in Natural Resource Management or related field (additional experience may be considered in place of a master degree)
  • Experience 
  • At least 5 years of professional experience in protected areas zoning and management plan development.
  • Experience in natural resources management, and protected areas management,
  • Experience on biodiversity and social survey.
  • Experience in working with government institutions.
  • Experience in the development on conservation strategy will be particularly valued.
  • Competency
  • Skilled in participatory planning approaches with all relevant stakeholders, especially communities;
  • Ability to generate tools to support Zoning (e.g. flora survey, socioeconomic survey, focal group discussion, facilitating in the communities, Sub-national and National Consultation meeting or workshop)
  • Skilled in the use of computers and office software packages for data analysis and technical reports;
  • Skilled in the use of GIS
  • Ability and willingness to travel to and work in remote areas.
  • Language Requirements
  • Good in Khmer and writing in English. Local dialects will be an advantage.
