Overview of CHAI Cambodia

CHAI began its partnership with the Cambodian Ministry of Health in 2005, and has since expanded to provide technical assistance, access to affordable commodities, and programmatic support to various national programs and departments including HIV, malaria, tuberculosis, COVID-19 response & medical oxygen, viral hepatitis, maternal and child health and vaccines.

CHAI, in partnership with Gavi, began supporting the National Immunization Program (NIP) of Cambodia through technical assistance to support building more robust programming and systems. We are pursuing three key objectives regarding (i) program planning, budgeting and financing at national and subnational level; (ii) enhancing data collection and reporting to guide decision-making; and (iii) support to the NIP and partners in the development of a full portfolio plan for Gavi’s 2022-2026 support. Since May 2021, CHAI has partnered with the Bill & Melinda Gates Foundation to support the Cambodian government to roll out COVID-19 vaccination.

Reports to: Frauke Uekermann

The Senior Associate will be part of the CHAI Vaccines team working to achieve affordable yet sustainable global vaccine prices and supply. The Senior Associate will report into the Cambodia team and work closely with the Global Vaccine Markets and Global Vaccines Delivery teams.

Duties
  • Cambodia Country team
  • Support the preparation for and rollout of COVID-19 vaccines in line with the National Deployment Plan
  • Provide analytical support needed for the government to make evidence-based decisions on longer-term and sustainable COVID-19 vaccination strategy, including strengthening the training capacity to subnational teams, data management and quality, and creating a blueprint for sustainable and scalable new vaccine introductions (NVIs)
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs and within CHAI, and ensure maximum coordination and best use of resources and effort for successful implementation and scale-up
  • Support the development of Cambodia's Full Portfolio Planning (FPP) 2022-2026
  • Provide analytical support to inform multi-year immunization prioritization and funding strategies for the Cambodian Expanded Programme on Immunization
  • Facilitate stakeholder discussions regarding planning for accelerated Gavi transition and increasing Gavi co-financing commitments
  • Global Vaccines Markets team
  • Contribute insights from LMICs to support supplier engagements (e.g., demand forecasting, supplier access strategies, regulatory access) and global/regional LMIC initiatives (e.g., Immunization Agenda 2030, UNICEF’s Vaccine Procurement Practitioners Exchange Forum)
  • Lead development of a robust understanding of decision-making processes for NVI (including for COVID-19), product switches, procurement processes and financing considerations in Cambodia and LMICs in the South East Asia region) and synthesize insights to become CHAI’s thought leader on vaccine procurement in the region
  • Pro-actively liaise between CHAI Global Vaccines Markets and Cambodia teams to share directional insights and proactively identify areas for deeper collaboration (e.g., to support Cambodia’s NVI priorities)
  • Lead development of effective working relationships with partners in Cambodia and LMICs in the region and support regional efforts to improve vaccines affordability and access 
  • Prepare reports, presentations, and other analyses to inform global policy, supplier and country practices for enhanced vaccine procurement and access in LMICs
  • Coordinate the development and implementation of national and regional market access plans

Requirements
  • Qualifications:
  • Minimum Bachelor’s degree with strong academic performance required
  • 4 or more years of professional experience, in a role that demonstrates an ability to manage complex projects, conduct quantitative (e.g., forecasting) and qualitative analyses and work across multiple teams
  • Demonstrated ability to build strong relationships with individuals of varying levels of seniority
  • Strong problem solving and critical thinking skills, robust analytical and quantitative analysis skills
  • Excellent oral and written communication skills
  • Excellent interpersonal skills, with ability to work effectively in a multi-cultural and remote environment
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Strong commitment to teamwork, team mission, and hard work
 

How to Apply

  • Experience working in Cambodia or other Asian LMICs in vaccines/other health-related areas and having an established network in these locations, ideally including knowledge of/experience working with government(s)
