The Royal Government of Cambodia (RGC) has received a finance from the European Union (EU) to implement the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector: Capture component (CAPFISH-Capture) from 2019 - 2024. The EU agrees to finance and the Partner agrees to accept the financing of the following budget support action.

The Financing Agreement was signed on 01 July 2019 and became effective on the same date. The Programme Completion Date is 30 June 2025. The overall objective of the CAPFISH program is to achieve a more sustainable, climate-resilient and inclusive development of Cambodia freshwater and marine fisheries. It will thus contribute to achieving the objectives of the National Strategic Development Plan (NSDP), the Strategic Planning Framework of Fisheries (SPF 2015-2024), and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP), as well as improvement in areas relevant to the fight against IUU fishing. Although it is expected that the same reform policy will be pursued in the coming years, it is foreseen that, following the adoption of the ASDP 2019-2023, there may be a need to adjust the programme to ensure continued alignment, notably the variable tranche indicators of the budget support. The specific objectives are:

  1. Improved conservation, management and compliance with fisheries laws and regulations in the inland and marine domain (SO1, linked to SPF pillars 1 and 4);
  2. Post-harvest fisheries are developed (SO2, linked to SPF pillar 3);
  3. Improved resilience of the fishing communities of the Tonle Sap and coastal areas (SO3).

Video Documentary Producer

Position Summary

Reference: CAPFISH-Capture/2024/C/CS02

The objectives of assignment are to produce (1) 5-min video documentary production featuring the conservation work at inland and coastal provinces such as concrete fish box for habitat, demarcation pole for conservation and protected area, research, prohibit fishing gears (2) 5-min video documentary production featuring the flooded forest fire management activities around Tonle Sap (3) 5-min video documentary production featuring the impacts of SMART digital technology use for patrolling record for the sustainable fisheries management (4) 5-min video documentary production featuring annual grant support to CFi and CFR.

The work of the assignment should tentatively start in June 2024. The duration of the assignment is expected to be three (03) months from the commencement date.

Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in design or equivalent
  • Minimum 10 years of experience in design, video production or film making.
  • Proven experience on video documentary of at least 20 films in the leading role of each film.
  • Experience producing video links to community and fishery or relevant to the field of fisheries are preferable.
  • Excellent spoken and written in Khmer and English
