Position Summary
The Vice-President, Business Development (VPBD) is responsible for driving strategic growth, expanding partnerships, and strengthening the organization’s market presence. This senior executive provides leadership in revenue generation, partnership acquisition, corporate engagement, new program development, and long-term institutional growth.
The VPBD works closely with Vice President Operations to deliver sustainable business results aligned with the institute’s mission and vision.
Report to Japan: Preparing a biweekly report on work activities (including creating the report format)
Working Conditions
- Holds exceptionally high decision-making authority as a direct report to the Chairman and guarantees a competitive compensation level.
- Office-based with frequent external meetings.
- Occasional travel domestically and internationally.
- Participation in events outside standard working hours as required.

- Key Responsibilities
- Strategic Growth & Planning
- The highest priority mission during the first year is to establish a successful business model for the IT Skill Improvement Support Program for Corporate Employees (Corporate Training).
- Develop and execute the organization’s long-term business development strategy.
- Provide insights to the Executive Team to support institutional decision-making.
- Partnership Development
- Build and manage strategic partnerships with companies, government agencies, NGOs, universities, and international organizations.
- Lead negotiations for MoUs, corporate training agreements, internship programs, and scholarship sponsorships.
- Represent the institute at conferences, exhibitions, and industry events.
- Market Research & Positioning
- Conduct market research to identify industry needs and workforce skill trends.
- Collaborate with Marketing to design effective promotional strategies.
- Monitor competitor activities and advise leadership on market position.
- Leadership & Cross-Functional Collaboration
- Oversee the Business Development team and mentor staff for high performance.
- Work closely with Academic and Student Recruitment teams to align growth initiatives.
- Provide monthly and quarterly reports on progress, KPIs, and strategic outcomes.
- Branding & External Relations
- Serve as an ambassador for the institute’s brand and mission.
- Build strong relationships with key stakeholders in Cambodia and internationally.
- Represent the institute in media, forums, and public speaking engagements.

- Number of new partnerships secured (corporate, academic, government).
- Revenue generated from business development activities.
- Growth in enrollment through partnership channels.
- Successful launch of new programs/services.

- Career Path/EVP
- This is a highest-tier leadership opportunity leading a historical transition, with a promotion path to a central executive position (e.g., CRO) following the university upgrade.
- Master's Degree in business administration, Management, Marketing, Education Management, or related fields.
- Bachelor's Degree in with exceptional experience may be considered.
- Minimum of five years of business development experience in schools or universities, complemented by at least five years in a senior leadership or executive role. Experience in the education, training, technology, or development sectors will be considered a strong advantage.
