Education Access Officer
Roles of the Education Access Officer in Summary: This position is a part of the education and wash team responsible for the technical quality of project implementation. She/he will be responsible for program planning relating to school access issues, collecting data from schools, advising school directors on access issues, implementing the Early Warning System, setting up catch-up courses at upper primary, using a database developed by KAPE, and supporting ‘green’ life skills education programming using over 30 manuals developed by Civil Society, and supporting the implementation of Trey Visay, a career counseling app. She/he will work under the supervision of the KAPE Provincial Coordinator.
- Support the implementation and management of the Early Warning System.
- Prepare Catch-up courses at upper Primary (grade 6) to improve literacy and numeracy skills
- Train teachers and school directors to administer Catch-up Courses
- Become familiar with the implementation manual governing how KAPE implements its scholarship program.
- Provide capacity building to Local Scholarship Management Committees who implement the scholarship program.
- Provide cash support to vulnerable selected students of grade 7.
- Track students’ learning result and attendance list.
- Become familiar with the implementation manual governing how KAPE implements its 30 life skills.
- Provide capacity building to teachers and school directors to effectively use KAPE life skill manuals.
- Follow up teachers teaching life skills to students.
- Work with schools to organize parents’ meetings to raise their awareness about more relevant life skills education.
- Create a setting where Trey Visay, a career counseling app, can be easily accessed in the library.
- Conduct training to lower and upper secondary school students about assessing their job/careers using Trey Visay.
- Promote parental awareness about career counseling activities.
- Conduct Project Monitoring and Evaluation activities.
- Work closely with project partners, including Aide Et Action (AEA), Bandos Komar (BK), Buddhism Social Development Action (BSDA), and Association of Municipalities, Districts, Communes & Sangkats (AMDCS-Kampot), as well as other relevant partners.
- Liaise with stakeholders including teachers, directors, local authorities, District Offices of Education (DOE), the Provincial Office of Education (POE), parents, and children.
- Prepare advances and clear budgets for project activities.
- Follow activities and budget on a weekly, monthly, and quarterly basis.
- Report project activities to the CO-SAVED Provincial Coordinator on a quarterly basis.
- Bachelor’s Degree or equivalent in Education
- At least 3 years of working experience in an education development project in the formal education sector
- Experience in community mobilization and school access issues.
- Good facilitation and counseling skills
- Ability to work as a team
- Strong ability in Microsoft Office (Word and Excel)
- Ability to communicate in English
- Willingness to work in the target Province
M&E Officer
Roles of the M&E Officer in Summary: This position is a part of the M&E, impact and visibility team. The chosen candidate will be responsible for developing monitoring and data collection schedules to oversee the proper implementation of the project, ensure that all project indicators are being monitored regularly and that data collection is occurring regularly. The chosen candidate will assist the Provincial Coordinator to develop standard monitoring tools in Khmer and English and track project progress to ensure timely delivery of outputs and training in target schools.
- Work with the Education Specialist, Provincial Coordinator and other staff to develop the integration of Work Plans with M&E Plans.
- Assist the project to develop standard monitoring tools in Khmer and English for quarterly/annual reports and track project progress to ensure timely delivery of outputs.
- Ensure that all project indicators are being monitored regularly and that data collection is occurring regularly.
- Work with project staff to collect baseline/endline data & other information in accordance with project indicators.
- Review, clean, and enter all data collected from project field offices using standardized spreadsheets & databases.
- Collect and store all MoEYS EMIS Data and relevant Educational Research Data.
- Train project staff and relevant stakeholders in use and management of the monitoring and evaluation system
- Bachelor’s Degree in a relevant field (e.g., Information Management, IT, education, development) or equivalent.
- At least 2 years of professional experience in data management and analysis as well as the development of databases.
- Demonstrated experience in designing/developing a monitoring and evaluation framework, system, strategy and tools for M&E operation.
- Strong skills in Microsoft Office especially Excel and Access and related software such as Google Form, SPSS, Epi-Info, Tangerine, and STATA.
- Knowledge and skills in statistics, qualitative and quantitative data management, and research.
- Ability to work in a team
- Knowledge of Project Cycle Management and result-based programming.
- Ability to monitor all project implementation based on indicators agreed with the donor.
- Ability to work well in the state education system and with school directors.
- An ability to communicate well in both Khmer and English is a strong advantage.
- Experience in educational research or M&E with a development organization is an asset.
Education Quality Specialist
Roles of the Education Quality Specialist in Summary: This position is a part of the consortium implementation team and will be responsible for capacity development of district coordination teams. This includes sharing knowledge, facilitating program implementation, and ensuring quality in the realization of education outputs; this also includes reviewing donor reports.
- Support the set-up of Early Warning Systems at schools to prevent dropout (primary to secondary) by providing training workshops & supporting data collection, EWS activities, as well as conducting home visits to school dropouts and students at risk, and implementing Rapid Response to extended absences.
- Support the implementation of Secondary School Scholarships for youth at risk including student nominations and application process; local scholarship management committees (LSMC) and student selection; scholarship awards, parent meetings, & monitoring; and provide in-kind support and counseling to at-risk youth.
- Support the implementation of catch-up courses at upper primary to ensure adequate literacy and numeracy skills to transition to secondary school, which will require training of teachers and school directors to administer catch-up courses.
- Support the implementation of ‘green’ life skills in schools using over 30 manuals developed by Civil Society & MoEYS (primary and lower secondary - Grades 5 to 9). This includes supporting the provision of curricular & didactic materials to schools, and training of school managers and teachers to administer life skills courses.
- Create an enabling environment for the use of a new E-Counselling App (Trey Visay-Compass) such as creating a setting where Trey Visay can be accessed. Provide capacity-building and follow-up support, as well as conducting parents’ awareness.
- Support and work closely with project partners, including Aide Et Action (AEA), Bandos Komar (BK), Buddhism for Social Development Action (BSDA), and Association of Municipalities, Districts, Communes & Sangkats (AMDCS-Kampot), as well as some other partners supporting activities to facilitate student transition from primary to secondary school.
- Work with Monitoring and Evaluation staff to support program quality and effective implementation.
- Master’s Degree or equivalent in Education
- At least 5 years of working experience with an NGO in the education sector
- Good planning and facilitation skills
- Ability to work as a team
- Capacity to communicate and produce reports in English.
- Willingness to work in target provinces
Provincial Coordinator
Roles of Provincial Coordinator in Summary: This position is a part of the education and wash teams responsible for the technical quality of project implementation. The selected candidate will provide technical advice to other technical staff of the project to ensure the project is effectively and efficiently implemented based on the project contract as well as global and EU standards. The selected candidate will also be responsible for contributing to the donor report.
- Oversee staff performance and the implementation of activities of school clusters as well as pre-primary, primary, and secondary schools regularly.
- Provide capacity building support to team members, District Offices of Education, cluster school directors, pre-primary, primary, and secondary school directors to ensure they have the ability to implement project activities.
- Communicate and liaise with POE, DOE and local authorities (province, district, commune and community), school administrators, and other partners in order to achieve project objectives.
- Develop and coordinate project work plans for monthly coordination meetings with the project team, partners and donor.
- Provide guidance to team members on reporting and financial reporting processes and ensure that all procedures are followed.
- Provide data, reports, data on project outcomes and report any related issues in implementation to the education and wash team in order to prevent reoccurrence.
- Monitor and oversee the budget expenditure in schools and other expenditures in Kampot Province
- Support and work closely with project partners, including Aide Et Action (AEA), Bandos Komar (BK), Buddhism Social Development Action (BSDA), and Association of Municipalities, Districts, Communes & Sangkats (AMDCS-Kampot), as well as some other partners to achieve project activities.
- Bachelor’s Degree in Education Management or equivalent experience
- At least three years’ working experience with an NGO in the education sector
- At least three years’ demonstrated experience in project planning and implementation
- Experience with project finance/administration management
- Excellent supervisory, coordination, and problem-solving skills
- Knowledge of the problems of school dropouts and educational quality is highly desirable
- Computer literate (word, excel, power point, email and internet, etc.)
- Excellent communications skills and ability to speak both Khmer and English (written and spoken)
