The Technical Advisor (Climate Change Adaptation and Project Implementation Lead) will be responsible for technical lead on climate change adaptation planning and implementation, in additions, he/she will support the Project Manager assigned by the Ministry of Environment (MOE) on the day-to-day management and coordination of project activities and delivery of outputs. He/She will work under the direct supervision of the Project Manager (PM) from the MoE, and in close collaboration with the SCALE+ project team, MoE, MAFF, and FAO team. The primary responsibility is to ensure that the project achieves the results specified in the project document, maintaining high standards of quality, and adhering to approved timelines and budgets.
- Project Planning and Coordination
- Support the Project Manager (NPM) in the overall project planning, lead the technical coordination and implementation of project activities in line with the approved Annual Work Plan (AWP) and budget.
- Ensure timely preparation, updating, and monitoring of detailed implementation plans, procurement plans, and disbursement schedules.

The M&E Specialist will be responsible for the overall design, implementation, coordination, and continuous improvement of the project’s Monitoring and Evaluation system to ensure effective tracking of results and delivery of output.
The incumbent will work under the direct supervision of the National Project Manager (NPM) from the Ministry of Environment (MoE), and in close collaboration with the SCALE+ team, FAO technical teams, MOE, MAFF, sub-national authorities, and community stakeholders.
He/she will ensure the effective functioning of the project’s M&E system, systematically tracking and documenting project progress, lessons learned, and emerging risks. This will support adaptive project management and risk mitigation by providing timely, accurate, and real-time performance analysis of project implementation.
The M&E Specialist will also ensure that monitoring and reporting requirements of FAO and the (GEF) are met in a timely and high-quality manner.

Under the supervision of the Admin & Finance Specialist, the Admin & Finance Assistant is primarily responsible for project administration and logistics, procurements, office management, managing finance vouchers, petty cash accounts, reimbursements, invoice payment, advance disbursements and tracking, monitoring expenditures, bank reconciliations, fixed assets, and other financial reporting. He/she shall receive, review, and maintain all finance-related documentation and ensure files are complete.
- Accounting:
- Review day-to-day expenditures; for payment requests or advance clearance transactions, accounting records, and ensure all supporting documents are filed and complete;
- Prepare monthly payroll report, timesheet, leave balance, and leave application;

Assignment Duration: One year with possibility of extension
The Provincial Coordinator will be responsible for the effective coordination, implementation, monitoring and reporting of project activities at the provincial level, ensuring timely and quality delivery of outputs under all four project components.
The Provincial Coordinator will work under the direct supervision of the National Project Manager (NPM), in close collaboration with the Technical Adviser, FAO technical teams, relevant provincial departments (including Provincial Departments of Environment, Agriculture, Women’s Affairs, and Planning), local authorities, community protected area (CPA) committees, and other implementing partners.
The primary responsibility of the Provincial Coordinator is to ensure that project results at the provincial level are achieved in line with the approved project document, work plans and budgets, while maintaining high technical quality, strong stakeholder engagement, gender responsiveness, and compliance with FAO and Global Environment Facility (GEF) requirements.
- Project Coordination and Implementation
- Coordinate and oversee day-to-day implementation of project activities across targeted CPAs/community within the assigned province.
- Ensure alignment of provincial activities with the overall project framework, annual work plans and budgets.
- Facilitate integration of community adaptation priorities into Commune Investment Plans (CIPs) and Commune Development Plans (CDPs).
- Support harmonization of land use planning and biodiversity-friendly crop-livestock systems within community zones.
- Ensuring gender equality, youth inclusion and social safeguards are mainstreamed across all interventions.
- Stakeholder Engagement and Institutional Strengthening
- Strengthen collaboration with Provincial Departments of Environment (PDE), Provincial Departments of Agriculture, Forestry and Fisheries (PDAFF), Provincial Department of Women’s Affair (PDWA) and other relevant line departments.
- Support capacity building of CPA committees, community-based organizations, producer groups and SMEs.
- Facilitate inclusive community-based governance structures for sustainable natural resource management and climate change adaptation focusing on sustainable cropping -based livestock system
- Promote coordination between local authorities, community leaders and project stakeholders to ensure ownership and sustainability.
- Technical Support and Field Supervision
- Support identification and implementation of resilient ecosystem-based land and water management practices.
- Facilitate adoption of biodiversity-friendly integrated crop-livestock systems and improved livestock breeds and breeding management systems.
- Coordinate implementation of community animal health programs and climate information services.
- Oversee activities implementation by service providers, consultants and partner organizations at provincial level.
- Ensure that value chain development, agribusiness incubation and market-based incentive mechanisms are effectively implemented.
- Monitoring, Reporting and Knowledge Management
- Contribute to establishment and operationalization of the project M&E system at provincial level.
- Collect, verify and report progress data, including beneficiary outreach, gender-disaggregated indicators and land restoration achievements.
- Prepare quarterly and annual progress reports for submission to the National Project Manager.
- Document lessons learned, best practices and success stories for knowledge sharing and scale-up.
- Support research collaboration and evidence-based planning processes at provincial level.
- Financial and Administrative Oversight
- Support preparation of provincial-level annual work plans and budgets.
- Monitor expenditures to ensure compliance with approved budgets and FAO procedures.
- Ensure timely procurement planning and coordination with FAO administrative teams.
- Identify implementation risks and propose mitigation measures.
- Safeguards, Gender and Inclusion
- Ensure compliance with environmental and social safeguards frameworks.
- Promote equitable participation of women (target 50% beneficiaries), youth and vulnerable groups.
- Monitor and report on gender-transformative outcomes and inclusive livelihood development.

- Bachelor's Degree in Agriculture, Animal Science, Veterinary Science, Natural Resource Management, Environmental Science, Rural Development, or related fields.
- At least of relevant experience in rural development, climate adaptation, natural resource management, biodiversity conservation, or agriculture/livestock projects for 5 years
- Previous experience in community-based natural resource management, protected areas, and/or climate resilience projects is highly desirable.
- Demonstrated experience in gender mainstreaming, participatory approaches, and working with marginalized or vulnerable groups.
- Excellent command of Khmer (both written and oral) and good working knowledge of English
- Strong leadership, coordination, and interpersonal skills.
- Ability to work with multiple stakeholders including government, community, and development partners.
- Problem-solving and decision-making skills in complex environments.
- High level of integrity, accountability, and commitment to FAO values.
- Willingness to travel frequently to CPAs within the province.
