PURPOSE OF THE POSITION
The Team Leader for IMPACT is responsible for ensuring high‑quality project implementation and providing technical support across the “Improve Primary Education Quality and Advance Children’s Learning and Teaching” (IMPACT) project in Kampong Svay District, Kampong Thom province. This is a strategic leadership position that oversees project management and requires strong managerial skills to guide the Technical Program Officer, and Monitoring & Evaluation (M&E) Officer.
MAJOR RESPONSIBILITIES
The role also supports the Project Manager in leading and monitoring project implementation to ensure alignment with the IMPACT project’s approach and the achievement of its intended goals and objectives.
- Project management: To provide leadership and strategic direction to technical program officer , and M&E Officer, and to ensure the project goal and outcomes achieved as per the timeframe set. Work closely with procurement team, finance and admin officer, finance team at national/ zonal levels to ensure the procurement and financial management are complied with WVI’s and donor’s policies and standard.
- Project Partnering: To work in collaboration with the Ministry of Education, Youth, and Sports (MoEYS), Provincial Department of Education, Youth and Sports (POE) in the targeted province, and District Office of Education (DOE) of the targeted district
- Work Plan and Budget Management: Actively participate with the project manager and finance and admin officer to facilitate the process to develop the Annual Work Plan and budget to summit to the donor and WV Japan, ensuring that a project is executed in line with the agreed cost category and budget.
- Staff management & leadership: To manage and lead 2 staff: a technical program officer and M&E officer.
- Reporting: Ensure high‑quality monitoring and timely submission of quarterly, biannual, and annual narrative and working closely with the finance and admin officer to ensure a quality submission of financial reports. Work closely with the project manager to ensure accurate and complete information is captured from project implementation before translation into Japanese.
- Adaptive Management: Facilitate technical feedback sessions and provide strategic recommendations to ensure the project remains responsive to market trends and achieves long-term sustainability.

- Bachelor's Degree in pedagogy, education management, English, general management, social work, environment, rural development, development study or any in relevant fields.
- At least experiences in any relevant roles regarding project/grants management, pedagogy & curriculum development, general education management, project development, etc for 5 years
- Understanding of the Cambodia public education structure and major bi-and multi-lateral organisation influences in education sub-sectors.
- Knowledge of key education project models and good practice in programming
- Understanding of latest developments, research, and trends in the field of education in low-income countries (and especially early grade reading).
- Knowledge and skills in management of education programming.
- Strong negotiation, problem solving, liaison, and networking skills and brokering partnerships
- Ability to pro-actively influence, network and collaborate with national level government, NGO, bilateral donor, and UN Agency peers.
- Excellent communication skills in Khmer and English (written and verbal).

PURPOSE OF THE POSITION
The Technical Program Officer (TPO) for IMPACT is responsible for implementing the “Improve Primary Education Quality and Advance Children’s Learning and Teaching” (IMPACT) project in Kampong Svay District, Kampong Thom province. This position provides overall technical support and guidance for the implementation of technical programs under the IMPACT project. The role focuses on prioritizing technical support to targeted schools by working closely with local education authorities, school management committees, and community leaders to ensure a safe and secure learning environment in alignment with the project plan and strategic objectives.
MAJOR RESPONSIBILITIES
TPO will play a key role in supporting the Team Leader with project management and successful implementation. This position will assist the Team Leader in ensuring that all activities align with the IMPACT project’s approach, particularly in achieving the project goals and its strategies
- Project Implementation:
- Join in developing scope and sequences, and session plan (Literacy & Numeracy) for capacity building to teachers through consultation meetings with District Office of Education (DOE), Provincial/Municipal Offices of Education (POE), School Director (SD) and teachers
- Facilitate trainings to teachers on the remedial package, student-centred and inclusive pedagogical methods, and the teaching and learning materials development.
- Join with team leader for developing teaching and learning materials on Literacy and Numeracy

PURPOSE OF THE POSITION
Monitoring & Evaluation (M&E) Officer for IMPACT is responsible for quality, accurate and timely data collection, reporting and monitoring of the “Improve Primary Education Quality and Advance Children’s Learning and Teaching” (IMPACT) project in Kampong Svay, Kampong Thom province. The M&E Officer is also responsible for the quality assurance of the implementation of activities along with the project team.
- Establish a monitoring system/database to track the progress of the project implementation and response to donor expectations.
- Lead the implementation of project M&E framework to meet donor requirements including project baseline survey, monitoring and evaluations (mid-term, final).
- Lead project data collection and management, including data analysis and ensure all data are available for project indicators and periodic reporting to different stakeholders

PURPOSE OF THE POSITION
The Finance & Administration Officer is responsible for providing financial management, administrative support, and operational coordination for the “Improve Primary Education Quality and Advance Children’s Learning and Teaching” (IMPACT) project in Kampong Svay, Kampong Thom province. The role ensures effective budget management, timely financial reporting, accurate documentation, and compliance with World Vision International in Cambodia (WVI-C) policies, donor requirements, and internal control standards.
The position provides overall administrative and logistics support, including coordination of procurement processes, travel and event logistics, and asset and equipment management, and on-site administrative support to ensure smooth project implementation. S/he ensures effective transportation services by assigning driving duties, ensuring compliance with organizational policies and traffic regulations, and maintaining vehicle safety and readiness.
S/he also provides financial management support to partners, including financial capacity building, financial reporting, monitoring, technical advice, and grant compliance for the IMPACT project.

- Provide overall administrative and logistic support to the project in timely and efficient
- Support procurement processes by preparing requests, obtaining quotations, and ensuring compliance with procurement policies.
- Coordinate travel arrangements, vehicle use, accommodation, meeting logistics, and field visit planning.

- Financial management, internal control and compliance for the project:
- Prepare and process financial transactions including payments, advances, liquidation, and reimbursements.
- Ensure all expenditures follow WVI and donor financial policies, internal controls, and audit standards.
- Process and review all financial vouchers from project staffs to ensure that the coding is correct and back up with sufficient supporting documents and to comply with WVI-C and donor’s policies
- Budget Management and Compliance:
- Participate in the preparation of internal budget plans and any reformulated budgets as requested by WVI-C and donor
- Support the Project Manager in annual budget preparing process, and budget revision to ensure the correct timeline, approved budget amount, coding and support project team to monitor to spend as planned.

PURPOSE OF THE POSITION
This position is responsible for providing safe and timely transportation to support project staff and project implementation. Duties are assigned by the Finance & Administration Officer for IMPACT and include driving within the project target areas to ensure smooth implementation of activities, as well as maintaining vehicles in good working conditions. The Driver also provides transportation between Phnom Penh and Kampong Thom for Project Manager and Phom Penh Office based staff as necessary. The Driver needs to be proactive, supportive and timely while working with the project.
- Driving vehicle within the project areas and between the project areas and Phnom Penh as assigned by the Project Manager and the Line Manager.
- Driving responsibly, following traffic direction and respecting established speed limits and any other internal regulations of the use of vehicles to avoid accident.
- Assist passengers load and unload the luggage and equipment.
- Daily checking for problems of the vehicle. Routine vehicle check including Tires pressures, Radiator, Battery, Engine, Brake, tank and clutch oil prior beginning of the day to be secure for passengers.
- Report of any requirement of vehicle maintenance and any accidence for vehicle and staff to the supervisor/Admin assistant immediately.
- Immediately report to line manager for any conflict travel schedule or direct request by requesters.
- Follow the safe driving practice to ensure the safety of the Passengers and the vehicle
