Cambodia is among the countries most at risk from the impacts of climate change. According to the Global Climate Risk Index, Cambodia ranked 13th from 1995 to 2015 and 8th in the World Risk Index in 2016. The impacts of climate change include flooding, droughts, intense storms, and heatwaves. These events have affected several sectors such as agriculture, forestry, fisheries, ecosystems, infrastructure, human health, and energy. Climate change has also increased the vulnerability of people due to high exposure, sensitivity, and low adaptive capacity at the sub-national level. These impacts negatively affect socio-economic development. Therefore, it is crucial to strengthen institutional capacities for effective planning, budgeting, and policy-making—particularly at the sub-national level.

Currently, the Royal Government of Cambodia has launched the Cambodia Climate Change Strategic Plan (CCCSP) 2024–2033, which includes activities focused on mitigation, adaptation, governance, and awareness raising. Mitigation efforts aim to reduce greenhouse gas emissions through the promotion of renewable energy, improvements in energy efficiency, reforestation and afforestation, sustainable transportation, and effective waste management. Adaptation activities are designed to strengthen the adaptive capacity of various stakeholders, economic sectors, and natural resources.

Governance measures support the effective implementation of the strategy by addressing gaps in data and technology, ensuring adequate financing, developing human resources, improving the policy and regulatory environment, and enhancing inter-agency coordination. In addition, awareness-raising efforts—through education, community outreach, and policy advocacy—are intended to foster broader participation in and ownership of climate actions.

Administrative and Finance Assistant

Position Summary

Project Title: Local Climate Adaptive Living Facility

Assignment Title: Administrative and Finance Assistant

Report to: National Project Manager

Duty Station: General Directorate of Policy and Strategy, Ministry of Environment

Contract Duration : 9-Month Contract

Scope of Work

The Administrative and Finance Assistant will support the National Project Manager by providing administrative and financial assistance under the project. The selected candidate will be responsible for the following roles and responsibilities:

Expectations - Duties, Responsibilities
  • Financial Management
  • Assist the National Project Manager (NPM) in managing the project’s budget and financial.
  • Support the NPM in the reallocation of project funds, and in monitoring project expenditures.
  • Assist in the preparation of the project’s workplan, budget and procurement plans.
  • Contribute to the preparation of quarterly financial progress reports for the project.
  • Arrange the procurement of office equipment for project purposes through a competitive process, and maintain an inventory of non-expendable items.
  • Manage the bidding and quotation process to ensure transparency in project expenditures.
  • Purchase office supplies and mobile phone credits to support project operations.
  • Ensure proper accountability and documentation of all project funds.
  • Prepare expenditure statements in accordance with MoE and UNCDF budget codes.
  • Prepare quarterly financial reports and reconcile bank statements.
  • Administration work
  • Facilitate the recruitment process for project personnel, including drafting terms of reference and vacancy announcements, arranging interviews, maintaining a roster of national consultants, and preparing recruitment packages as needed.
  • Assist the National Project Manager in preparing concept notes for workshops and training sessions, and in drafting official letters to seek approval from Ministry of Environment (MoE) leadership.
  • Prepare minutes of meetings in a timely and accurate manner.
  • Provide logistical and administrative support for project workshops and training events.
  • Establish and maintain an organized project filing system.
  • Prepare payroll lists and disbursement records for project staff.
  • Provide general administrative support for project activities.
  • Perform other project-related tasks as assigned by the National Project Manager.
Requirements - Skills, Qualifications, Experience
  • Education
  • A minimum of a Bachelor's degree in Finance, Accounting, Business Administration or Public administration.
  • Experience
  • A minimum of two years of proven experience in financial management and administration.
  • Experience working with the Ministry of Environment.
  • Demonstrated experience in providing financial management support under Ministry of Environment, the United Nations Capital Development Fund (UNCDF) and other UN agencies.
  • Strong interpersonal and communication skills, with the ability to engage effectively with relevant stakeholders and work well within a team.
  • Proven ability to work collaboratively in a team environment and perform effectively under pressure.
  • Language
  • Fluency in both English and Khmer.
 
 

National Consultant for the Development of Guidelines for Mainstreaming Climate Change into Sub-national Development Plans

Assignment Title: Development of Guidelines for Mainstreaming Climate Change into Sub-national Development Plans

Duty Station: The General Directorate of Policy and Strategy, the Ministry of Environment

Report to: National Project Manager

Assignment Duration: 43 days (August – December 2025)

Objectives of the Assignment

The main objective of this project is to develop a user-friendly and practical guideline for mainstreaming climate change into sub-national development plans and enhancing climate change awareness.

Specific objectives include:

  • Reviewing existing policies, frameworks, and tools related to climate change and development planning and assessing current practices and identifying gaps in climate change mainstreaming at the sub-national level.
  • Developing a draft guideline that includes step-by-step instructions, tools, and templates.
  • Validating the guideline through a consultative workshop and finalizing it by incorporating feedback from key stakeholders.
  • Raising awareness of climate change at the sub-national level through targeted outreach and capacity-building activities.
Expectations - Duties, Responsibilities
  • Inception Phase
  • Conduct initial meetings with key stakeholders.
  • Develop an inception report detailing methodology, work plan, and timeline.
  • Desk Review
  • Review national and sub-national development planning processes.
  • Review national climate change policies, strategies, and adaptation/mitigation plans.
  • Analyze international and regional best practices in climate mainstreaming.
  • Consultations and Assessment
  • o Conduct key informant interviews and focus group discussions with sub-national planning authorities, sectoral departments, and CSOs.
  • o Identify opportunities, entry points, and challenges in mainstreaming CC.
  • Development of Guideline
  • o Prepare a practical, actionable draft guideline.
  • o Include tools such as screening checklists, risk assessment templates, case studies, and monitoring indicators.
  • Validation Workshop and Finalization of guideline
  • Facilitate a stakeholder workshop to present and validate the draft. o Document feedback and recommendations.
  • Incorporate feedback and finalize the guideline.
  • Submit a final report with recommendations for institutionalization and capacity building.
  • Assist the National Project Manager to prepare the quarterly report and financial report.
  • Enhancing climate change awareness raising at the sub-national level
  • Distributing awareness-raising materials on climate change at the sub-national level
  • Promoting awareness-raising on climate change at the sub-national level through capacity development such as trainings and workshops.
Requirements - Skills, Qualifications, Experience
  • Education
  • Advanced degree (Master’s Degree) in Climate Change, Environmental Policy, Agronomy or a related field.
  • Minimum of 5 years of experience in project management related to the development of guidelines for climate change integration at the national and sub-national levels, policy development, or local governance—particularly in the context of climate change or sustainable development.
  • Experience and skills
  • Demonstrated experience in developing guidelines or toolkits for mainstreaming climate change into sub-national development plans.
  • Strong understanding of national and sub-national development planning systems and climate policy frameworks.
  • Proven skills in research and development.
  • At least 5 years of experience in coordinating and effectively communicating and consulting with relevant stakeholders in community development planning and experience in managing climate change projects.
  • Strong ability to prepare progress reports, with fluent written reporting skills
  • Good interpersonal and coordination skills and proven excellence in report writing and climate change awarenessraising.
  • Language Requirements
  • Excellent verbal and written communication skills in English and Khmer
