Deputy National Director (1 Position)

Position Summary

JOB SUMMARY

The Deputy National Director, a member of National Management Team (NMT), works with National Director and supports National Director to lead, manage and develop the National Association (NA), ensuring effective delivery of programmes and services to children and young people, families and communities within the frame of the SOS Children’s Villages organisation’s vision, mission, values and strategy. S/he supports the financial self-sufficiency of the NA in seeking government subsidies and related grants (international and local) as well as support in fund development activities of the NA.

The Deputy National Director supports the National Director in the strategic planning processes to ensure sustainability and relevance of the NA’s work and ensure the operational effectiveness of all programmes and guarantee childcare quality according to the organization define standards. S/he ensures the implementation of child safeguarding principles in the NA and also supports the National Director in building Human Resource capabilities of the NA. S/he along with the National Director and the Programme Director, ensure the implementation of agreed SOS Children’s Villages International Standards.

Expectations - Duties, Responsibilities
  • Strategy and Strategic Planning:
  • Partner with the National Director in the National Strategy Development process.
  • Partner with the National Director to facilitate the annual strategic planning process.
  • Involve the national management team and key staff in identifying priority areas and setting objectives.
  • Develop Self-Sufficient Project Strategy and Plan and ensure its implementation with quality and align with SOS Children’s Villages Vision, Mission and Values.
  • Communicates and ensure the efficient implementation of the strategic plan under the guidance of the National Director and in collaboration with the National Management Team (NMT).
  • A member of NMT takes part in regular NMT meetings.
  • Programme Development, Management and Monitoring
  • Support the National Director in implementing program policies, including Care Promise and Program Change Regulation.
  • Implement the SOS Children’s Villages Manual and other program policies.
  • Ensures the overall development of the Family Based Care (FBC) and Family Strengthening Programme (FSP). Collaborate with the Programme Director and Project Heads to formulate quality plans for family strengthening.
  • Develop strategies for the integration of youths in cooperation with the Programme Director and Project Heads, aligning with SOS-Kinderdorf International policies.
  • Guide the Project Heads in formulating the annual plan.
  • Ensure that resources directed toward building strong programs and services.
  • Review and evaluate programs to ensure the implementation of agreed plans and policies, providing capacity building and technical support as needed.
  • Promote interaction and the exchange of relevant experiences between programs.
  • Partner with Programme Director to ensure the quality monitoring and quality date collection of all projects.
  • Regularly field visits to all projects within the country to ensure agreed plans and policies are implemented.
  • Finance and Fund Management
  • Ensure the quality of programme planning and budgeting.
  • Ensure the cost effectiveness and efficiency of the programme expenditure.
  • Implement and monitor the internal control system, review key figures & financial reports of all projects.
  • Ensure realisation of annual financial statement and external audit report.
  • Implement and take immediate action on fraud, corruption and conflict of interest issues.
  • Partnership Building, Advocacy and Cooperation with External Stakeholders
  • Collaborate with the National Director to establish strong relationships with relevant government authorities. Ensure appropriate representation of the organization’s views and seek government recognition and support for SOS Children’s Villages work.
  • Work alongside the National Director to cultivate partnerships with non-governmental organizations focused on the rights of children without parental care or at risk of losing parental care.
  • Actively pursue advocacy objectives, in collaboration with the National Director, in child right forum and partnership with other NGOs dedicated to bringing our mission for children and young people to life.
  • Foster a clear understanding of the National Association’s role regarding children, young people, families, and the community.
  • Fund Development, Public Relations and Brand Development
  • Promote long-term stability and financial self-sufficiency through government and private source support, maximizing fundraising potential.
  • Support the development and implementation of sustainable fundraising strategies and grant applications.
  • Assist in public relations/marketing activities as needed, ensuring the organization's appropriate image is portrayed.
  • Support National Director to apply the internationally agreed brand development concept in national strategy, planning and implementation.
  • Cooperation and Reporting
  • Cultivate a professional relationship and closely cooperate with the Regional Office and other units in the General Secretariat.
  • Provide specified reports and act on agreements in line with international standards.
  • Represent the organization in interactions with government authorities and other external stakeholders, collaborating with the National Director.
  • Consolidate regular programme reports.
  • HR Management and Organisation Development 
  • Ensure Human Resource concepts in SOS Children’s Villages, aligning with SOS Kinderdorf International, Regional Office for Asia and local laws and regulations.
  • Ensure the conduct of performance appraisals and the creation of work plans/development plans for co-workers.
  • Establish a clear staffing pattern and recommend additions and changes as needed.
  • Actively participate in the recruitment process.
  • Support the National Director and respective functions in hiring the right people for the right positions, maintaining professionalism and adhering to organizational culture principles.
  • Assist National Director in ensuring capacity building of Co-workers by supporting the performance management and human resources system of the organization.
  • Child and Youth Safeguarding (CYS)
  • A member of National Child and Youth Safeguarding Committee.
  • Implementation and support management of SOS Child and Youth Safeguarding Policy in NA.
  • Partner with National Director in leading the CYS team at national level.
  • Ensures having adequate safeguarding prevention measures that prevent co-workers and programmes from cause harm to children and young people and that they are not exposed to the risk of harm and abuse as well.
  • Report any concerns the organisation has about children’s safety in its programmes and within the communities to the appropriate mechanism.
  • Ensures that safeguarding incidents that fit to criteria for CYS incidents where GSC gets involved are reported to International Office Region, CYS Focal Person.
  • Any other duties as assigned by the National Director.
Requirements - Skills, Qualifications, Experience
  • Bachelor/Master Degree in business administration/Social Science or development related subjects.
  • Should have 10 years of experience including at least 5 years at a programme leadership level
  • Experience in supervising program design, development, and implementation under institutional funding donors is advantage.
  • Knowledge of social work concepts and principles for family-based care and community-based care.
  • Knowledge of safeguarding policies and procedures.
  • Excellent communication skills (listening, speaking, writing and reading) in Khmer and English.

Head of Kindergarten (1 Position)

Position Summary

JOB SUMMARY

The role of the ECD head is to manage day to day operations of Early Childhood Development/Kindergarten program and facility. The ECD head will foster a learning environment to provide small children with a positive start to their education. This role will manage and mentor a dedicated group of early education teachers and oversee all operational requirements of running a Kindergarten and other assigned by the Village Director of SOS Children's Village Phnom Penh.

Expectations - Duties, Responsibilities
  • Oversee the daily operation of the kindergarten.
  • Create policies and develop curricula which conform to the state requirements.
  • Ensure that the property is well-maintained.
  • Schedule on-going training of teachers.
  • Coordinate Kindergarten admissions and enrolment, administration and staff management.
  • Contribute to a school culture which is positive, purposeful and professional.
  • To have an in depth knowledge of the Kindergarten Education Curriculum Guide, with the capacity to effectively blend subject content and pedagogical approaches with school-based needs.
  • Employ effective and innovative methods for the collection of pupils’ developmental data.

  • Carry out all the duties of a class teacher when necessary.

Youth Leader (3 Positions)

JOB SUMMARY

A Youth Leader is responsible for accompanying young people to grow up in a secure way through guiding on their individual development plan toward an independent life. He works as a coach guiding young people, accompanies them through their career life, and contributes to the quality of youth care. Together with young people, the youth leader creates a great and safe environment where young people can grow, develop life skills, employability skills, and vocational skills in order to reach self-reliance and be able to be responsible for themselves in society. He works within the framework of SOS Children’s Villages organization standards and guidelines and the child rights-based approach.

Expectations - Duties, Responsibilities
  • Supports in the transitioning process of young people from SOS Family Like Care to the youth care programme;
  • Coordinates and oversees all phases of youth planning, especially to develop and identify sense of self-worth and individual development plan;
  • Creates a secure and safe environment for and with young people, and actively interested in the young people’s school life, and extra-curricular activities, and motivates them to make necessary changes in order to empower young people to actively participate in making decisions that directly affect their lives through social skills;
  • Builds up emotional bonds and stability with young people under care;
  • Provides individual guidance, counselling and emotional support as a main care person;
  • Consolidates the young people's training of household skills to enable them to autonomously keep a hygienic and homely living environment.
  • Supports identifying relevant courses/training and encourages participation, and also prepares the young people for autonomously finding a job and supports in establishing contacts with local companies;
  • Supports young people seeking health care services.
  • Assists young people to establish and maintain a secure financial situation.
  • Supports in leading young people through the transitioning process from a youth facility to semi-independent and independent life.
  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children/young people from all forms of abuse, abandonment, exploitation, violence, and discrimination.
  • Ensures strong focus on Child Safeguarding prevention by organizing informal and formal discussions, workshops, and other capacity buildings activities for young people to make them understand CS risks and protection mechanisms;
  • Responsible for reporting any CS suspicion, concern, allegation, or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level, and/or respective line manager, and/or National Child Safeguarding focal person.
  • Supports the young people in administration issues and ensures that all daily administrative routines in the youth facility/youth care programme are carried out;
  • Demonstrates responsibility for all properties and facilities of the youth care programme;
  • Fosters and participates in teamwork and cooperation with other youth care co-workers.
  • Produce reports such as weekly, monthly, and on ad-hoc manner when required to the village director.
  • Facilitate or participate in any meetings/training organized within the village related to educational programs by instruction from the village director, attend staff meetings where project development and youth treatment issues are addressed.

  • University Degree in social work, social science or other related fields (Management, education etc.)
  • A minimum of 2-3 years of related experiences with NGOs, UN agency, or private sectors.
  • Cambodian National Male aged 25 and up, committed to the SOS Children's Village Values.
  • Able to stay at the youth house/ small group home with youths 24 hours.
  • High commitment to the SOS Children's Village core Values, vision and mission.
  • Excellent command of written and spoken English, and Khmer language and the ability to communicate clearly and concisely, and good writing skills.

Finance Officer (1 Position)

JOB SUMMARY

The Project Finance Officer is to support the Village Director in Financial Management and Financial Administration related work of the project and assist the Finance Department at National Office in fulfilling international reporting, and compliance requirements.

Expectations - Duties, Responsibilities
  • Tasks and Responsibilities
  • Oversee and manage the financial operations in the project, and ensure the efficiency, effectiveness, and compliance to the financial standards the organization
  • Participate in the preparation, evaluation, justification, and maintains of the budget and budget control. Assist in developing, preparation and reviewing the annual budget.
  • Monitor budget execution of project, evaluate accounting internal control systems identify communicate control risks, potential consequences recommendations
  • Review and analysis expense, contract, requisition for financial soundness, and accuracy, adherence to the organization policy
  • Prepare the daily cash book and reconcile cash count
  • Maintain bank balance and reconcile bank accounts
  • Check and control the local income
  • Prepare the monthly payroll to co-workers
  • Prepare the monthly tax declaration on salary, fringe benefits, witholding tax...etc and submit to National Office
  • Work with auditor regarding work of fiscal, administration in marking entries, reconciliation and prepare all neccessary documents
  • Support Village Director to prepare all accounting documents and other related documents as per requirement from National Office

  • Process bank transfers, cash withdrawal and purchase cheques as needed
  • Maintain financial documents systematically including vouchers, cashbooks, bankbooks, other related documents in a secure place

  • Check and reconcile the monthly school income and stock items, if any
  • Control and physical verification on assets of the projects

Sponsorship Officer (1 Position)

JOB SUMMARY

The Program Sponsorship co-worker is responsible to the village director in handling all sponsorship activities in SOS Children’s Village Programme. He/she is the immediate link to the sponsored children, to the village and affiliated projects regarding sponsorship tasks. It is also the responsibility of the position holder to form close relationships with the sponsored children and record progressive information for the sponsors’ consumption. Therefore, he/she is expected to follow data and information on the overall development of sponsored children and the facility in general and pass reliable information to the National Office Sponsorship department. The employee, by keeping in mind the overall purpose of the Sponsorship office in attracting and keeping sponsors as a valuable means to cover the financing of the family life in the organization prepares reports and other correspondences to the desired effect.

  • Support and developmental activities through building relationships between children and sponsors
  • Assist Sponsorship Director to guide to SOS mothers and relevant co-workers in the project ownership involved in sponsorship activities and how important of sponsorship
  • Take responsibility to raise awareness among sponsorship team on SOS Child Protection Policy principles and assist relevant staffs to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Guides, handhold and supports youth leaders for SPO lab contents, mid-year and end-of-year reports.
  • To support village director in building and enhancing sponsorship service operation focusing on children's wellbeing and the transformation of registered children, their families and communities and sponsors through collaborating with relevant co-workers in planning and reports to Sponsorship Director for the updating.
  • Be a supportive superior by building a culture of trust and learning;

  • Provides required sponsorship contents of the children to the Sponsorship Officer Provides necessary information, reports, dashboard details etc. relating to the sponsorship to the Sponsorship Officer.
