Position Summary

Role overview:

The People, Finance & Operations Lead plays a pivotal role in ensuring ActionAid Cambodia’s operational excellence and organizational sustainability. This leadership role oversees and integrates core support functions—human resources (People & Culture), financial management, administrative operations and IT—to ensure alignment with the Country Strategy Paper (CSP) and organizational policies. This position ensures compliance with internal controls, donor regulations, and national laws while fostering a culture of accountability, equity, and efficiency. As an integral part of the Senior Management Team (SMT) and working closely with Country Director and relevant department and units, this role drives strategic planning and execution across operational systems, enabling effective programme delivery and a healthy work environment.

 
 

Programme & Business Development Lead

Position Summary

Role overview:

The Programme and Business Development Lead (P&BDL) is a core member of ActionAid Cambodia’s Senior Management Team (SMT), responsible for steering both programme development and resource mobilization. The role provides strategic leadership and oversight to guide, manage, and coordinate the implementation of AAC’s programme priorities as outlined in CSP IV. This includes ensuring effective programme and partnership management, delivering quality thematic inputs, and aligning implementation with organizational goals for impactful and sustainable outcomes. Working closely with the AAC Country Director and other relevant departments, the P&BD Lead will be responsible for leading resource mobilization/business development, strategic donor partnership cultivation and oversight of AAC’s fundraising needs in line with country priorities. A key aspect of the role will include building, refining, and executing a donor-focused fundraising strategy that looks at growing and diversifying income whilst retaining AAC’s vision and values.

 
 

Finance Coordinator - Projects

Position Summary

Report to: People Finance & Operation Lead

Position Type: Fixed Term

Role overview:

The Finance Coordinator-Project is responsible for the financial management, accounting, and grant management of projects such as EU consortium projects, and programs/projects funded by other institutional and high-value donors. This position ensures compliance with the legal and statutory requirements of ActionAid International Cambodia (AAC), while adhering to the established policies, procedures, and guidelines. Under the supervision of the People Finance & Operation Lead, the Finance Coordinator manages project finances, including budgeting, forecasting, accounting, financial reporting, grant management, and monitoring of project expenditures. The role also includes partner finance capacity building and oversight to ensure compliance with EU and other donors' rules and regulations. Additionally, it involves contract management systems (CMS), SUN system, project audits, and participation in audits with partners.

 
 

People & Culture Coordinator

Position Summary

Role overview:

The People & Culture (P&C) Coordinator supports the People, Finance & Operations Lead in implementing P&C strategies, policies, and procedures that align with ActionAid Cambodia’s priorities, the AAI Global HROD Framework and Standards, and ensure compliance with Cambodian labor laws and other statutory requirements. This position acts as a bridge between the team and management, assisting in the delivery of core P&C services to staff, partners, and other stakeholders. The P&C Coordinator supports initiatives that promote staff development, a positive workplace culture, and the well-being of the team, contributing to an inclusive, safe, and productive working environment. This role involves coordination and administrative support in areas such as recruitment, onboarding, performance management, staff learning, and engagement. P&C Coordinator is also the focal point for SHEA and Safeguarding policies and is responsible to ensure awareness and compliance of the policies and relevant guideline and framework within ActionAid Cambodia.

 
 

Admin & Executive Officer

Role overview:

Under the guidance of the People & Culture Coordinator, the Admin & Executive Officer serves as a key liaison between the management, staff, and visitors of ActionAid Cambodia. This role ensures the smooth execution of administrative and logistical support for official activities.

The Admin & Executive Officer is responsible for overseeing the procurement process, ensuring the timely, high-quality, and cost-effective acquisition of goods in compliance with AAC policies. Additionally, this role manages office security, maintains organized records of organizational assets and inventory, and supervises the logistics team, including cleaners and drivers, to ensure efficient operations.

 
 

Business Development Coordinator

Position Summary

Role overview:

The Business Development Coordinator plays a key role in shaping and implementing the overall fundraising strategy, systems, and processes. This includes leading the management of internal fundraising intelligence and databases—such as the Contract Management System (CMS)—supporting donor call-for-proposal processes and contributing to effective grants acquisition and management across the organization. The role also oversees /philanthropy and institutional fundraising initiatives, international partnership development (IPD), and the mobilization of strategic resources at both national and international levels to support ActionAid Cambodia’s programmes. In close collaboration with the Programme, Communications, and Finance teams, the Business Development Coordinator supports all stages of the grant management cycle. Additionally, they are expected to proactively identify new funding opportunities and assist in fulfilling donors' statutory reporting requirements.

 
 

Programme Quality and Learning (PQL) Coordinator

Role overview:

Programme Quality and Learning (PQL) Coordinator plays a key role in ensuring the effective implementation of programme quality, monitoring & evaluation (M&E), and learning systems within ActionAid Cambodia and across programme/project areas. The position is responsible for executing M&E and learning functions for the organisation and designated projects. Additionally, the PQL Coordinator provides guidance on system design, offers technical oversight, and coordinates M&E and learning efforts among relevant staff and key partners to ensure the system is implemented effectively.

 
 

Programme Partnership and CS Coordinator

Position Summary

Report to: Programme & Business Development Lead

Role overview:

Under the guidance and leadership of the Programme Lead, the Programme Partnership & Child Sponsorship Coordinator (PPCC) is responsible for partnership management and oversee th Programme and Child Sponsorship team to ensure the effective and quality execution of AAC’s LRP/programme and non-LRP plan in line with partnership framework and HRBA approach as well as child sponsorship policy and mechanism. This includes championing the development of and ensuing quality annual Planning and Budget execution, the on-going LRP programme performance and monitoring, quality CS mechanism operations, midterm and annual programme/CS review, programme risk management, partner capacity, stakeholder engagement in line with AAC’s policies, guidelines and strategic priorities.

 
 

Education Specialist

Under the guidance and leadership of the Programme Lead, the Education Specialist will lead the conceptualization, planning, and management of initiatives to promote quality, inclusive, and transformative education for children and young people. This role focuses on enhancing education governance, integrating technology into learning, and strengthening resilient life skills to equip learners for current and future challenges. The position contributes directly to the strategic priorities outlined in ActionAid Cambodia’s Country Strategy Paper (CSP IV), ensuring that education programming aligns with rights-based, gender-responsive, and climate-resilient approaches.

Working in close collaboration with government bodies, local partners, and cross-functional teams, the Education Specialist will help drive systemic change, promote equitable access to education, and foster innovation to enhance learning outcomes—particularly for marginalized and vulnerable groups.

 
 

Climate & Resilient Livelihood Specialist

Position Summary

Report to: Programme & Business Development Lead

Role overview:

Climate Change & Resilient Livelihood Specialist is responsible for leading the design, coordination, and implementation of AAC’s programme and projects linked to AAC’s programme priority on Resilience Building including Disaster Risk Reduction (DRR), Climate Change (CC), and resilient livelihoods. The CCRLS work in close collaboration with programme teams, consortium partners, and relevant stakeholders. The role ensures alignment with organizational standards and donor compliance requirements, contributing to the integration of resilience building and DRR/CC approaches within ActionAid Cambodia’s Local Rights Programme (LRP) and strategic priorities. This position will provide technical leadership and manage thematic programme and project delivery, including emergency response interventions, fostering strategic partnerships with government agencies, civil society organizations, and communities. It will ensure effective coordination, high-quality documentation, and achievement of results across project areas.
