Family Strengthening Officer (6 Positions)

Position Summary

Reports to : Village Director

JOB SUMMARY

FSP Officer is responsible for supporting community events and relief efforts to assist beneficiary with their needs, providing them resources, and facilitating lifestyle programs. S/he coordinates with participants, suppliers, and sponsors for funding and promotions. She/he also manages the budgeting and allocation of resources for the programs, ensuring that the activities adhere to the state regulations and community benefits. S/he must have good communication and organizational skills, especially in writing progress reports and transactions.

Expectations - Duties, Responsibilities
  • Leads the development of family strengthening programmes in accordance with the organizational mission, policies and strategies.
  • Assists to develop programme activities and budgets and identifies partner organisations;
  • Follow/ implement FSP strategy and plans in cooperation with the Direct Supervisor, FSP Coordinator, FSP co-workers and other stakeholders.
  • Initiates family strengthening programmes in line with agreed plans and objectives.
  • Documents and shares good practices and lessons learned with colleagues to support organisational learning;
  • Recognize the children, family in needs, diseases affected and other trauma sensitivity, malnutrition, abuse, etc.
  • Explains about the program to local authorities in where it would be affected and to people in the community, who can be helpful to establish the program and also the children’s family in community.
  • Builds good contacts with family and children, in an appropriate attitude with them in order to develop good relationship.
  • Learns about the backgrounds, the situation of the family and also about the problem of children, and causes.
  • Provides advices to the family to improve security and comfort of child’s health, nutrition and caring.
  • Monitors and technically supports children’s families in community for better knowledge improvement.

  • Responsible to report any CS suspicion, concern, allegation, or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level and/or to the respective line manager.

Youth Leader (1 Position)

JOB SUMMARY

A Youth Leader is responsible for accompanying young people to grow up in a secure way through guiding on their individual development plan toward an independent life. He works as a coach guiding young people, accompanies them through their career life, and contributes to the quality of youth care. Together with young people, the youth leader creates a great and safe environment where young people can grow, develop life skills, employability skills, and vocational skills in order to reach self-reliance and be able to be responsible for themselves in society. He works within the framework of SOS Children’s Villages organization standards and guidelines and the child rights-based approach.

Expectations - Duties, Responsibilities
  • Supports in the transitioning process of young people from SOS Family Like Care to the youth care programme;
  • Coordinates and oversees all phases of youth planning, especially to develop and identify sense of self-worth and individual development plan;
  • Creates a secure and safe environment for and with young people, and actively interested in the young people’s school life, and extra-curricular activities, and motivates them to make necessary changes in order to empower young people to actively participate in making decisions that directly affect their lives through social skills;
  • Builds up emotional bonds and stability with young people under care;
  • Provides individual guidance, counselling and emotional support as a main care person;
  • Consolidates the young people's training of household skills to enable them to autonomously keep a hygienic and homely living environment.
  • Supports identifying relevant courses/training and encourages participation, and also prepares the young people for autonomously finding a job and supports in establishing contacts with local companies;
  • Supports young people seeking health care services.
  • Assists young people to establish and maintain a secure financial situation.

Child Safeguarding Officer (1 Position)

Position Summary

Reports to : Village Director

Duty Location : Kampot Province

JOB SUMMARY

The role of Child Safeguarding Officer is to mitigate the existing of child safeguarding risk for children and youth who are directed care and supported by SOS Children’s Villages Cambodia. Child Safeguarding Officer undertakes Child Safeguarding activities related to raising awareness on child protection policy, preventing possible risk of children, reporting on CS concerns, and responding to all reported CS incidents.

Expectations - Duties, Responsibilities
  • Raises awareness of the Child and Youth Safeguarding Policy and Prevents and protects children / young people from all forms of abuse, abandonment, exploitation, violence, and discrimination in the SOS Children’s Villages and target community.
  • Provide awareness to children and youth of the children’s right, forms of abuse, and how to protect themselves.
  • Provides capacity building and coaching for children and youth and co-workers regarding child safeguarding implementation.
  • Provide orientation to new staff regarding child and youth safeguarding policy and code of conduct during his/her first month.
  • Work with partners / stakeholders, school director, and relevant local authorities to conduct a child risk assessment, safety map, action plan, and implementation.
  • Works closely with the team to help children and young people’s emotions, motivation, and solving issues.
  • Ensure any CS concern or incident is responded to, followed up, documented, and reported to the national level until it is closed.
  • Ensure the reporting channels and IEC materials are in place and regularly informs all co-workers and children and young to improve reporting mechanisms and child safeguarding.
  • Conducts home visit regularly to strengthen a relationship and prevent possible risks that might happen in the family house.
  • Identifies mental health specialists and external stakeholders to provide counseling to children and youth who are affected by trauma.
  • Collaborate with CCWC to provide positive parental skills and other relevant training to the target community.
  • Prepares monthly action plan to build the capacities of co-worker, children young peoples and families to recognize signs of abuse and how to prevent it.
  • Shares experience and lessons learned with the evidence to the team and supervisor.
  • Collaborates with team to ensure effective data collection.
  • Organizes and archives the data according to the monitoring standards.
  • Monitors children under the direct care of SOS and shares the information with the responsible team.

  • Bachelor’s degree in Social Work, Law, or other related fields.
  • At least 3 years of experience in safeguarding, child protection, gender-based violence (GBV), or PSEAH within an international development, NGO, or government setting.

Case Manager (1 Position)

Position Summary

Reports to : Village Director

Duty Location : CV Kompot, Province

JOB SUMMARY

We offer Case Manager is a member of a project team. The overall responsibility of Case Manager such as diversify and collaborate with the educational services providers, and tutoring in subjects like math, science etc. The Case Manager will assist the village Director in the field of case dealing, actively encourage in organizing educational program for children and mothers and be responsible for all funds to them for official work and they will require maintaining and rending proper account for the same.

Expectations - Duties, Responsibilities
  • Provide basic counselling to children in resolving their inter-personal, educational, health and other problems by provide guideline when required
  • Provide training and ongoing coaching to relevant external partners and services (i.e. DoSVY, CCWC, and RCIs), on family reintegration and gatekeeping processes
  • Coordinate with schools, hospital other agency and relevant government offices (i.e. DoSVY, CCWC), local authorities, towards successful process of family reintegration documentation for proper placement of each child and for education, career plans and health care on a regular basis.
  • Diversify and organize variety of children’s activities, games, sports, hobby and library facilities as well as outdoor visits for recreation
  • Maintain and follow up on personal records of each child on health, education, special interests and incidents.
  • Initiate and develop new programs for benefit of all children and organize creative activities to promote talented potentials
  • Co-operate with SOS mothers and youth leader on preparation of child development planning, priorities and tactical execution.
  • Ensure that SOS mothers and youth leader receive support such as remedial, special needs and educational programs.
  • Provide direct psycho-social services and tailored individual support (case management), to children and youth separated from their families
  • Collaborate with corresponding CVSR teams, and/or external partners and services (i.e. schools, local authorities) for effective family assessment and reintegration, in response to the varied needs of cases/families
  • Update and support maintenance of case management files/systems, including required MoSVY documentation
  • Collect quality data and support maintenance and consolidation of relevant PDB2 and administrative systems for reporting purposes
  • Identify and support training of new Child safe Agents, strategically recruited to support family reintegration activities
  • Provide support to the Family Reintegration Coordinator for effective implementation of all family reintegration activities, as needed

Deputy Head of Finance (1 Position)

Position Summary

JOB SUMMARY

The role of the Deputy Head of Finance is to support Head of Finance in Audit, Taxation, Financial Management and Financial Administration related work of the Finance Department.

Expectations - Duties, Responsibilities
  • Tasks and Responsibilities
  • Support Head of Finance in overseeing different projects and work with project managers project accountants to meet their financial requirements
  • Assist Head of Finance in implementing and strengthening the internal control system including supplier check and policies of the organization
  • Regular review and update the financial policies/procedures to ensure SOS co-workers well understanding and smooth implementing
  • Assist Head of Finance to prepare financial reports and yearly budget proposal for the whole country submits to international Office-Asia and on the budget planning exercises (annual, reviews etc.,) and act as focal point for the answerable to all project head when required.
  • Assist Head of Finance to review the accuracy, timeliness and relevance of financial information and other disclosures provided to management
  • Performs financial, performance, and electronic data processing,
  • Evaluate effectiveness of each project in achieving their desired project results;
  • Any other task assigned by Head of Finance as and when required
  • Auditing and internal control
  • Conduct financial audits which are assigned from Head of Finance to assess the adequacy, effectiveness and efficiency of the established internal controls and procedures. Then prepare audit reports in line with the approved audit plan.
  • Discuss audit findings and recommendations with line managers and report significant issues..
  • Monitor timely implementation of the management actions recommended in the audit reports.
  • Prepare document and annual financial report for external auditor to get a grant audit report as the requirement of SOS Children’s Villages International
  • Perform auditing in accordance with generally accepted auditing standards; performs operational efficiency and determine whether internal control policies are adequate and recommends implementation of an improved internal control policies and procedures.
  • Performs compliance audits, investigates fraud and misuse of SOS funds.
  • Develops internal control systems to determine if system are adequate and in accordance with management policies, procedures, integrity and compliance
  • Assist Head of Finance in working with relevant co-worker and project heads to strengthen and improve financial control, clearances, budget formulation, variances finding and loophole, preventing of fraud and setting up effective system for monitor its.

  • Legal Compliance
  • Assist Head of Finance to ensure compliance to all internal and external policies, contractual and statutory obligations (e.g. tax laws, Accounting laws, labour laws etc) including timely submission of tax returns, financial statement report and payments.
  • Provides advice and guidance to the Head of Finance related to tax liability and is responsible for analyzing and identifying system change needs and recommending the most cost effective programming or system enhancements to meet business requirements.
  • Manages and controls the production of, balancing and submission of annual Income Tax returns and other tax liabilities as per royal government of Cambodia’s Taxation policy.
  • Reporting
  • Consolidated all data from projects into Navision software to produce the monthly report and submit to international office.
  • Develop audit recommendation implementation report on quarterly basis
  • Develop any other reports assigned by the supervisor.
Requirements - Skills, Qualifications, Experience
  • Qualification & Experience:
  • Certified accountant, finance, or audit certificate
  • Minimum of five years of experience with NGOs, UN agencies, or private sectors
  • Proficient in accounting, financial systems, and auditing
  • Strong planning, budgeting, leadership, management, and legal compliance skills
  • Ability to travel for SOS projects
  • Strong verbal and written English communication skills
  • Proven track record of achieving results
  • Experience in finance management, auditing, financial analysis, and process improvement (preferred)
  • Experience with large-scale financial transactions and reporting (preferred)
