Announcement Description

The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned. The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets. The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

The Ministry of Health (MOH) is recruiting the following Individual National Consultants to carry out and assist the MOH in implementing the Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) base on the MoH following:

Announcement Positions

National Project Management Support Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Coordinate in the development/update of Project Operational Manuals and other
  • Assist in the coordination of planning and monitoring of Project Funds and other sources of funds and help to integrate into overall Annual Workplan and Budget; Monitor implementation of Project activities and environmental and social safeguard requirements;
  • Ensure that all Implement Units, including subnational level, are aware of rules and procedures related to financial management and procurement;
  • Monitor the status of the agreed action in the aide-memoire and coordinate with all relevant stakeholders.
  • Assist in organizing, facilitating essential project meetings and Implementation Support Mission (ISM)
  • Assist the all tasks assigned by Project Management
Requirements - Skills, Qualifications, Experience
  • Master’s degree in project management, business administration, or public health or relevant fields;
  • At least 3-5 years of experience in project management and implementation of donor assisted projects such as ADB, WB etc…;
  • Fluency in written and oral English and Khmer is required.
 
 

National Project Coordinator Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Coordinate in the development/update of Project Operational Manuals and other administrative and technical manuals as required for the Project;
  • Assist in the coordination of planning and monitoring of Project Funds and other
  • Monitor implementation of Project activities for compliance
  • Assist in monitoring the disbursement of the project funds to the Implementing Units, contractors and suppliers
  • Coordinate in preparation of correspondence in Khmer and English for communication within the ministry, with other line ministries, agencies, and Development Partners; and Work closely with relevant stakeholders;
  • Assist in preparing presentations and note taking during the meetings development of Project Reports
  • Assist in organizing, facilitating essential project meetings and Implementation Support Mission (ISM),
  • Perform other tasks as assigned by Project Director.
Requirements - Skills, Qualifications, Experience
  • At least Master’s degree in development management, business administration, or public health;
  • At least ten years of experience in project management and donor assisted projects in health sector such as WB, ADB, etc…;
  • Sound knowledge of Standard Operating Procedures (SOP) issued by the Government
  • Fluency in written and oral English and Khmer is required
 
 

National Health Equity Fund Coordinator Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Assist DPHI to monitor progress on implementation and utilization of HEF;
  • Design a template for reporting HEF utilization
  • Generate, review, and analyze the HEF utilization data by ID-Poor card holders/ at-risk cardholders, by provinces, ODs, provincial /referral hospitals and health centers, with close collaboration with NPCA/MEF on monthly, quarterly, bi-annually and annually basis
  • Prepare the following reports based on the analysis;
  • Conduct rapid assessment on HEF utilization (annually); and provide technical support to the BHEF/DPHI
  • Support DPHI in monitoring the progress of the essential health service coverage, including non-Communicable diseases.
  • Assist DPHI for routinely collecting gender, gender-based violence (GBV) and other
  • Carry out specific tasks as may be assigned by DPHI Director and Project Director
Requirements - Skills, Qualifications, Experience
  • A master of science in health economics, or related degree; with a focus on health financing, health economics and/or health systems and quantitative skills (economics, biostatistics, etc.). A medical degree in addition to a degree in health economics is an asset.
  • At least 5-year experience on health financing or health system strengthening and on implementing donor assisted project;
  • Familiarity with the public healthcare system and health planning process;
  • Fluency in written and oral English and Khmer is required.
 
 

National Procurement Management Consultant (2 Positions)

Expectations - Duties, Responsibilities
  • Preparing overall Annual Procurement Plans of the H-EQIP II and draft the procurement plan in STEP;
  • Update and monitor procurement tracking
  • Organize bids/proposal opening by inviting all PRC well in advance, take notes and storage of bids/proposals in accordance in proper manner; and participate in monthly meeting of contract management.
  • Monitoring performance of Contractors/Suppliers and Consultants in complying with the Terms of Contracts;
  • Provide necessary procurement training, particularly hand-on training, for Procurement staff, Departments and PHD, ODs/RHs/HCs;
  • Ensure that all procurement activities are carried out in accordance with the agreed procedures, including the Financing Agreement; the World Bank/IDA Procurement and Consultants Guidelines; Government SOP and Procurement Manual for Externally Assisted Program/Projects, as applicable;
  • Coordinate with the suppliers, Committee and all stakeholders on receiving and inspecting Goods at Central Medical Store;
  • Prepare urgent report on Procurement in Khmer and English up on request of Project Management;
Requirements - Skills, Qualifications, Experience
  • Must have experience in implementing procurement with the World Bank/ADB and other DPs financed projects, and the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for Externally financed Projects. .
  • Minimum Bachelor’s degree in business administration, or other related fields (Master degree in business administration or relevant subjects preferred);
  • At least 5 years of experience in carrying out public procurement of goods, works and consultant services
  • Fluency in written and oral English and Khmer is required.
 
 

National Procurement Assistant (2 Positions)

Expectations - Duties, Responsibilities
  • Assist to prepare overall Annual Procurement Plans of the H-EQIP II by collecting all relevant information to group the goods & works and services into packages so that they will attract wider competition and draft the procurement plan in STEP;
  • Assist to prepare bidding documents
  • Prepare advertisement to be placed in local and/or international media as appropriate;
  • Assist to organize the bids/proposal opening by inviting all PRC well in advance,
  • Assist to monitoring performance of Contractors/Suppliers and Consultants;
  • Encourage Implementation Units conduct the Individual Consultant’s Performance Assessment
  • Work with Implementation Units to encourage them to submit the requisition of Procurement Goods/ Consulting Service on the Procurement Plan and assist to prepare Technical Specification/ Terms of Reference compliance with Procurement Perspectives,
  • Other tasks as assigned by Chief of Procurement, Project Team Leader, Project Manager and Project Director.
Requirements - Skills, Qualifications, Experience
  • Bachelor Degree in Business Administration, or other equivalent fields;
  • At least 3 years of work experience in procurement, secretarial works or related fields;
  • Good in English both spoken and written skill; and Computer literacy
 
 

National Administration and Logistic Assistant (2 Positions)

Expectations - Duties, Responsibilities
  • Require to assist/support to Chief of Finance of the Project.
  • Undertake the Administrative/logistic support to the Finance Section
  • Assist on arranging transportation for Project activities; and assist in making arrangements for H-EQIP 2 meetings.
  • Provide secretarial works including preparation of mission order and travel record, leave records;
  • Assist in review and provide feedback on the minutes of the project meeting
  • Prepare custodianship of office equipment, cross-check with the accounting staff on record of office inventory and keep track record of changing or replacement of custodianship;
  • Assist and provide support administrative and logistic affairs to Chief of Administration of the Project and to ensure a proper flow of information and documents for concerned implementing units.
  • Any other tasks assigned by the Finance Section.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree in administration, public relations, social science, or a related field,
  • At least 3 years of work experience in administration work or related field;
  • Training background in administrative/secretarial affairs or related fields;
  • Good knowledge of modern office procedures and superior interpersonal skills;
  • Computer literacy, especially knowledge in MS Word/Excel;
  • Fluency in written and oral English and Khmer is required
