National FIMS Mobile App Developer

Position Summary

Category: Consultant

Schedule: Intermittent (Long Term)

Job summary: FIMS Mobile App Developer responsible for designing FiA-integrated mobile app, functional Android app, Food Safety module, technical documentation, and training materials for FiA mobile app development.

Expectations - Duties, Responsibilities
  • Design a mobile app architecture that is integrated with the FiA FIMS
  • Account FiA’s FIMS data infrastructure, access points and security requirements
  • Develop a functional mobile app in the recommended framework with selected FiA FIMS modules
  • Coordinate with input from the Food Safety consultant and FiA
  • Develop features/functionality in the mobile app for food safety
  • Develop technical documentation, such as API documentation, training material for developers and functionality in the app
  • Develop technical and user documentation and support the training of FiA technical staff and users of the FIMS Mobile App
Requirements - Skills, Qualifications, Experience
  • Post graduate qualification in computing science, information systems, software engineering, or other related qualification
  • Minimum of 7 years experience in analyzing business requirements and designing mobile applications
  • Minimum 5 years of mobile application development for Android and iOs operating systems
  • Experience using hybrid mobile applications development frameworks
  • Experience of successfully implementing mobile application solutions for national projects
  • Good command of Khmer and English.
 
 

National Business Information Systems Expert

Position Summary

Category: Consultant

Schedule: Intermittent (Long Term)

Job summary: Skilled and experienced in analysing business, designing databases and mobile apps, building web-based applications using PHP frameworks, MySQL, and developing APIs.

Expectations - Duties, Responsibilities
  • Develop an implementation plan for FishBlS and the Smart Fisheries App
  • Identify opportunities to streamline, automate, and integrate data from existing FiA databases and 3rd party systems.
  • Develop the respective modules and deploy them to be used by the respective EMAs
  • Ensure availability of user and technical documentation, conduct training with EMA representatives and stakeholders
  • Design and build Smart Fisheries App, introduce to EMAs and stakeholders through consultations and workshops.
  • Monitor uptake, capture feedback, and test to develop app features and maintain adoption.
  • Deliver technical and user training for effective utilization of FishBlS and Smart Fisheries App by stakeholders
Requirements - Skills, Qualifications, Experience
  • Post graduate qualification in computing science, information systems, software engineering, or other related qualification
  • Require at least 10 years experience in analyzing business requirements and designing relational databases
  • 7 years experience in building web-based applications with PHP-based, frameworks and MySQL databases
  • 5 years experience in writing Application Programming Interfaces (API) and building mobile applications
  • Experience in successfully implementing integrated database and mobile application solutions
  • Knowledge of the fisheries in Cambodia will be advantageous
  • Good command of Khmer and English.
 
 

National FishBIS App Feasibility and Design Expert

Position Summary

Category: Consultant

Schedule: Intermittent (Long Term)

Job summary: Experienced in business development, strategic partnerships, and operationalizing business models. Responsible for drafting FishBlS model, identifying partners, and implementing/test strategies.

Expectations - Duties, Responsibilities
  • Draft FishBlS business model, and potential strategic partners identified
  • Identify potential revenue opportunities through FishBlS and understanding operating requirements and costs
  • Processes and develop Strategic partnership agreement templates
  • Identify strategic partnerships that can leverage the data and information collected
  • Develop strategic partnerships with stakeholders in the fisheries industry
  • Implement the FishBlS business model and test revenue generation options
Requirements - Skills, Qualifications, Experience
  • Post graduate qualification in business administration, economics, marketing, fisheries and other related subject areas
  • Minimum of 10 years experience in similar roles working with the private and public sector and NGOs/CSOs.
  • experience in undertaking similar assignments with Cambodia private and public sector
  • Experience in developing business models around digital products
  • Knowledge and experience of Cambodia’s fisheries industry
  • Good command of Khmer and English.
 
 

National Digitalization FIA Food Safety Systems and Data Expert

Position Summary

Category: Consultant

Schedule: Intermittent (Long Term)

Job summary: Experienced in management, collating, and digitizing content for online publishing. Responsible for identifying Cambodian food safety sources and designing prototypes using Figma.

Expectations - Duties, Responsibilities
  • Classify Cambodian food safety content for coastal and marine fisheries digitally
  • Maintain the food safety content (text, photos, videos, and other media) and digitize it in Khmer and English languages
  • Design applicable user interfaces and interactions (UI/UX) in a prototyping tool
  • Develop and categorize sources of Cambodian food safety laws, standards, procedures, and processes for coastal and marine fishery products
  • Establish a digital content repository for curated Cambodian food safety information
  • Design a prototype, using Figma or a similar tool of the food safety information
  • Ensure that UI/UX are appropriate and usable for the relevant audience
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree qualifications in information management, knowledge management or related field.
  • Monimum 5 years experience in the information and knowledge management field collating, organizing, and digitizing content
  • Experience working on projects as part of multidisciplinary teams and Familiar with food safety and prototyping/design tools, like Figma
  • Good in English and have ability to translate from Khmer to English
  • Posting will be in Phnom Penh and reporting to the Team Leader
 
 

National Marine Fisheries Research and Development Institute (MaFReDI) Research Manager

Position Summary

Category: Consultant

Location: Coastal provinces

Schedule: Intermittent (Long Term)

Job summary: Experienced in adaptive marine research in the Greater Mekong Subregion. Responsible for building MAFReDI as a centre of marine knowledge and providing leadership in organization and business planning.

Expectations - Duties, Responsibilities
  • Support and assist Director MAFReDI in implementing adaptive marine research.
  • Utilizing science strategy to support the organization development experts working with MAFReDI/FiA and partners.
  • Liaising with RUA and other science providers within marine fisheries
  • Identify science providers and partners for marine ecosystem regeneration and management
  • Applied research for the marine sector through resource allocation in a manner of science leadership
  • Develop a prioritized work plan for the MaFReDI science program funded by this project
  • Establish and communicate the research grants program
  • Work with FiA and RUA to ensure postgraduate training and science programs are organized and effective
  • Work with potential providers to design and evaluate research proposals
  • Support approvals for activities field research
  • Support applied MFMA research and fisheries management strategies
  • Provide science leadership through peer reviews
  • Prepare achievement reports and science dissemination to CFIs and other stakeholders.
  • Identify opportunities for the use of science in SME innovation development by KE.
Requirements - Skills, Qualifications, Experience
  • PhD in Marine Fisheries is required
  • 5 years experienced on an active marine researcher
  • Experience or knowledge on adaptive marine research in the wider Greater Mekong Subregion (GMS)
  • 3 years experienced on research leadership roles with close association with universities
  • Good English language skills both written and spoken are required
  • The consultant is expected to be fielded full-time for 5 years.
