Chief of Party
Plan International is seeking a Chief of Party (COP) for the anticipated USAID-funded Cambodia "Employ" initiative. This initiative is designed to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification. By working directly with and through local partners such as private businesses, universities, and vocational training institutions, the activity will ready Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow.
Based in Phnom Penh, the COP will oversee all aspects of this project, leading strategic planning and decision making, providing technical guidance, overseeing activities of the sub-recipients, and supervising staff. Serving as the key liaison with USAID, Ministries, implementing partners and other stakeholders, the COP will also establish and maintain an integrated vision among different actors while ensuring adherence to all project objectives, performance requirements, and donor regulations. S/he will oversee coordination of field operations and ensure that activities meet USAID and Plan standards. The position is contingent upon award of the project by the donor.
Deputy Chief of Party

Finance and Operations Manager
Plan International is seeking a Finance and Operations Manager for the anticipated USAID-funded Cambodia "Employ" initiative. Based in Phnom Penh, the Finance and Operations Manager will be responsible for overseeing project finances and administrative operations in accordance with relevant USAID rules and regulations and in line with Plan International’s financial and administrative management policy provisions. The Finance and Operations Manager will supervise grant management and financial reporting on grant performance and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports. The position is contingent upon award of the project by the donor.
Monitoring, Evaluation, Research, and Learning (MERL) Advisor
Plan International is seeking a Monitoring, Evaluation, Research, and Learning (MERL) Advisor anticipated USAID-funded Cambodia "Employ" initiative. This initiative is designed to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification. By working directly with and through local partners such as private businesses, universities, and vocational training institutions, the activity will ready Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow.
Based in Phnom Penh, the MERL Advisor will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. S/he will lead analysis of data collected for assessment of progress and areas of improvement and overall data management. S/he will guide reporting processes amongst technical staff and consolidates program reports, and promote learning and knowledge sharing of best practices and lessons learned. The position is contingent upon award of the project by the donor.
Youth Technical Advisor
Plan International is seeking a Youth Technical Advisor (YTA)for the anticipated USAID-funded Cambodia "Employ" initiative. This initiative is designed to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification. By working directly with and through local partners such as private businesses, universities, and vocational training institutions, the activity will ready Cambodia’s emerging workforce with the skills and knowledge that will allow them to compete for and thrive in the jobs of tomorrow.
Based in Phnom Penh, The YTA will support the Chief of Party in the management of the project. The YTA will be charged with providing overall youth-related technical and strategic guidance to all program activities (e.g., recruitment, content development, training, partnerships, capacity building, etc) ensuring coherence and alignment with program objectives. The YTA will work closely with “Employ” project leadership and other technical experts within Plan Cambodia, as well as Plan USA youth technical advisors, to build on current best practices in country and achieve project outcomes. This position is contingent upon award of the project by the donor.
