Advocacy is one of World Vision’s 3 pillars of ministry, alongside community development and Humanitarian and Emergency Affairs (HEA). World Vision defines advocacy as the promotion of justice through changes in policies, systems, structures, practices and attitudes, citizen mobilization and education about human and child rights. World Vision advocates at the local, provincial, national, regional and global levels.

At the local level, World Vision Cambodia supports and facilitates advocacy that improves access to essential services needed to improve child well-being. By working with citizens, government and service providers (such as Health Centers, Primary Schools, and other Commune Services), issues and challenges for local service delivery can be identified and addressed.

Programme Coordinator (2 Positions)

Position Summary

1 vacancy is based in Siem Reap province, and this position will manage ISAF in two provinces Siem Reap and Preah Vihea Provinces, and

1 vacancy is based in Banteay Meanchey province, and this position will manage ISAF in Banteay Meanchey and Oddor Meanchhey Provinces.

POSITION DESCRIPTION:

The position holder is responsible for leading the ISAF project team and working in collaboration with all partners/stakeholders in the 2-target provinces for successful project implementation. The responsibility will be also involved the management of his/her staff, and specifically ensuring effective coordination for the project operations at districts, and provincial levels.

Duties & Responsibilities:
  • S/he will play a strategic role to ensure the smooth implementation of the project following the social accountability framework, and government policies by strongly advocating the sub-national and local administrations to support the project in their respective provinces.
  • S/he will directly report to Regional Manager (RM) and under technical management of the Operations Manager ISAF
  • S/he will assist RM to provide ISAF technical support and coaching to Area Programme managers (APM) and all relevant assigned AP staff.
  • S/he will lead and manage the ISAF staff under his/her line management for the implementation of the ISAF project within the target 2 provinces.
  • S/he will engage and work in close collaboration with assigned staff of Area Programmes (AP), Community Accountability Facilitators (CAF) networks, NGO Partners, and government staff (supply side) within the 2 target provinces to meet the expected outcomes of WVIC ISAF implemented activities at district and provincial levels.
  • S/he will review and monitor project progress and issues against the project indicators and data with all relevant partners.
  • S/he will communicate to partners and staff the importance of timely and quality data for project management.
  • S/he will provide technical support to all relevant partners regarding ISAF guidance or technical guidelines like project model, CAF Network and District/Municipality (DMK). S/he will lead, manage, and support the CAF network to lead ISAF activities through Financial partnering or Social Accountability fund.
  • S/he will manage staff recruitment, partnering for performance (PFP), staff case management, and all other staff related matters.
  • S/he will work on project annual planning, and project annual budget preparation (AWPB),
  • S/he will produce reports as required by the ISAF project and AP.
Requirements:
  • At least 4 years of experiences in relevant roles in social accountability, advocacy, networking, good governance, project management, project coordination, community development, etc.
  • At least Bachelor's Degree in a related field such as social development, law, politics, international relations, governance, public policy, sociology…
  • Technical knowledge in project management, good governance and social accountability
  • Excellent understanding of advocacy issues in a development context
  • Strong understanding of public policy, government decision-making processes (especially at the sub-national level) and other civil society networks and coalitions.
  • Understanding of at least one area of public service – health, education, government services (such as registrations and land management).

POSITION DESCRIPTION:

The position holder will assist the Area Programme (AP) manager to ensure the effectiveness and successful implementation of ISAF project in the target district. And to collaborate with AP and local partners (NGOs and government and CAF- Network) for ISAF implementation and regular monitor to ensure quality of ISAF in the target district to promote the social accountability of local government to provide quality and sufficient services to the communities’ needs.

Duties & Responsibilities:
  • Effective Partnership: Exploring and building partnership with relevant partner for ISAF and provide training and technical support to AP and CAF network and local government on ISAF implementation
  • Monitoring and Evaluation: Coordinate with partners (NGOs and local government) to deliver a good result of ISAF implementation with good monitoring of M&E requirements.
  • Project Management: Managing the project district budget in budget preparation, planning of action and monitoring with local partner to maintain high accountability to WVI and donor guidelines and requirements.
  • Ensure donor compliance is fully applied
  • Capacity Building: Ensuring Capacity Building to all CAF members, JAAPC and CAF networks to promote the social accountability for better services within the target districts
Requirements:
  • Bachelor Degree in any relevant fields such law, politics, international relations, governance, public policy, sociology, public administration, education, etc

Finance and Administration Officer

POSITION DESCRIPTION:

The position holder is required to provide services on day-to-day basis in financial and administrative support services to CAFs and ISAF’s project team based in the national office (NO), and the target area outside area programmes. This position is primarily accountable for sun system data encoding, produce timely financial payment for CAFs, staff and suppliers; and to ensure accuracy, and timely, with appropriate supporting documents in compliance with the procedure and policies of WVI and World Bank.

Duties & Responsibilities:
  • Responsible for providing efficient and effective support and services regarding the financial and administrative matters to project staff and CAFs.
  • Responsible for capacity building for the project team and CAFs on financial management , policies & procedures.
  • Check and review financial vouchers to ensure accuracy and timeliness with appropriate supporting documents as per the policies and procedures required by WVI and World Bank.
  • Regularly control project documents and payment vouchers
  • Mitigate financial risks, financial stewardship, and financial compliances as required by the WVI & World Bank
  • Support locating and retrieving the project related documents as required by internal & external audit works.
  • Work with procurement unit (PU) to purchase goods and office supplies
  • Work with PU and People & Culture (P&C) to upload documents in Bank systems (STEP)
Requirements:
  • Two years of working experiences in similar role in the field of finance/administration or any equivalent role.
  • Bachelor's degree in finance, accounting, or any relevant fields.
  • Any qualification or recognized Certification in Public Accounting will also be considered.

Technical Specialist for CAF Network or CAF Network Manager

POSITION DESCRIPTION:

Technical Specialist for CAF network or CAF Network Manager is a senior expert in social accountability approaches who lead CAF Network and the strategic design of the ISAF technical approaches according to the best global and local practices and innovations, support the development of plans and budgets, lead on the development and implementation of the capacity building plan to 5,000 Community Accountability Facilitators (CAFS) in the future, ensure that the technical implementation of our plans meet the highest quality standards and that M&E data is used for learning, accountability/reporting and policy development. Externally, he/she will ensure that WVI-C is part of the national discussion on social accountability and remains an influencing voice on this topic.

Technical Specialist is responsible for the technical development and quality implementation of the Implementation of Social Accountability Framework (ISAF) Phase II project, in cooperation and collaboration with the CAF leaders, NGO partners and both national and local partners in target provinces.

The position holder will support, train, coach, and provide technical leadership to ISAF implementation teams (provincial and district levels) and third parties. Additionally, the role will focus on national level development of social accountability as a central aspect of Cambodia’s democratization and decentralization process in which link with advocacy team of WVI-C.

Duties & Responsibilities:
  • Leads on the design of the CAF network models, its improvement, its adaptation to new services or context and on the development of related guidance documents and tools
  • Ensures that the technical implementation of CAF network by WVI-C and implementing partners meets the highest quality standards through capacity building and technical coaching
  • Lead the development and implementation of the learning and research agenda to support CAF network with a focus on innovation, quality improvement, policy change and promoting the use of the ISAF Data at provincial and national levels
Requirements:
  • 5 years of professional experience in managing project or grant regarding to local level advocacy activities management, , social accountability, public admiration or any equivalent fields
  • Experience working with government officials and ministries (including sub-national).
  • Demonstrated experience in program management including staff management, staff capacity building, financial management, project design and implementation, reporting and analysis.
  • Experience working with local service providers (Health Centre Management Committee:(HCMC), School Management Committee, Commune Council members, etc)
  • Bachelor Degree in a related field (law, politics, international relations, governance, public policy, sociology), master degree is preferable.
  • Knowledge in social accountability processes and local governance processes.
  • Knowledge of capacity building and technical coaching
  • Sound understanding of advocacy issues in a development context.
  • Sound good knowledge of a point related to knowledge of aspects related to GEDSI-gender equality and social inclusion

Communications Officer

POSITION DESCRIPTION:

The communications officer will report to communications specialist and the position holder will plays an important role in increasing visibility and the effectiveness of project communication, as well as building credibility and presenting evidence of the project's impact in improving work performance through the production of other content such as storytelling, photo shooting, video production, visiting arrangements, and events for the ISAF project.

And the position holder is required to contribute and provide constant support in improving the quality communication of the project to ensure that the project goal and expectations are met:

  • Produces communication materials such as graphic design, photo, video and story of the project.
  • Promotes project products to gain more awareness and support for project sustainability and bring more impact to the public.
  • Provides capacity building and necessary support to NGO partners, staff and community accountability facilitators (CAFs).
Duties & Responsibilities:
  • Produces IECs materials for both publication and social media.
  • Produces photo story and caption for Support Office, Donors, and Social Media content post.
  • Produces video documentary of the Project's achievements, Behavior Change Communication, and case study.
  • Editorial Writing for a success story, case study and social media posting
  • Ensures Branding Quality Assurance for the corporate image.
  • Supporter Relations; coordinating, managing, and hosting local and international visitors
  • Provides Public Relations support such as materials and representation in traditional media (TV, radio, website, newspapers, magazines) and social media (Website, Facebook page, YouTube channel)
  • Provides Communication capacity building to staff, NGO partners and volunteers.
Requirements:
  • Two years of working experience in development sector, especially in the area of communication, social media, education, public awareness or any relevant roles
  • Good experience in using adobe creative suit, including software such as photoshop, illustration, InDesign, audio edition and after affect.
  • Bachelor Degree in public relation, marketing, communications, mass media or other related fields.
  • Good skills in using Final Cut Pro software.
  • Strong understanding of photography and video storytelling and scripting.

POSITION DESCRIPTION:

Monitoring & Evaluation Officer will report to Senior Monitoring & Evaluation Specialist, and the position holder is required to contribute and provide constant support in improving the quality monitoring and evaluation of the project to ensure that the project goal and expectations are met:

  • Work collaboratively within Implementing Partners to ensure the M&E procedures are appropriately applied.
  • Manage the M&E database for the actions implemented by Implementing Partners
  • Provide capacity building and necessary support to the Implementing Partners in data collection/management and reporting.

Duties & Responsibilities:
  • Ensure that all Implementing Partners’ reports and related deliverables outputs including performance monitoring plans are submitted in a timely manner and are meeting quality standards.
  • Provide capacity building on M&E procedures to Implementing Partners staff such as data collection/management and reporting.
  • Ensure Implementing Partners fully understand indicators’ definition, methodology of collection and frequency of reporting.
  • Routinely performs quality control checks of M&E work and quality of data reported by Implementing Partners.
  • Tracks the progress of activities and contribute to other staff capacity building initiatives as necessary.
  • Work collaboratively with the Senior M&E Specialist to identify M&E needs and necessary capacity building for Implementing Partners staff.
  • Develop training materials and conduct trainings and on-the-job support.

Requirements:
  • Two years of working experience in monitoring and evaluation, data management an analysis, data management development, project assessment & evaluation, project management or any related roles from NGOs, or private sectors
  • Bachelor Degree in Project Management, Rural Development, Public Administration, Development, Economic, International Relations, Social Science, Educations or any related field.
  • Any relevant short course certificate of joining monitoring & evaluation is advantaged
  • Sound good knowledge of Monitoring & evaluation (M&E)
  • Good knowledge of data analytical software (e.g. advance excel, SPSS, Ms Power BI) and online data collection form (Kobo Toolbox).
  • Demonstrated robust competence in database management
  • Knowledge of gender, disability and ethnic minority in M&E
