Program Coordinator (1 Position)
Duration: The duration of the contract is for an initial period of 12 months starting in April 2024 to March 2025 (subject to negotiations with project achievement after probation).
- Work closely with the management team, especially Executive Director, in supporting ANSA to meet the intended medium to long-term the program and ANSA’s Strategic Plan.
- Supervise and manage at least two program team members and interns of both Cambodian and foreigners
- Develop term of reference (TOR) and or service procurement and contract for the consultants and other suppliers
- Work with the consultants in developing project video, Apps, Citizen Monitoring Alert system and social media content
- Lead the program and learning team to design project activity concepts, case studies, success stories and related feature to make them more innovative and achieve the project outcomes to ensure the project’s full scope of work is completed on time and sustainable.
- Provide the insights for NGO partners ( Sub-Grantees) and civil society organizations (Partners) on a number of learning events of youth leadership, communication, social media use and community outreach and reporting,
- Lead the program team in running activities of community inception meeting, provincial dialogues, citizen monitoring reporting, capacity development on civic engagement, leadership, system thinking, communication skill, advocacy and lobby skill for women and youth,
- Lead and provide capacity development for youth and women on event management, social media updates, and regular communicate with external resource persons and beneficiaries
- Assist the Executive Director to develop project proposals and fundraising activities
- Support the Executive Director’s tasks and responsible for an assigned task in working with communities, NGO partners, and related Government agencies
- Reporting to ED, and be assigned to communicate with the donors (At least 2) on Monitoring, Evaluation and Learning (MEL) in the assigned projects.
- Provide support to the management of projects and the administration of the program including inputs to budget, and fundraising.
- Be responsible for a weekly project update, newsflash, and narrative reporting to donors, and the government.
- Coordinate service providers, and support preparation, processing, and administration of consultants and technical services contracts/agreements.
- Liaise with and support ANSA partners through electronic communication and/or traveling to other provinces, and countries to provide support in the design and implementation of the project activities
- Coordinate and provide support to another relevant tasks of ANSA’s programs and networking as needed (Might be involved in other project preparation and BWG, Labor Hub etc.
- Be graduated degree ( At least bachelor’s degree) in economics, public policies and law
- Relevant professional experience of at least 5 years working within NGOs and has connection with government ministries, Sub-National Administration (SNA), and related contexts.
- Experience in Good Governance, Youth Civic Engagement, Social Accountability, Social Media, Innovation, System Thinking/ Design thinking, Youth, Land and Natural Resource and local development is a strong asset.
- Experience in conducting research, case studies, and public financial management (PFM) and the ability to manage effectively tasks of various sizes, from small to complex, and simultaneous competing demands, and to deliver on time.
- Be appropriate or fluency in English is an advantage.
- Working knowledge of democracy, human right, civic space, social protection, youth issues, public policies, gender, climate change, and social inclusion is an added advantage.
- Excellent analytical, written, facilitation and oral communication skills.
- Strong project management skills, with good time management.

Project Technical Officers (2 Positions)
Duration: The duration of the contract is for an initial period of 12 months starting in July 2024 to June 2025 (subject to negotiations with project achievement after probation).
- Work closely with the program coordinator to achieve the project outputs and activities
- Supervise and manage at least two and interns of both Cambodian and foreigners
- Work with the consultants and coordinator to provide orientation on how to use App and Alert System and social media content
- Support the program and learning team to design project activity concepts, case studies, success stories and related feature to make them more innovative and achieve the project outcomes to ensure the project’s full scope of work is completed on time and sustainable.
- Work to support NGO partners (Sub-Grantees) and civil society organizations (Partners) on a number of learning events of youth leadership, communication, social media use and community outreach, youth capacity development and reporting,
- Support the program team in running activities of community inception meeting, provincial dialogues, citizen monitoring reporting, capacity development on civic engagement, leadership, system thinking, communication skill, advocacy and lobby skill for women and youth,

Consultant Social Media Content Developer
Key outputs and work duration
- Weekly social media update in ANSA-Cambodia facebook page
- Provision of social media orientation/ mentoring and coaching for youth and women group
- Develop social media strategic roadmap for ANSA and its youth/Women Community of Practice
- The selected content developer is expected to start work from April, 2024- until March 2025.
- Work with ANSA project team, NGO Implementing Partners (IPs) and youth/ women group to contextualize and identify the current issues and update on the co-relation between youth civic engagement in democracy, youth leadership, women rights, community development, land and natural resource management
- Develop dissemination plan and disseminate/ post the social media content in ANSA-Cambodia’s social media
- Design a creative and innovative poster of each content
- Present the drafted contents for approval by ANSA-Cambodia project team
- Weekly update the social media content to educate and promote youth / women civic engagement, democratic process on land and natural resource management
- At least the second-year university student or any technical school in the related field of Information Communication Technology including social media specialty
- Being aware of the field of democracy, land and natural resource management, social accountability, good governance, Gender Equality, Disability and Social Inclusion (GEDSI)
- Being high commitment to work with youth and women group in area of civic engagement
- Ability to support the project team on ANSA website update, weekly social media update
- Prove at least two-year experience in social media content development
- Be able to devote at least two half days or more working at ANSA-Cambodia office in Phnom Penh
- Being a resource person to mentoring and coaching and commit to share the knowledge and skills with other youth group in any learning session in the project activities
