The INRM project objective is to promote integrated landscape management for the conservation and sustainable use of biodiversity, natural resources and ecosystem services in the northern part of Cambodia. The intent is to generate multiple landscape benefits including effective conservation of globally threatened species and high conservation forests, improve management of natural resources and ensure the maintenance of ecosystem services. It is aimed specifically at improving the management of protected areas and ensuring their financial sustainability, enhancing the productivity of production and agricultural lands and improving local livelihoods. Increasing demand for forest, agricultural and wildlife products, crop land and agriculture monocultures, and infrastructure and transportation development has accelerated in recent years thereby, rapidly changing the landscape with consequential threats to biodiversity and ecosystem services. The project is thus aimed at addressing these multiple threats by harmonizing socio-economic development, sustainable management of land, forests, natural resources and biodiversity conservation through an integrated management approach, with water as a catalyst, in Northern Landscapes of Cambodia. To achieve these, actions will be taken to – strengthen policies and institutional capacity at the national and sub-national levels to ensure the integration of biodiversity and ecosystem services in sector and sub-national socio-economic development planning.

This will be achieved through three inter-related components that are focused on addressing existing barriers, these are:

  • Component 1: Systemic and institutional capacity for integrated landscape management;
  • Component 2: Effective management of Protected Areas and surrounding riparian and multiple use production landscapes in Northern Cambodia;
  • Component 3: Knowledge management, gender mainstreaming, learning and M&E

Grant Management Officer

Position Summary

Reports to: Project Director/Project Coordinator

Expectations - Duties, Responsibilities
  • Lead management of the grant’s selection process
  • Provide support for the development or update the Grant Guideline of the INRM project;
  • Manage the selection process from announcement, selections of grant recipients, prepare of grant agreement and signing, following the grant guideline of the INRM project;
  • Work with Project Coordinator and Senior Management Advisor to prepare the respond the inquiries from applicants, including proposal preparation and submission process, and provide guidance and training as necessary;
  • Conduct the appraisal of submitted project proposal in accordance with Grant Guidelines and ensure that the process and results are properly documented;
  • Inform management team of any major risks, which would require careful consideration before making a decision on the grant.
  • Provision of contractual requirements, capacity development support to grant recipients and operational on financial and administrative issues
  • Work closely with M&E and consult with Senior Management Advisor to conduct the assessments on financial and administrative capacities of prospective grant recipients and recommend capacity development measures based on any gaps identified in the assessment’s as well as financial management and administrative procedures;
  • Contribute to the development and delivery of presentations and trainings on INRM financial and administrative requirements;
  • Mentor and train finance and administrative staff of grant recipients as required and provide help‐desk services to grant recipients on financial and administrative matters;
  • Review quarterly and annually financial and administrative reports submitted to INRM by grant recipients, and ensure they meet the required standards;
  • Organize meetings with grant recipients as needed to follow‐up on any outstanding issues or provide advice;
  • Work closely with grants recipients to follow the important contractual requirements are being met including reporting deadlines and payment schedules.
  • Monitoring of financial and administrative operations of grant recipients
  • Contribute to the design and implementation of a spot‐check and/or tracking tools to monitor status of all grants, tailored to the profile of each grant recipient;
  • Debrief grant recipients on findings, agree on follow‐up actions and monitor implementation;
  • Report to management team any major issues emerging from spot‐checks or financial reports;
  • Discuss any critical non‐compliance by grantees with the relevant project team and the issues and proposed solutions to the senior management;
  • Advise grant recipients on applicable audit standards and review/clear audit reports;
  • Work with project team, Technical Advisor and Senior Management Advisor to ensure smooth and timely grant implement, including grant amendment, if requires and closure process.

Requirements - Skills, Qualifications, Experience
  • Education:
  • At least Bachelor’s degree in Finance, Accounting, Business Administration, or a related field
  • Experiences:
  • At least 5 years of relevant experience in financial and administrative management of development programmes in Cambodia;
  • Experience in the design and delivery of trainings, and/or mentoring of staff; Experience with GEF/UNDP procedures will be an advantage;

Capacity Building Specialist

Scope of Work

Under the guidance of the National Project Director, the individual or multi-disciplinary National Consultant will collaborate closely with the Project Management Unit (PMU) to provide and facilitate capacity building at the national, sub-national, and local levels for the INRM project. The assignment objective is to strengthen the capacity of relevant stakeholders to integrate biodiversity conservation into both the Land Use Master Planning Process and the Protected Areas (PAs

Expectations - Duties, Responsibilities
  • General responsibilities
  • Attend regular meetings with the project management and UNDP project team;
  • Perform as quality assurance by working with the project management and technical specialists to review and provide comments on all products/deliverables submitted by partners and consultants to make sure that those final products/deliverables meet the required quality standards within the given timeframe;

GIS Specialist

Position Summary

Contract Type: National Consultant (NC)

Duration: 55 days from March to September 2024

Scope of Work

The GIS Specialist/National Consultant (NC) will be recruited based on an open and competitive process. The NC will be hired under the Project Outputs 2.2 and 3.3 to prepare an integrated ecosystem mapping taking into account key natural resources, links between catchment, land use/land cover and riparian areas within the project landscape target areas.

The project’s target area falls within three provinces namely Kampong Thom, Siem Reap and Preah Vihear where three protected areas (Phnom Kulen National Park, Angor Protected Landscape, and Kulen Promtep Wildlife Sanctuary) and three watersheds (Stung Siem Reap, Stung Staung, and Stung Sen) are located in. The specialist will work closely with the Project Management Unit (PMU) for review and comments, and submit the agreed expected-deliverables to the Project Director for approval.

Expectations - Duties, Responsibilities
  • The work of the NC will be in Phnom Penh for meeting with key stakeholders and will travel to the provinces such as Kampong Thom, Siem Reap, Preah Vihear and other provinces as necessary or identified by the Ministry of Environment to validate and/or collect additional information. This will include, but be not limited to:
  • Review the assessment reports and studies conducted by INRM project and others to identify gaps in ecosystem connectivity and integrate biodiversity and ecosystem into the landscape management in the project target areas;
  • Produce maps of the Project Landscape with a catchment overlay to show links between catchment, land uses, riparian areas, protected area (zoning), biodiversity and ecosystem hotspots;
  • Identify and produce the maps of areas/spots for further long biodiversity and ecosystem monitoring;
  • Based on satellite imagery and land use/land cover classification, identify and produce maps of land degradation areas and maps of areas to be restored with the projection of effort;
  • Produce sets of friendly GIS displays and interactive maps that will enable different users access to layers of above information and produce tailored reports;
  • Conduct field verification to improve map quality;
  • Conduct consultation meetings to get more and relevant inputs from relevant stakeholders;
  • Attend regular meetings with the project management and UNDP project team
  • Perform as quality assurance by working with the project management and technical specialists to review and provide comments on all products/deliverables submitted by partners and consultants to make sure that those final products/deliverables meet the required quality standards within the given timeframe; and

Biodiversity and Ecosystem Policy and Institutional Development Specialist

Scope of Work

Guided by the National Project Director, The National Consultant, specializing in Biodiversity and Ecosystem Policy and Institutional Development will closely collaborate with the Project Management Unit (PMU), particularly Project Coordinator to provide technical support for implementing project activities across three components. The goal is to achieve desired outcomes and outputs while meeting donor-specified quality standards. The project covers Kampong Thom, Siem Reap, and Preah Vihear provinces, including three protected areas and watersheds. The NC will review and submit deliverables to the Project Director for approval, ensuring alignment with established standards.

Expectations - Duties, Responsibilities
  • GENERAL RESPONSIBILITIES
  • Support in reviewing and consolidation of technical reports submitted by partners for formulating the INRM’s quarterly report, midterm report, annual reports, PIR report;
  • Work closely with the National Project Director, National Project Coordinator and the PMU to ensure the completeness of proposed activities against the approved workplan;
  • Take part in reviewing and updating the annual workplan and budget plans;
  • Work closely with CTA, be responsible for quality assurance all deliverables by consultants and partners;
  • Participate in developing grant proposal to cooperate with new project partners;
  • Attend regular meetings with the project management and UNDP project team;
  • Perform as quality assurance by working with the project management and technical specialists to review and provide comments on all products/deliverables submitted by partners and consultants to make sure that those final products/deliverables meet the required quality standards within the given timeframe; and
  • Provide other supports required by the project management and UNDP.
  • SPECIFIC RESPONSIBILITIES
  • Output 1.5: Support the development of a functional governance and coordination mechanism to facilitate integrated natural resources (biodiversity and ecosystem) planning and management at the landscape level
  • Review and follow up the recommendations within the existing sustainable finance mechanism and plan
  • Set up coordination mechanism among key sectors and relevant stakeholders who are involved in biodiversity and landscape management. BTWG may be considered as coordination mechanism, plus partners, private sectors and academia as necessary;
  • Develop tasks and guidance principle to be performed by the coordination team;
  • Develop regularly meeting plans with partners and relevant sectors to share experiences and explore strategies for effective landscape management;
  • Facilitate collaborative partnerships with sub-national governments, NGOs and local communities to achieve broad support for integrated natural resources management across landscapes;
  • Develop coordination plan to mainstream biodiversity conservation into key sectors (agriculture, agro-industry, tourism, water resources, …); and
  • Work with communication officer to develop awareness raising material to promote participation from relevant key sectors/stakeholders on biodiversity conservation, ecosystem management at landscape level.
  • Output 2.5: The monitoring of status and trends of ecosystems, biodiversity and forest to ensure that changes in remain within acceptable limits
  • Work with roject partners, the project management (especially, M&E and communication officers) and consultants in the development and implementation of MRVs and protocols for monitoring of key threatened species and their habitats, ecosystems, forest cover and threats in PAs to inform management.
  • Output 3.1: Knowledge Management and Communications (KMC), Gender Mainstreaming and Monitoring and Evaluation strategies developed and implemented
  • Work closely with project partners and other specialists to identify and develop the indicators on the biological and socio-economic;
  • Work with M&E Officer to design and develop M&E action plan and its implementation; and
  • Explore and select the effective approaches/strategies to collect data information, taking into account the method and indicators identified in 2.5.5, update M&E plan, the results frameworks baselines, tracking tools and Theory of Change within the scope of project target areas.
  • Output 3.2 Knowledge Management and gender mainstreaming contribute to learning and facilitates replication and scaling up of integrated natural resources management approaches elsewhere in the country
  • Work with project partner and project management team and other specialists to identify and select the best and effective experiences; including gender mainstreaming from the project and partners' implementations (case studies, best practices, lessons learned, success story, good corporation, etc.);
  • Identify and prioritize the best ways and means to manage the findings in (categorization, storage especially in CHM website, sharing mechanism, etc.);
  • Work closely with Communication officer to communicate, share, and publicize the Knowledge Management products/materials from the project through environment and natural resources-related events/platforms;
  • Analyze the constraints and lessons learned to be benefits for further integrated landscape management policies improvement;
  • Compile the constraints and lessons learned for policy improvement;
  • Conduct SWOT analysis on the existing national biodiversity IMS and potential means/system (MoI, MoRD, etc...) to compile and disseminate the collected the information materials;
  • Improve or modify the identified means/system to meet the need of relevant stakeholders, especially ILCs; and
  • Work with Communication Officer and Project Partners to procure the needed tools and materials for effective documentation and dissemination of the information materials.

The Gender Specialist will be recruited based on an open and competitive process. The Gender Specialist will be hired under the Project Components 1 and 3 in order to achieve Outputs 2.4, 3.1 and 3.2.

  • Perform as quality assurance by working with the project management and technical specialists to review and provide comments on all products/deliverables submitted by partners and consultants to make sure that those final products/deliverables meet the required quality standards within the given timeframe;
  • Work with M&E and communication officers to support gender mainstreaming in the M&E tool and communication materials or products;
  • Provide training and coaching to PMU and project partners regarding the gender mainstreaming as required; and
  • Provide other supports required by the project management and UNDP;
  • Specific responsibilities
  • Based on updated gender mainstreaming action plan and curriculum to develop education and awareness raising on gender mainstreaming materials;
  • Work with PMU, MoE Gender Committee, INRM partners and specialists to conduct series of gender training workshop to ensure the gender target is reached within the project document;
  • Work Closely with PMU and INRM partners to conduct mentoring and field gender demonstration/support to INRM project team;
  • In collaboration with INRM project partners and capacity building specialist to synergy gender mainstreaming into capacity building plan, etc.;
  • Review relevant INRM report from both specialists and partners to consolidate gender mainstreaming report for the project;
  • Draft two gender lessons learned/case studies from the project;
  • Work with PMU to promote gender mainstreaming in events, campaigns, etc; and
  • Finalize reports with recommendations and two lessons learned/case studies from the project.
  • Other tasks may require.
Requirements - Skills, Qualifications, Experience
  • Education:
  • At least master’s degree in social sciences, natural resource management, and other related fields, preferably gender development.
  • Experiences:
  • Minimum 5 years of experiences in gender related programs;
  • Minimum 3 years of experiences in development of gender mainstreaming action plan;
  • Minimum 3 years of experiences in development of curriculum training manual, particularly gender mainstreaming; and
  • Familiarity with GEF and UNDP procedures an advantage.
  • Competencies:
  • Proven track record in similar assignments;
  • Extensive work experience and proven record in Capacity of gender mainstreaming, including strategy and action plan;
  • Solid understanding of Cambodia’s landscape, biodiversity, and ecosystem issues, including its values and functions;
  • Proven ability to promote cooperation between and negotiate with a range of stakeholders, and to organize and coordinate multi- disciplinary teams;
  • Strong leadership and team building skills;
  • Self-motivated and ability to work under pressure;
  • Demonstrable ability to organize, facilitate, and mediate; technical teams to achieve stated project objectives;
  • Strong computer skills; and
  • Flexible and willing to travel as required.
  • Language Requirements:
  • Excellent communication and writing skills in English and Khmer.
