Hagar is a Christian international NGO founded in Cambodia in 1994. In 2009, Hagar expanded its model to Afghanistan and Vietnam, our focus is on working with women and children who are suffering from the impact of trauma resulting from slavery, trafficking, and abuse. We seek to magnify the impact of this work with individuals and families through our advocacy and capacity building work with other service providers and institutions.

Our Mission: For those affected by trauma and those who support them, Hagar is an expert in care and recovery. When healing happens, the cycle of trauma stops. We believe that with the right support and capabilities people can recover and take the lead in their own journey to wholeness.

Announcement Positions

Lead, Program and Stakeholders Engagement (1 Position)

Position Summary

SUMMARY OF THE ROLE

Lead, Program &Stakeholder Engagement will proactively develop, lead, and manage a staff team in the Phnom Penh program regional office. The aim is to support and lead the team and ensure the provision of high-quality project implementation, trauma-informed, client care services to each Hagar client and identified family members/caregivers, involvement of grant development with the aim of resource mobilization and stakeholder engagement with national and sub-national level. Successful implementation of described activities will involve developing partnerships with key local and regional stakeholders. This office will provide services to clients who have already reintegrated or will reintegrate to communities in this region.

Expectations - Duties, Responsibilities
  • Program management and Implementation
  • Program budget management
  • In coordinate with Grant Acquisition Lead for internal and external donors to make more availability for the fund raising, proposal and concept note development for fund raising.
  • Acting actively to promote gender concepts and child protection for child safeguarding focal person for Hagar.
  • Lead multidisciplinary team of client service providers in implementing project activities and producing identified project outcomes.
  • Oversee site operations and project activities, ensuring cost-effective office and project workflow.
  • Develop collaborative relationships with identified regional stakeholders and officials.
  • Perform other tasks as required by line manager.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • A recognized master’s in social work degree/ related education or equivalent experience.
  • At least 5 years’ experience working in progressively responsible finance roles.
  • Significant experience in Case Management/Social Work
  • Experience in managing and supervising a multidisciplinary team.
  • Experience working with women and children whose human rights have been gravely violated.
  • Expertise in training and capacity building specifically related to case management.
  • Lead diversity team and effective conflict solution
  • Work independently as a far distance project
  • Ability to hire, coach, and mentor staff.
  • Knowledge/Skills:

  • Solid computer proficiency in the use of Microsoft Office.

Lead, Grant Acquisition (1 Position)

Position Summary

SUMMARY OF THE ROLE

The major functions of Lead, Grant Acquisition will be responsible for assisting the Country Director for mobilizing diverse streams of resources to the country office, facilitating the grant acquisition process, and collecting program impact information, pertaining to grant seeking and proposal writing. This position will work closely with Country Director and Hagar Cambodia resource mobilization team and in collaboration with the Hagar support offices teams.

Expectations - Duties, Responsibilities
  • Major Responsibility 1: Grant Development and Grant writing.
  • Develop and promote Hagar Cambodia Grant approach/model and theory of change in coordination with CD and Program Managers
  • Coordinate communication between Hagar and relevant agencies including NGOs, donors and government agencies, and private sector for grant acquisition and partnership building.
  • Repackage program information in formats as required by various donors.
  • Identify new sources of funding, through networking and funder intelligence, and ensure that Hagar is well positioned to compete for major opportunities from multiple sources of funding.
  • Provide resource development intelligence/research on upcoming opportunities and bring to the country program team for decisions on next steps.
  • Support CD in the development of concept notes/proposals in response to opportunities for submission to donors (governmental/non-governmental organizations, embassy, corporate donors, private sector, etc.)
  • Major Responsibility 2: Partnership building.
  • Build and nurture relationships with potential donors (Public /Private/Corporate/ Foundations, etc.), with a major focus on follow-up.
  • Investigate the trend of donor interests and highlight their inclusion/priority in the Hagar Model, aligning them with the ground reality.
  • Coordinate with the Country Director and other program managers to ensure a unified approach in resource mobilization.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • A recognised bachelor’s degree or higher in accounting, finance, or related education degree.
  • At least 5 years’ experience in an equivalent position.
  • Significant experience in Grant Acquisition is preferable, managing and implementing grant.
  • Experience working in a similar position for NGOs, FNGO or INGO is required.
  • Fluency in Khmer and working knowledge of English, both written and spoken, is required.
  • Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
  • Ability to work well in a cross-cultural environment.
  • Skills and Knowledge:
  • Good understanding of and sensitivity to issues associated with human trafficking and violence against women and children, child protection, child development and education, Gender, women economic empowerment, WASH and environment and DRR/DRM

Lead, Counselling and Trauma Informed-Care

Position Summary

SUMMARY OF THE ROLE

To provide support and leadership to a team of counsellors and liaise regularly with other relevant internal projects/programs and NGO partners on issues relating to the well-being of each client. The Lead, Counselling and TIC will participate in the leadership of the counselling team, provide training, supporting, and motivating the staff to provide a professional service in the best interest of each individual client.

Expectations - Duties, Responsibilities
  • Provide leading role and support counsellors to deliver high quality counselling to clients.
  • Ensure the effective communicating within team members and relevant project staff and reporting to relevant projects and donors.
  • Provide special support, TF-CBT, or family therapy to challenges or complex cases upon the request of counsellor team.
  • Support counsellors for the difficult cases and clients’ complex families who requested.
  • Enhance professional stress tolerance through regular supervision and self-care management to be able to increase the capacity of counselling service and assist in providing training to new counsellors, NGO partners and stakeholders.
  • Assisting TIC and Counselling Specialist to build a network with external agencies.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • University degree in Psychology, Social Work, or other related fields.
  • Training in counselling related skills such as Systematic Counselling, TF-CBT, CEPAT, or other evidence-based modalities.
  • Minimum 2 years’ experience in counselling.
  • Experience in providing supervision to staff.
  • Experience in managing and leading teams.
  • Skills and Knowledge:
  • An ability to establish a trusting relationship with clients in order to work in an effective professional manner to help traumatised clients to heal.
  • Able to communicate assertively and sensitively with colleagues.

Communication Intern

Position Summary

SUMMARY OF THE ROLE

The role will assist the Monitoring and Evaluation Manager to complete tasks pertaining to promoting organizational branding, photos/Videos, case studies, and reporting writing within Hagar Cambodia.

Expectations - Duties, Responsibilities
  • Major Objective: Assist Monitoring and Evaluation Manager with a variety of duties that support all Hagar Cambodia programs, including Southeast and Northwest.
  • Assist in the collection, writing and reviewing of case studies or stories of change for internal and external stakeholders.
  • Support in editing, reviewing, and proofreading of documents, reports and communication materials ensuring data accuracy and consistency.
  • Review and make recommendations for updates to content in various documents, guidelines, procedures, and communication policies.
  • Support in designing, photography and video production to document and promote the impact of Hagar’s work.
  • Provide assistance and support in any related program workshop/training/meeting, ensuring Hagar’s branding is appropriately displayed and captured.
  • Assist in managing and maintaining Facebook page’s account by scheduling posts and monitoring number of audience engagement.
  • Creating, editing, and reviewing content from various program units to be posted on Facebook page.
  • Other relevant duties as required by the Monitoring and Evaluation Manager.
Requirements - Skills, Qualifications, Experience
  • Education and Experience:
  • Preferred: Tertiary qualification in the field of Communications, International Development, Social Science, or have excellent English language skills.
  • Relevant international work or volunteer field experience
  • Editing, proof reading, and writing for donor reports and presentations.
  • Literature review, extracting key points from research, synthesizing material into talking points.
  • Asset raising/story writing skills – desired.
  • Competencies:
  • Knowledge on the local context, needs/issues of marginalized children and youth and their families
  • Excellent analytical and writing skills.
  • High level of oral and written communication skills
  • Ability to work across multiple areas, build relationships. and manage the expectations of key stakeholders.
  • Ability to work independently, be innovative and creative.
  • Knowledge of photography and videography is a plus.
  • Language Requirement: Khmer and English
