Consortium Programme Manager
- Specific responsibilities:
- Play a leading role in ensuring the delivery of all expected results, outcomes and outputs of the project as stated in RAF agreed upon by donors;
- Manage and coordinate the implementation of all activities of the project;
- Produce quality annual workplan, quarterly workplan with budget based on the Project’s Proposals and agreement with donor;
- Lead the project’s team to execute all planned activities in a timely manner and within an allocated budget;
- Produce high quality reports including quarterly and annual reports and completion report of the project for the Senior Management Team and the Board of Directors of CLC;
- Work closely with and build capacity of M&E and Project team, grant officers…. to ensure that the project are properly monitored and all data (qualitative and quantitative data) is accurately updated and maintained in the database and M&E System;
- Monitor and evaluate project progresses and document project impacts and lesson learned;
- Endure effective documentation and management of relevant project documents, files and records;
- Under the supervision of executive director of CLC, provide strategic supports on overall management of the project and assurance;
- Play a leading role in ensuring that CLC’s values, policies, rules and regulations are properly complied by the team;
- Assists Executive Director of CLC to ensure that CLC fulfils its obligations and meets reporting requirements of donors and government agencies in a timely manner;
- Perform other tasks as requested by Executive Director of CLC.
- Human Resources Responsibilities:
- Line-manage project staff who are assigned to work under the project;
- Provide guidance, technical support and coaching to all staff under supervision in order to develop their capacities and improve their work productivity;
- Conduct quarterly coaching and annual performance appraisals for all project staff under supervision in accordance with HR policy;
- Participate in recruitment and dismissal of project staff under supervision when deem necessary.
- Financial Management Responsibilities:
- Work closely with the Executive Director and Finance Team to develop Quarterly, Semi-Annual and Annual Programme’s Budget; and to ensure compliance with donor requirements
- Be responsible and accountable for financial management and expenditures of the project in accordance with procurement rules and policies of CLC and donors; and
- Ensure accurate expenditure reports of the project and ensure fiscal responsibility and transparency for the organisation.
- Fundraising and Grant Management
- Assist Executive Director to define and develop a fundraising strategy and its implementation to ensure that CLC has adequate resources through donor;
- Outreach and maintain sufficient communications and networking with existing donors and contribute to the development of fundraising proposals;
- Manage grants and ensure accountability and transparency of financial expenditures of sub-contractors/recipients; and
- Assist Executive Director to ensure that CLC fulfils its obligations and meets reporting requirements of donors and government agencies in a timely manner.
- Networking and Communications Responsibilities:
- Maintain communication with the management team and staff and ensure that all relevant staff receives regular updates about important organisational information related to the project;
- Ensure smooth communication and fruitful partnership with national counterparts and implementing partners;
- Act as a focal point to liaise with national partners and implementing partners on issues related to the project’ and CLC’s goal;
- Keep track of any policy development and changes, publications and important external communications, including web contents, brochures and quarterly updates especially related to programmes and press statements;
- Network with other NGOs and enlist their cooperation in the furtherance of mutual goals.
- Regularly report to the Executive Director and Senior Management Team of CLC on progress of the project implementation.
- Meeting Requirements:
- Provide regular updates on progress of the project at regular project meetings;
- Provide regular updates on progress, challenges and foreseeable risks and opportunities to the Executive Director on a regular basis;
- Participate in all Senior Management Team Meetings;
- Attend other strategic meetings with partners and donors.
- At least 5 years of experiences in managing programme and/or project and finance and proven technical expertise in programme planning, implementing and monitoring;
- At least 5 years of experiences in trade union development, worker’s rights, human rights, preferably in the field of decent work, citizen/women empowerment and advocacy.
- Higher education degree in Development Studies, Political Science, Law, Human Rights, International Relation, Social Science or other related fields;
- Experience of working with high level government officials at the national and sub-national levels;
- Demonstrated ability to manage and motivate staff under supervision, excellent attention to details, accuracy and be a liable person;
- Excellent communications and interpersonal skills, including the ability to build and maintain relationships with government officials and people from diverse backgrounds and nationalities;
- Sound knowledge of and commitment to the promotion of decent work and labour rights benefiting workers/employee for both formal, informal workers and self-employed individuals
- Being passionate and committed to achieving CLC mission and goals and a commitment to CLC's core values.
- Ability to work independently, under pressure and with high level of commitment to ensure all outputs is achieved on time and to a high standard.
- Fluency in Khmer and good knowledge in English with a proven ability to communicate both verbally and in writing.

Programme & MEL Coordinator
- Work closely with the consortium programme manager to plan, execute and monitor the BELIEVE programme of CLC;
- Supervise the team and play a leading role in delivering and achieving the expected outcomes, outputs, and results/impacts of the programme as stipulated in the Result Assessment Framework.
- Ensure smooth and effective day-to-day operation and implementation of the programme and ensure an effective management of Programme’s finance;
- Keep track and monitor progress of the programme based on MEL Plan;
- Contribute to the production of regular result-oriented reports of the BELIEVE programme to the Management, the Board and donors;
- Ensure effective communication with key stakeholders from the government, chambers of commerce and businesses. Provide important business briefs on relevant subjects to all stakeholders; and
- Perform other tasks, which are required by consortium program manager and Executive Director of CLC.
- At least a Bachelor’s Degree in related field;
- At least 3 years of experience in managing projects with reputable entities or development partners in Cambodia or the region;
- Understanding of Cambodia’s social and political context and possessing an up-to-date information of both economic and political development is an asset;
- Ability to build and maintain good communication and relationship with stakeholders including the government and relevant stakeholders;
- Experience and programme management and MEL
- Experience in developing interactive training materials and delivering training programmes is an asset;
- Willingness and be determined to promote integrity and fight against corruption, promoting rule of law, human rights and democratic governance in Cambodia;
- Fluency in English and fluency in Khmer is considered as an advantage;
- Be committed to CLC’s core values and policies including zero-tolerance against corrupt practices; and
- Possess an excellent inter-personal skill, be a result-oriented and creative person who requires minimal supervision.
Grant Officer
- Reviewing the workplan and budget submitted by partners
- Assessing the finance’s capacity of new partners of CLC;
- Drafting grant agreement with partners of CLC
- Monitoring the schedule of payments to partners and coordinate with programme teams for payment, based on the agreement with partners;
- Monitoring, along with programme staff, partner’s project implementation progress by reviewing their transactions and supporting documents related to income and expenditure for fund received from CLC;
- Conducting regular field monitoring visit to partners to conduct the review of partner’s expenditure;
- Ensuring, along with programme staff, partners submit their periodic financial report in due time;
- Reviewing partners’ financial reports and making sure they are accurate and complete before submitting to CLC’s authorized person to approve;
- Assisting in preparation for EU external audit for CLC and partners; and
- Building capacities on finance to partners if needed.
- At least 3 years of relevant experience; preferably with EU funded project;
- At least a bachelor degree in the field of Accounting or Financial Management;
- Skills and expertise in computer Microsoft office such as Microsoft Word and Excel;
- Knowledge of accounting software-QuickBooks would be an advantage;
- Demonstrated ability to manage and motivate staff under supervision, excellent attention to details, accuracy and be a liable person;
- Excellent communications and interpersonal skills, including the ability to build and maintain relationships with people from diverse backgrounds and nationalities;

Finance Officer
- Being custodian of petty cash and cheque book;
- Preparing vouchers and ensuring that they are attached with adequate supporting documents prior to further processing for approval;
- Processing the payment by cash, cheque or bank transfer following the voucher is approved;
- Maintaining the record of petty cash and bank books as soon as the related transactions are occurred;
- Ensuring cash and bank accounts are always positive;
- Preparing journal vouchers for any adjustment as needed;
- Performing at least weekly and monthly cash count and reconciliation;
- Being a focal point of contact with banks for daily operations;
- Regularly follow up with programme’s staff on outstanding cash advances that are due for settlement;
- Settlement of all outstanding advances supported by vouchers and ensuring complete supporting document and accuracy of documents;
- Check the request and prepare for fund disbursement to partner when needed;
- Assisting in preparing/adjusting EU grant related budget as required;
- Assisting Finance Coordinator in preparing for external financial audits;
- Advising Finance Coordinator if there are any potential risks or weaknesses which need to be alerted or improved; and
- Proper filing of all finance vouchers according to voucher sequential number.
- At least 3 years of relevant experience; preferably with EU funded project;
- At least a bachelor degree in the field of Accounting or Financial Management;
- Skills and expertise in computer Microsoft office such as Microsoft Word and Excel;
- Knowledge of accounting software-QuickBooks would be an advantage;
- Demonstrated ability to manage and motivate staff under supervision, excellent attention to details, accuracy and be a liable person;
- Excellent communications and interpersonal skills, including the ability to build and maintain relationships with people from diverse backgrounds and nationalities;

Communication Officer
- Provide supports to the communication team in planning and delivering the expected results/impacts of the unit;
- Provide supports in all aspects to the communication team to ensure smooth and effective day-to-day operation and implementation;
- Develop, maintain and update communications tools and materials;
- Create innovative multimedia contents (photos, infographics, audio content, animations and others) for the organisation’s website, social media channels and print publications;
- Maintain and update CLC’s websites, Facebook page and other social media channels;
- Produce and/or edit documentary and educational video clips;
- Engage and work with all relevant media to promote Cambodian Labour Confederation and raise awareness about corruption in Cambodia;
- Support external communication activities of the programme teams;
- Consistently comply with EU’s communication and visibility guidelines;
- Translate documents from English to Khmer and vice versa as required;
- Contribute identifying needs, ensure adequate support to and regular coordination with the communication unit ; and
- Keen to work under pressure
- At least three years of experience in communications;
- Bachelor’s degree in media and communications, Marketing, Journalism or another subject relevant to the work of Cambodian Labour Confederation;
- Prior experience of working with EU funded project or with project dedicating to improving public services is desirable;
- Excellent communication and interpersonal skills, including the ability to build and maintain relationships with people from diverse backgrounds and across all hierarchy levels in the private sector, civil society and Media;
- Be friendly, flexible, honest, and hard-working;
- Sound knowledge of and commitment to the promotion of integrity, good governance, anti-corruption and CLC's core values;
- Strong knowledge and ability to use software for multimedia design including, Adobe Creative Suite and digital media required;
- Be passionate and committed to achieving Cambodian Labour Confederation's mission and goals and a commitment to the organisation’s core values;
- Ability to work independently, under pressure and with a high level of commitment to ensure all outputs are achieved on time and to a high standard; and
- Highly proficient in English and Khmer (both speaking and writing);
