Announcement Description

The Royal Government of Cambodia (RGC) through the Ministry of Health, the Cambodia Nutrition Project (CNP), with a total financing of $53.00M from June 2019-June 2024 and extended to June 2026, is a multi-sectoral project which aims to improve utilization and quality of priority maternal and child health and nutrition services for targeted groups in Cambodia. The project will finance ‘priority maternal and child health and nutrition services’, a subset of interventions drawn from the MOH Investment Case for Reproductive Maternal Newborn Child Adolescent Health and Nutrition (RMNCAH-N) in Cambodia. These priority services are aimed at reducing neonatal mortality, improving maternal and child nutrition, and improving routine immunization coverage (referred to herein as ‘priority RMNCAH-N outcomes’). The priority services were defined in accordance with the expectation of the Royal Government of Cambodia (RGC) to converge interventions with known effectiveness to increase sustainability and efficiency of RMNCAH-N financing. Target groups include pregnant and lactating women and children in the first 1,000 days of life in Mondul Kiri, Ratanak Kiri, Kratie, Stung Treng, Preah Vihear, Kampong Chhnang, and Koh Kong provinces. These seven provinces were prioritized in the RMNCAH-N Investment Case due to their high burden (in absolute and relative terms) of lagging health outcomes, their relatively high deprivation using multidimensional poverty indicators, and their gaps in supply-side service readiness.

Technical Assistant to Support NCHP

Position Summary

Expectations - Duties, Responsibilities
  • CPWC Rollout and update
  • Provide technical assistance to NCHP in implementing, tracking progress, and monitoring CPWC implementation;
  • Update the CPWC based on the feedback from the communities/Village Health Support Group (VHSG) or from the Ministry of Health’ s National Program Guideline related to maternal, child health and nutrition that could be performed by the VHSG
  • Provide technical inputs and coordinate the CPWC procurements under the responsibility of NCHP within CNP.
  • Training and Capacity Building
  • Assist NCHP in conducting training as laid out in the CPWC and SBCC HEF promotion implementation plans including develop/update training curriculum and session plan for the VHSG;
  • Assist the NCHP in updating/developing CPWC and SBCC HEF promotion coaching guide/tool for VHSG
  • Support the NCHP in providing training and coaching on CPWC and SBCC HEP promotion to the VHSG
  • Support NCHP in monitoring and supportive supervision for capacity-building and coaching on CPWC and SBCC for the VHSG.
  • SBCC HEF promotion Development and Rollout
  • Facilitate meetings with relevant stakeholders (NCDDS, NMCHC, NNP, and DPHI) to develop a package of SBCC materials including a number of materials, communication objective and audience, key content, channel, and responsible organization to develop;
  • Support NCHP in the training, implementation, tracking, and monitoring of plans for SBCC;
  • Provide technical inputs and support coordination for SBCC procurements under the responsibility of NCHP within CNP.
  • Monitoring and Evaluation:
  • Assist in the tracking and monitoring of achievements versus planned annual target goals;
  • Develop quarterly annual report of the project and report of every meeting.
  • Project management and logistics:
  • Support NCHP in the organization of logistics and arrangements for field visits to improve project design and implementation;
  • Other reasonable tasks as assigned by supervisor.
Requirements - Skills, Qualifications, Experience
  • At least Bachelor’s degree in relevant field (nutrition, public health, media, project management, international relationship or other similar).
  • Excellent communication and interpersonal skills, with excellent written and spoken Khmer and Proficiency in English language skills required.
  • Strong ability in working in team and work under pressure.
  • Confident and proficient in computer usage, especially knowledge of Microsoft Excel, Word, and PowerPoint; and
  • Ability and willingness to travel to provinces, as necessary

National Communications Consultant to Support NMCHC and NCHP

Position Summary

Expectations - Duties, Responsibilities
  • CPWC Development and Rollout:
  • Review PHC policy, PHC guideline, community participation, NCDDs (policy and report) and distill key policies that can inform CPWC design.
  • Use global evidence and conduct consultations across relevant stakeholders to develop package of activities for the CPWC.
  • Support CPWC implementation guidelines preparation including but not limited to: i) role and responsibilities of CCWC, HCMC and VHSG; ii) service package of CPWC; iii) recruitment, training, and supervision iv) remuneration and iv) linkage to national health system.
  • Ensure the adaptation of the CPWC materials and packages to accommodate gender considerations, the project indigenous people’s planning framework (including necessary translations) and urban/rural differences
  • Compile and consolidate feedback from various stakeholders to finalize the CPWC implementation guidelines.
  • Support NCHP in the implementations, tracking and monitoring of plans for CPWC
  • Provide technical inputs and support coordination for CPWC procurements under responsibility of NCHP within CNP.
  • SBCC Development and Rollout:
  • Review existing SBCC materials on MCH, NMCHC, NNP, and HEF to identify need of national program on needed SBCC promotional materials.
  • Coordinate meetings with relevant stakeholders (NCDDS, NMCHC, NNP, and DPHI) to develop package of SBCC materials including number of materials, communication objective and audience, key content, channel and responsible organization to develop.
  • Draft package of materials in coordination with relevant stakeholders and using global evidence on best practices for SBCC.
  • Consultative meetings to finalize draft package of materials.
  • Ensure the adaptation of the SBCC materials and packages to accommodate gender considerations, the project indigenous people’s planning framework (including necessary translations) and urban/rural differences
  • Facilitate process for ensuring materials are printed and distributed widely according to the implementation plans.
  • Support NCHP in the training, implementation, tracking and monitoring of plans for SBCC.
  • Provide technical inputs and support coordination for SBCC procurements under responsibility of NCHP within CNP.
  • Training and Capacity Building
  • Facilitating trainings and support capacity building efforts and supervision as laid out in the implementation plans
  • Collect inputs to support development of the capacity building and supervision plans including coaching for NCHP’s support for CPWC and training of VHSGs, ODs, health centers and other relevant stakeholders.
  • Coordinate with NCDDS to ensure capacity building plans for CPWC is aligned with C/S-SDG.
  • Work with relevant stakeholders to develop effective training methods and training materials for VHSGs, SBCC, and coaching.
  • Consultative meeting with NMCHC, NNP, and HEF to identify need for capacity building and supervision plan for SBCC including HEF promotion and CPWC.
  • Conduct consultative meetings to finalize draft capacity building and supervision plan.
  • Provide capacity building training, coaching support and supervision to subnational stakeholders on CPWC and SBCC in target provinces as needed.
  • Support NCHP in the training, implementations, tracking and monitoring of plans for capacity building supervision and coaching for CPWC and SBCC.
  • Monitoring and Evaluation:
  • Assist the tracking and monitoring of the implementation achievement based on annual targets;
  • Support NCHP to conduct annual reviews that outline key lessons learned from implementation from both central, subnational administration and beneficiaries’ feedback and provide recommendations to inform process improvement;
  • Conduct assessments of achievements versus planned annual target goals for the various implementation plans overseen by NCHP;
  • Support the process for disbursements of implementation research agenda grants supported through project funds to encourage adaptive learning;
  • Conduct field visits to collect information on CPWC and SBCC implementation effectiveness;
  • Project management and logistics:
  • Support NCHP in the organization of logistics and arrangements for field visits to improve project design and implementation;
  • Support with convening national and sub-national consultations on CPWC including the development of presentations, technical materials, and carrying out logistics as needed.

Requirements - Skills, Qualifications, Experience
  • Minimum Bachelor’s degree in relevant field (nutrition, public health, medicine, or other similar); Master’s degree preferred;
  • At least 3 years of relevant experience working with international organization and/or development partner;
  • Experience working in the fields of maternal and child health, nutrition, food security highly or health promotion is preferred;
  • Experience in developing policy and/or implementation guidelines and training materials related to health, community health, village health support group members, and health promotion is an advantage;
  • Experience in developing behavioral change communication content and materials;

National Financial Management Assistant

Position Summary

Expectations - Duties, Responsibilities
  • Require to assist Finance Officer of the Project and provide Financial Management related support including budgeting, settlement of DLI claims and preparing financial reports to all CNP staff members from DLI Focal Points.
  • Assist in ensuring the sufficiency of supporting documentation submitted for replenishment and documentation of DLI funds from DLI Focal Points to DBF (Designated Bank of Funds) and then to MEF (Ministry of Economy and Finance).
  • Assist in preparation of correspondence in Khmer and English for communication within the Ministry, with other ministries and agencies, and Development Partners; and other related documents for replenishments of funds;
  • Maintaining registers for withdrawal applications, cash advance control and settlements, and contract payments;
  • Assist in timely updating and posting accounting transactions into accounting software to ensure that all financial transactions are recorded and carried out in accordance with policies and procedures defined in SFMM and related project documents.
  • Assist in ensuring timely completion of financial recording for all DLIs operations and assist staff from the DLI Focal Point in this matter;
  • Acting as a back-up of a member of the FM team of the project;
  • Assist on preparing progress report all DLIs or assist staff from DLI Focal Points;
  • Any other tasks assigned by the Project Management.

Program Officer for Monitoring and Data Base

Position Summary

Expectations - Duties, Responsibilities
  • Develop database for mapping all nutrition related projects/activities/budgets implementing by development partners in the CNP target provinces to ensure there is/are no overlapping activities but to complement each other or to fill the implementation gaps.
  • Collecting, compiling and analyzing data from all activities implemented and reported by different units of the NNP (and especially CNP related activities) and making reports, dashboard/factsheets on monthly, quarterly, semester and annually basis and submit to NNP Manager.
  • Monitoring progress/indicators of the CNP and nutrition related activities as generated from the Health Management and Information System (HMIS) and making report to the NNP Manager on monthly, quarterly, semester and annually basis.
  • Assisting NNP team to update CNP and nutrition related indicators to integrate in the HMIS.
  • Support day to day operation as required by the NNP Program Manager, including organizing meetings, preparing/sending invitation, translating documents, interpreting (Khmer, English) and making report for all meetings attended

Program Officer for Admin Reporting and Finance

Position Summary

Expectations - Duties, Responsibilities
  • Ensure that procurement of equipment, office supplies, SBCC materials, anthropo-metric equipment, etc. for the NNP office are followed properly the project’s procurement policies and procedures and payments are properly authorized before making any payments.
  • Coordinate with NNP, Procurement Unit, and provincial coordinators to maintain oversight of location and functionality of CNP procured assets in the asset management register
  • Assist the Manager and Deputy Manager with accounting, reporting, and budgeting and assist in the development of NNPs Annual Workplan and Budget (AWPB)
  • Provide support to DLI focal points units for DLI funds disbursement and monitoring of DLI funds utilization.
  • Ensure that all internal control procedures are adhered to the procedures outlined in the project operations manual, supplementary FM manual and DLI Operations Manual.
  • Ensure timely preparation of six-monthly cash projection including for DLI focal points units and processing for payments to suppliers/contractors.
  • Write NNP Monthly reports in consultation with technical and implementation teams.
  • Manage recruitment of consultants, i.e., the paperwork required for the consultant.
  • Maintain files, compile nutrition documents, and other secretarial functions.
  • Ensure that all financial receipts/payments of the projects are recorded in a timely manner in the respective ledgers, and registers, and reliable consolidated financial reports are prepared for timely reporting to the management.
  • Assist in facilitating communication with concerned DLI focal units for timely funds disbursement, financial recording and reporting, audit purposes and to take immediate FM related actions which will be recommended by the internal and external auditors.
  • Closely work with other financial staff of the project/DBF to ensure that the Project’s financial management system is sound.
  • Organize meetings, draft meeting notes, and send meeting notes to the internal team for review and reference.
  • Write reports on activities and budget within NNP to submit to NNP Manager, the NMCHC and MOH.

  • A Master’s degree in Accounting, Finance, Business Administration or another relevant field from a recognized educational institution.
  • Bachelor’s degree in above areas with three years of relevant experience is accepted
  • Minimum 3 years of relevant work experience in a comparable national and international organization, in financial accounting, monitoring and reporting, budget planning, processing of transactions, use of financial management systems, audit; procurement of goods and services, human resource support; event organization, travel organization; building and asset management; document and information management; operating IT systems (Office, Word, Excel, PowerPoint, Outlook, etc.) and provision of basic support  Effective communicator.

Program Officer for MIYCN and Micronutrition

Position Summary

Expectations - Duties, Responsibilities
  • Provide technical support to NNP to implement the CNP- Component 1 and 3, as well as supporting the NNP Program Manager to ensure quality of all aspects of NNP activities performed.
  • Contribute to the development and update of the Maternal, Child Health and Nutrition Scorecard /MCHNS (structural, clinical vignette growth monitoring and promotion (GMP)/competency test and client interview) for the National Quality Enhancement Monitoring Tool (NQEMT) as well as MCHNS Scorecard training curriculum and sessions plan with the NNP and Quality Assurance Office’s (QAO)’ s team of the Ministry of Health.
  • Join six-monthly quality assessments at health centers (HC) and referral hospitals (RH) with the QAO and NNP team.
  • Support the NNP training team for the development of nutrition coaching material for health centers and referral hospital and provide coaching to HC & RH staff after each quality assessment.
  • Provide technical support to the development of the nutrition training curriculum for pooled training-of-trainers with the NNP training unit.
  • Support the NNP Program Manager for the development of the Annual Workplan and Budget(AWPB) and a multi-year workplan for the Disbursement Linked Indicator (DLI) as well as monitoring of progress against activities and target sets in the AWPB and DLI workplan.
  • Support the revision/development of the NNP’s Severe Acute Malnutrition (SAM) treatment guideline, update the National Policy and Guidelines for Micronutrient Supplementation, Minimum Package of Activities for Nutrition module 10 (MPA-10) to include the micronutrients update and other guidelines/protocols as assigned by the NNP Program Manager.
  • Participate in coordinating meetings, as assigned by the NNP Program Manager, including regularly technical and sub-technical working group on nutrition, WASH-Nutrition, Food Security and Social Protection Network (FS-SPN), etc.
  • Support for day-to-day tasks, including but not limited to: liaising with the relevant line ministries, departments, and staff; providing administrative, logistical, and management support for the NNP activities, as needed.

QAO Technical Assistant for CNP

Position Summary

Expectations - Duties, Responsibilities
  • Support the development/update of Project Operational Manuals (OM) especially the Service Delivery Grants and Disbursement-Link Indicators (DLI) OMs, Annual Instruction and other administrative and technical manuals as required by the QAO;
  • Develop and monitor progress of the CNP Annual Work Plan and Budget (AWPB) and DLI annual Work Plan especially for DLI I implementation.
  • Develop/update expansion plan including costing (SDG and DLI) for the MCHN-S rollout to new provinces in 2024 and nationwide in 2025.
  • Provide technical support to the development/update of the MCHN-S for RH-CPA1, including its manual, training curriculum and session plan.
  • Train and/or facilitate the PHD, OD assessors training on the MCHN-S, and refresher training
  • Participate in the semestrial Quality Improvement Working Group (QIWG) meeting and provide technical support for the review and validation of the Ex-ante assessment (EAA) and ex-post verification (EPV) reports;
  • Prepare presentation of the EAA and EPV findings (especially in graphs) and progress of the DLI-I implementation to the QIWG semestrial meeting;
  • Assist in the coordination of planning and monitoring of Project Funds and other sources of funds and help to integrate into overall planning for the QAO;
  • Ensure that all activities implemented by the QAO are complied with the Financial Management and Procurement’s rules and procedures;
  • Assist the QAO team in organizing and facilitating workshop, training, semester QIWG meeting and coaching.
  • Join field trip with QAO team to province (Referral Hospital, ODs, HCs) as trainer/facilitator for workshop, training, and coaching.
  • Perform other tasks as assigned by the Deputy Director of the Hospital Service Department (HSD) related to WB-financed projects including but not limited to training PHD and ODs assessors on NQEMT2 (Standard Accreditation), Healthcare Quality Improvement Tools and Methods, coaching PHD/OD assessors,
  • Making report for any meeting/working/training attended and submit report to HSD Deputy Director no later than 3 days after each event.
Requirements - Skills, Qualifications, Experience
  • Medical Doctor and/or Master of Public Health in relevant field (maternal, child health and nutrition/MCHN, health service quality improvement or other similar) preferred.
  • At least five years experiences in (i) administration and management and implementation in health sector, (ii) Health Personnel Education (Master Trainer) and Certificate of Assessor Trainer on Cambodia Standard Accreditation, (iii) or MCHN implementation at provincial level, especially at the health center level, and World Bank financed projects related to public health facilities’ quality improvement.
  • Knowing and understanding the health system in Cambodia and MCHN ICT system management is an asset.
  • Familiar with MOH management structures and processes.
  • The applicant should not be a government staff.
  • Demonstrate strong interpersonal communication skills, commitment and team work.
  • Fluency in written and oral English and Khmer is required.

Provincial Coordinators

Position Summary

Expectations - Duties, Responsibilities
  • CNP provincial coordinator will be based at the designated province that the applicant applied (with reference number)
  • Provide technical support and capacity building to:
  • (i) relevant provincial, operational district, and health center staff on the implementation of the Cambodia Nutrition Project.
  • (ii) relevant provincial and district MCHN team to conduct training on the comprehensive nutrition interventions package (CNIP) especially focusing on the 1,000 days of life to health centers (HC)’ staff, and a follow-up CNIP training.
  • Coordinate and joint with provincial and OD assessors for carrying out MCHN scorecard assessment, monitoring of MCHN scorecard assessment and coaching activities conducted by assessment and coaching team at health centers as needed.
  • Participate in and provide technical support in updating/developing the MCHN scorecard and its manual as invited by Technical Project Manager or Quality Assurance Office, Ministry of Health.
  • Support and facilitate MCHN related trainings organized by central level (National Programs/Centers, and Departments etc).
  • Participate in MCHN related meetings (Nutrition Working Group/NWG, Sub-TWG on MCH etc) and annual workshops as invited by Technical Project Manager or Managers of the National Programs.
  • Assist OD and HC focal points, who are in charge of Health Information and Management System (HMIS), to strengthen nutrition data management including data recording, and reporting into the HMIS especially the HC1 monthly reporting form to ensure data accuracy, completeness, reliability and timely submission.
  • Support the provincial/OD MCHN teams for developing provincial/OD Annual Operational Plan to include all MCH and nutrition related activities and monitoring progress against activities and targets set.
  • Participate in provincial and district coordination meetings (eg. Provincial Technical Working Group for Health/Pro-TWGH, or other coordination meetings organized by local authorities especially related to the implementation of the CNP & CNP II), as assigned by the Provincial Health Director.
  • Coordinate and exchange relevant information on the project implementation, as authorized by the PHD Director and CNP Technical Project Manager, with the CNP & CNP II Provincial Coordinators of the National Committee for Sub-National Democratic Development Secretariat (NCDDS) and support them for MCHN related trainings conducted for the Commune/Sangkat staff per their requests.
  • Coordinate with CNP & CNP II Provincial Coordinators of the NCDDS to get the updated number of recruited Village Health Support Group (VHSG) to ensure that they are invited to the VHSG trainings organized by the Ministry of Health.
  • Support provincial health promotion unit to ensure all Social and Behavior Change and Communication (SBCC) materials are properly delivered to the health centers and the communities (maternal, infant and young child nutrition practices, HEF promotion to poor people, etc.) as well as assisting coaching to HCs/Village Health Support Group to ensure proper understanding and usage of the material.
  • Support the Provincial Health Departments for day-to-day tasks, including but not limited to: coordinating with the central level, relevant provincial/district departments, and staff for smooth CNP implementation, and making minute/reports for CNP implementation related meetings.

Technical Coordinator

Position Summary

The position is for Cambodia Nutrition Project

Expectations - Duties, Responsibilities
  • Assist the Project Manager-Technical in monitoring daily implementation of CNP activities per the approved Annual Workplan and Budget (AWPB) and Disbursement-Linked Indicators (DLI) workplan, including provision of regular summary briefing on such implementation progress and challenges
  • Regularly coordinate with the Provincial Coordinators (PCs) on their priority activities and scope of work and report back to Project Manager-Technical on PC activity progress, challenges and proposed solutions
  • Facilitate communication between MOH CNP IUs and Project Manager-Technical to ensure issues are documented and addressed in a timely manner
  • Provide technical and coordination support to the Project Manager-Technical in the running of the Sub-Technical Working Group for Maternal and Child Health (Sub-TWG for MCH)

Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in public health, business administration, or related fields;
  • At least three years of experiences in administration, management and implementation of donor-financed projects, particular in health;
  • Familiarity with MOH management structures and processes (administration, logistics, etc.);
  • Good interpersonal communication and coordination skills;
  • Good report writing and minute-taking skills;
  • Good in English writing and speaking and excellent in Khmer writing;
  • Good computer knowledge and skills (Microsoft Office suite, emails, and online communication); and
  • Ability to travel frequently to the CNP target provinces.

In submitting their expressions of interest (Cover Letter), national consultants are kindly requested to indicate the Position and reference (MOH-CS-INDV #) and provide with their updated Curriculum Vitae with recent photo, indicating personal and technical skills, education qualifications, experience in similar assignments, along with the names of three (3) referees with contact information (e-mail address, and telephone numbers).

The duration of the contract is 12 months (with possible extension and based on performance evaluation, needs, and fund availability of the project).

Further information in a written form can be obtained at the address during office hours 7:30 to 12:00 and 14:00 to 17:00 hours, Monday through Friday, except public holidays.

Expressions of Interest may be submitted in electronic copy and/or a hard copy to the address on or before 26-December-2023 (before 17:00 hours, Phnom Penh Time). Only short-listed candidates will be invited for contract negotiation.
