National Procurement Management Consultant (1 Position)
- Preparing overall Annual Procurement Plans of the H-EQIP II and draft the procurement plan in STEP;
- Update and monitor procurement tracking
- Organize bids/proposal opening by inviting all PRC well in advance, take notes and storage of bids/proposals in accordance in proper manner; and participate in monthly meeting of contract management.
- Monitoring performance of Contractors/Suppliers and Consultants in complying with the Terms of Contracts;
- Provide necessary procurement training, particularly hand-on training, for Procurement staff, Departments and PHD, ODs/RHs/HCs;
- Ensure that all procurement activities are carried out in accordance with the agreed procedures, including the Financing Agreement; the World Bank/IDA Procurement and Consultants Guidelines; Government SOP and Procurement Manual for Externally Assisted Program/Projects, as applicable;
- Coordinate with the suppliers, Committee and all stakeholders on receiving and inspecting Goods at Central Medical Store;
- Prepare urgent report on Procurement in Khmer and English up on request of Project Management;
- Must have experience in implementing procurement with the World Bank/ADB and other DPs financed projects, and the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for Externally financed Projects. .
- Minimum Bachelor’s degree in business administration, or other related fields (Master degree in business administration or relevant subjects preferred);
- At least 5 years of experience in carrying out public procurement of goods, works and consultant services
- Fluency in written and oral English and Khmer is required.
National Consultant to Conduct a Feasibility Study on a New Pandemic Management System (PMS) (1 Position)
- Conduct a comprehensive feasibility study and landscape analysis to develop and implement the Pandemic Management System(PMS) which aims to be ready for the next pandemic in Cambodia and build on an initial broad assessment done by the Department of Communicable Disease Control (DCDC).
- Assessing the possibility and mechanism of the system integration with the National Institute of Public Health (NIPH), Institute of Pasteur Cambodia(IPC), Cam Arrival Card under the Department of immigration ministry of Interior, a few regional labs(one in Phnom Penh, and one in province), and other systems that would interface with the PMS
- Review and assess the need for the PMS and the central dashboard baseline with key personnel to determine the need for reports and visualization from the pandemic perspective.
- Legal and regulatory feasibility: is there any policies or regulation relevant, or required, in Cambodia and is there any impact on the pandemic management preparedness plans in Cambodia.
- Minimum Qualifications
- At least Bachelor's degree in a relevant field, such as public health informatics, epidemiology, data analysis, information technology, or computer science;
- Experience working with governments and other stakeholders in developing and implementing national scale information systems, Experience with pandemic management systems will be a plus
- Knowledge of international best practices in pandemic management.
- Strong analytical and communication skills.
- Ability to work independently and as part of a team.
- At least two years or in recent years of experience in feasibility studies projects, preferably in the context of public health, epidemiology, data analysis, or pandemic management;
- A strong understanding of the technical aspects of pandemic management systems, including epidemiology, data analysis, and public health informatics;
- Experience working with international organizations or consultants as a team in the last two years
- Experience working with the Cambodian government institution or project especially the Ministry of Health is a plus
- Be a person who is result-oriented-based
- Excellent communication and interpersonal skills; and
- Fluency in English.

- Professional certifications, such as a Certified Public Health Professional (CPH) certification or a Project Management Professional (PMP) certification will be considered a plus

External Quality Assessment Assistant for COVID-19/Flu (Management Support)
- Key Responsibilities
- Prepare all required administrative work plans to complete activities planned.
- Organize and facilitate the training workshop organized by NRML.
- Ensure that all the training materials are in place before training.
- Evaluate the effectiveness of the training by conducting pre-and post-evaluation.
- Make regular activities reports and/or presentations to NIPH director and to relevant management team.
- Monitor stock of COVID-19/Flu reagent and consumables.
- Ensure the safety of toxic chemical which contain in COVID-19 reagents and safe disposal.
- Conduct site visit in related laboratories for technical support on COVID-19/Flu testing.
- Assist in coordinating EQA program for COVID-19/Flu including panel preparation, packing, distributing, collect and analyze data, and prepare report related to EQA program for COVID-19/Flu.

- Key Responsibilities
- Coordinate EQA program for COVID-19/Flu including panel preparation, packing, distributing, collect and analyze data, and prepare report related to EQA program for COVID-19/Flu.
- Assist EQA team to develop, review, and update the standard operation procedures (SOPs), work instruction and other management monitoring tool.
- Assist participating site to develop corrective action in case of failure.
- Follow up that biosafety cabinets in all related laboratories are well maintained and certified.
- Conduct site visit in related laboratories for technical support on COVID-19/Flu testing.
- Prepare all required administrative work plans required to complete activities planned.
- Communicate with all related laboratory on the implementation of EQA program for COIVD-19/Flu.

International Consultant for Engineering (1 Position)
- Checking the site/temporary works before starting the work
- Review and assist project manager to approve on the temporary works designed by the contractor(s) such as drawings, work control plan, safety control plan and method statement prior commencing the construction works on site.
- Review and assist project manager approve on the pre-construction record of all buildings/facilities with photographs for documentation before starting the construction works. Some buildings/facilities will be demolished/renovated by the project, and some other buildings/facilities might be affected by the construction activities that need to be restored to their existing condition by the contractor at the completion stage.
- Inspection, Supervision and Reporting
- Reviewing all designs of BSL3 to ensure compliance with the design, technical specification and other relevant standards provided/commented by the lab’s expert and guidelines, and to provide definitive comments to the Civil Works Group and local engineer consultant;
- Conduct physical site inspection on the construction work at least at the actual progress of 0 %, 10%, 30%, 60%, 80% and 100% with detail in ToR.
- Work with local engineering consultant.
- Alert to the contractor(s) all the time what they have to prepare and submit for review and approval before commencing of any works in order to get a good quality of work and safe.
- Participate in the pre-final inspection and final inspection of the completion of works.
- Evaluate and confirm the functionality of the construction building and functional systems.
- Participate in the inspection of the end of the defect’s labiality period.
- Assist project manager to approve all as-built drawings, operation and maintenance manuals, all inspection, testing & commissioning and calibration reports/records prepared by the contractor(s).
- Report on the contractor(s) trains of all the functional systems to the end user and those systems are working properly.
- Remotely/in person participating in daily/weekly/monthly meeting with the MOH/NIPH and the contractor(s) in case required by the project
- Prepare civil works monthly progress report and response to all concerns/comments in the report from MOH/NIPH and other stakeholders.
- Prepare a completion report once the construction project is completed.
- The consultant is under direct supervision of Director of NIPH
- Report to the project director / project manager and the director of NIPH.
- A qualified Architect or Civil Engineer
- At least 15 years of relevant professional experience including construction supervision
- Experience with the construction of lab’s infrastructure or similar project
- Experience with the projects funded by the World Bank, ADB and other similar institutions
- Good organizational skills
- Competent at computer assisted drawing and database management
- Fluency in speaking and writing English
- Must stay in Cambodia for the whole project period.
National Consultant for Engineering (1 Position)
- Check the site temporary works before starting the construction work
- Coordination with MOH/NIPH and the contractor to set up the boundary and access of the construction site to ensure that it is suitable to commence the construction works.
- Review on the temporary works designed by the contractor(s) such as drawings, work control plan, safety control plan and method statement prior commencing the construction works on site.
- Prepare the pre-construction record of all buildings/facilities with photographs for documentation before starting the construction works. Some buildings/facilities will be demolished/renovated by the project, and some other buildings/facilities might be affected by the construction activities that need to be restored to their existing condition by the contractor at the completion stage.
- Inspection, Supervision and Reporting
- Review all designs of BSL3 and its Bill of Quantity to ensure that it complies with the design, technical specification and other relevant standards provided/commented by the lab’s expert and guidelines, and to provide definitive comments to the Civil Works Group;
- Ensure that the contractor(s) meets all project requirements for the implementation and protection of environmental and social safeguards as mentioned in the ESMP and ECOPEs.
- Provide inputs in case required by the Environment and Social experts in preparing the reports.
- Review all shop drawings, work control plans/method statements prepared by the contractor(s) prior to starting any works from the beginning till the completion of the project.
- Assist the project manager to approve on the request for the inspection form from the contractor(s) to inspect all the works from step to step to ensure that they are complied with design drawings, technical specification and standards.
- Participate to inspect all the materials testing and other works testing requested by the contractor(s) in the construction site or in the labs.
- Be full time at the construction site to monitor the construction progress and construction quality against the design drawings, technical specification, standards and schedule on a regular basic including during the weekend or night time (if required, especially for the bored pile work and concrete casting work) in case of concrete casting of important critical construction elements;
- Day to day access to the adequacy resources of the contractor(s) (materials, equipment, plant, labors) and take appropriate action when needed. Keep and inform regularly to MOH/NIPH.
- Ensure that the materials and standards of workmanship comply with the contract and in accordance with the work methods prepared by the contractor(s).
- Alert to the contractor(s) all the times what they have to prepare and submit for review and approval before commencing of any works in order to get a good quality of work and safe.
- Review the template prepared by the contractor for reporting monthly construction work progress and share with the World Bank for review.
- Follow up, review and certify all the required documents in preparation of the monthly progress report prepared by the contractor(s) such as overview of the construction progress including the cumulative from month to month, overall construction schedule including progress chart and s-curve, break down sheet or IPC sheet that achieved the progress from month to month, staff and manpower’s record, equipment record, weather record, work inspection record, quality control of the concrete work, material testing report, testing and commissioning record, calibration report, work defects and method of rectification within timeframe, etc.
- Check and assist the project manager to certify the contractor(s) claimed invoice against the actual worked progress/items.
- Provide expert advice on available solution and technical changes;
- Project managing the implementation of technical solution on a good work practice, and issuing the site instruction sheet and provide the recommendation/mitigation measure to the contractor(s) to where they are not complied;
- Evaluate and confirm the functionality of the construction building and functional systems ;
- Participate in the pre-final inspection and final inspection of the completion of works.
- Patriciate in the taking-over of the construction project to MOH/NIPH
- Participate in the inspection of the end of the defect’s labiality period, if the contract is still in force.
- Review all as-built drawings, operation and maintenance manuals, all inspection, testing & commissioning and calibration reports/records prepared by the contractor(s).
- Participate, follow up and confirm that the contractor(s) trains of all the functional systems to the end user and those systems are working properly.
