Finance Officer for Funding and Budgeting

Position context/background
Working with all managers, SO, Regional and Global center in the area of budgeting and planning processes. This position is one of the critical roles in NO finance department to ensure that budgets are correctly and timely prepared, carry forward (CFs) are timely requested and approved, and some of the vouchers are timely and properly reviewed.
- Lead country budget plan and ensure the quality of the budget preparation for the whole WVI-C.
- Country Annual Planning and Budgeting and Mid-Year budget review guidelines, templates, and tools are compiled and communicated to budget planner.
- GC guideline and tools are received and communicated to related department and projects.
- Coordinate to NO finance and relevance functions to complete the annual NO budget and submitted to Regional and GC timely.
- Preliminary Budget, Unit/Department and Pass-through budget and other support cost preparation are ready for Support Cost allocation.
- Annual and Mid- Year budget process are orientated to projects team and ensure that the forms and guidelines are well understood and applied.
- Corporate with Managers to ensure 100% of all project budget are uploaded in Horizon. And coordinate for the responses to queries from SO if any.
- Manage and ensure country budgets are accurately proposed and timely approved in use systems, funding system (PBAS), and horizon.
- NO Plan, NO Proposed Commitment, NO Approved Request, and Last Approved Commitment for all project are updated in PBAS.
- PBAS commitment, funding status, and budget in Sun System are monthly reconciled and communicated for the discrepancies.
- Create new project and make raise funding in PBAS and followed up with SOs for commitment.
- Maintains good tracking of funding commitment from funding offices; follows up with relevant SOs to ensure timely and adequate funding commitments; and communicates funding information to OD, RM, Projects, and Finance as appropriate.
- Maintain good relationship with SOs.
- Ensure all projects income fund are accurate recorded and reconciled, funding system (PBAS) and Sun system.
- Manage country carry forward funds to ensure timely communication with relevant support offices for approval.
- Guidelines of CF process is issued to budget planer and relevance people.
- Coordinate with and support project managers to have a quality CF explanation for communicating to SO.
- A quality CF explanation are communicated with SOs.
- Approved CF amount are updated in Horizon.
- CF requests are submitted to SOs on a timely basis.
- Support and ensure for the effective of budget management for all funding type.
- Lead and advice to Operation manager and Finance Officer to ensure ADPs/Project use simple and effective tool for monitoring budget.
- Analyze monthly spending status and advice to management for taking appropriate action on time to ensure budget is spent due to budget plan and S.O/donor requirement, acceptable under spending rate and prevent over spending at year-end.
- Coordinate to ensure all used fund flow systems are trained to all uses in the country.
- Assist the grant finance team in budget proposal development.
- Monitor overall country spending by all funding types.
- Bachelor’s degree in Accounting or Finance.
- At least 2 years of experience in accounting and budgeting is required in the cross-culture working environment.
- Knowledge of Sun Systems, Vision, cost allocation methodology, and other computer-related financial/accounting systems and budgeting is necessary
- Good written and verbal communication skills, especially in a cross-cultural environment, and the ability to analyse and solve problems, persuade, network, and negotiate.
- Commit to deadlines and willing to respond to urgent requests.
- Must be willing and able to travel to the province up to 10% for budget orientation.
- Good command of the English and Khmer, both written and spoken.
Finance Assistant for Zone
Location: Siem Reap Operations Office (Puok District), Siem Reap Province.

The communities World Vision works with, with long-term Area Programmes (APs), across Cambodia are normally based on geographical districts within a province.
The position will provide support and guidance to all the staff based in the Zonal office and to the AP finance on cashiering service, produce financial reports, technical support on the filling system, and also help the capacity building of the AP finance.
- Accountable for efficiency, effectiveness, and compliance to the financial standards of the zone office.
- Provide financial support and guidance on financial and accounting transactions for the AP/project.
- Provide support for the cash and banking functions on daily basis to AP/project/zone.

- Minimum 2 years’ experience in core accounting and finance especially with budget, financial system, and grant requirements.
- Experience in NGO setup, development organization, charity, school.
- Knowledge of Microsoft Office (MS Excel, MS Word, and MS PowerPoint) and other financial packages.
- Knowledge of accounting systems i.e. Sun System 6, GEMs (Concur).
- Technical knowledge in accounting, systems, policies, procedures, financial budgeting, local tax (VAT, Withholding Tax), and donor requirements (Grant).

- Ability to communicate in English both verbally and in writing.

Senior Monitoring and Evaluation Officer for Assessment and Planning

This position plays an important role in leading the assessment & re/design process. She/he will be working closely with Senior leadership team, Technical Leads (TLs), Community Engagement (CE), Sponsorship, M&E, Finance manager/team with effectiveness & efficiency of assessment & re/design process and products for WVI-C that aligned with the WVI-C strategy plans and objectives. The scope of work responsible will be flexible in according to organization growth/phaseout plans in each year with update requirement documents.
The Senior Monitoring and Evaluation Officer for Assessment and Planning will focus on; leading the process of exploring new target growth areas for WVI-C in the appropriate context, managing document relevant secondary data with updating for organization use for assessment and design, contextualizing assessment/design methods process and products with local use and consistent with a start-well guide, and ensuring the quality of assessment and design process and products align with WVI-Partnership guideline.
- Lead/facilitate for conducting assessment process with priority for new growth target areas program.
- Lead the development of assessment & re/design process for local use within World Vision International.
- Develop the assessment & design plan/Tern of Referent (ToR), budget plan.
- Coordinate with the Technical Programme team for developing methods/tools including a questionnaire to be used for the assessment & design program Coordinate with the Technical, support function, and M&E team for capacity building to relevant staff about Area Programme assessment and planning.

Technical Specialist – mWater

THE PURPOSE OF THE POSITION
World Vision International-Cambodia (WVI-C) has been working in several sectors including Child Protection and Participation, Education and Integrated Nutrition. Water, Sanitation, and Hygiene (WASH) has been implemented under the Integrated Nutrition Programme through the Area Programs (APs) for the past three decades. In addition, specific time-bound WASH projects were designed and implemented from time to time to enhance the reach and impact on children. The staff hired for this position of Technical Specialist - mWater is expected to provide technical support to APs in terms of maintaining the mWater data management system that will be used in over 25 APs and more than 7 projects implemented by WV International - Cambodia.
The overall purpose of this position is to manage mWater:- an online data management system used for Water, Sanitation, and Hygiene programmes. The position will be responsible for analyzing and reporting results; and using these to 1) inform programming, 2) identify innovations for replication and 3) document best practice.
- Management of mWater data management system
- Create an account and set username of mWater to CDFs, Project staff, and TPOs.
- Provide the guidance of mWater for WASH asset mapping to CDFs, Project staff and TPOs.
- Build the capacity of the Regional Programme Information Management Officer (PIMO) and the CDF on managing the mWater database and prepare them to manage the data on a long run.
- Management of mWater platform (online monitoring -mWater portal and Surveyer). Maintain thorough understanding of , and keep up to date with, global WASH monitoring requirements and developments
- Analyze, clean and manage the mWater data on a quarterly basis.
- Develop an mWater tracking dashboard, consoles, datagrid and maps for generating WASH report.
- Design and develop appropriate mWater tools and USC tools based on the gaps in the existing WASH tools.
- Develop capacity building plans for mWater both short term and long term including reflection meetings and refresher trainings as appropriate for the CDF, project staff and TPOs.
- Conduct capacity building, field support and coaching to TPOs, CDFs and project staff on mWater database.
- Learning and Building Evidence
- Support interpretation of data from mWater dashboard, making recommendations and program adjustments based on data in consultation with STS.
- Review the monitoring tools and make it consistent with the quarterly reporting requirements of global WASH reporting requirements and to measure the progress of WASH Universal Service Coverage at the country level.
- Prepare quality impact report (quarterly, semi-annual, and annual) of mWater and WASH USC and submit to STS – WASH.
- Build evidence base: - Collaborate with APs to identify and document success stories and innovative practices
- External Engagement:
- Coordinate and collaborate with Provincial Rural Development to develop the master plan of WASH USC.
- Coordinate with other NGOs, donors, and technical resource agencies to ensure sharing of information and technical resources on WASH Monitoring standards and USC.
- Explore and identify NGOs with the potential to implement mWater and WASH USC and share it with STS-WASH.
- Participate in various sector technical working groups of the Ministry of Rural Development, Department of School Health, and NGO networks in Cambodia and contribute from mWater and WASH USC programme experience based on the guidance from STS-WASH.
- Participate regularly in the development, and review of National Standards of Monitoring Information System (MIS) organized by the Ministry of Rural Development, UNICEF, WaterAID and others and share from mWater and WASH USC experience.
- Bachelor or Master in Integrated Water Resources Management or Rural infrastructure
- At least 3 years’ experience in project M&E or programmes/project management. Understanding of basic M&E principles.
- At least 3 years’ experience in data software analysis (mWater, Kobo, GPS).
- Data analysis, information presentation, technique and interpreting data.
- Good knowledge in conducting surveys and data collection processes.
- Excellent in online data management system, digital mapping, and watershed mapping.
- Good facilitation skills, especially in leading training sessions
- Effective in written and oral communication; be able to speak and write in English.
- Familiarity with the Ministry of Rural Development policies and programs aimed at improving WASH Universal Service Coverage.
- This position requires work in the field to support various projects for at least 50 % of the time and demands close interface with senior officials in the Provincial Department of Rural Development as well as other stakeholders

POSITION DESCRIPTION:
This position is responsible for providing transportation services to support project staff in a timely and safety manner. Responsibilities will be assigned by line manager in all project target areas as needed in order to make sure that activities are carried out smoothly and ensuring that vehicles are maintained and ready for use, among other duties.
- Driving Service: providing transportation services to support project staff timely and safety manner which is assigned by line manager to all project target areas as needed,
- Regularly schedule for car service maintenance and reports
- Immediately report on any accidence of vehicle and staff to supervisor and admin.
- Compliance to safety and security of the WVI-C policy and the traffic laws.
- Coordination of logistics for project activities in field or business visits
- At least high School Certificate
- At least having a driving licence type B or up.
- Vehicle maintenance certificate is preferable
- At least 2 years working experiences in driving a vehicle or equivalent
- Ability to perform various maintenance service for electrical system and to perform some building maintenance work
