Announcement Description

The Skills Development Fund (SDF) project has been piloted by the Ministry of Economy and Finance (MEF) since March 2018 to test a new and innovative financing mechanism in order to promote demand-driven and sustainable skills development with the ultimate objectives of diversifying and increasing value addition of Cambodia’s Economy as well as creating better and well-paid jobs for Cambodian citizens. As a result, the SDF has approved 100 training projects in priority sectors such as Manufacturing, Construction, ICT, Electronics, Automotive and Tourism amounted 6 million USD worth of training grant for 11,309 trainees (37% female) under the cost-sharing and joint-training model between industry and training providers (public, private and NGO). Training outcomes include: 6% dropout, 93% employment, 92% employers’ satisfaction, salary of graduate > $400. This demand-driven model has strongly been welcomed by the market and development partners and proven to be an effective and efficient model in transforming the training market into a demand-responsive and sustainable skills development.

With this success, the Royal Government of Cambodia has transformed this pilot project into a TRUST FUND under the name of Skills Development Fund (SDF) (Sub-Decree 97.RNK.BK dated May 18, 2023) with the Board of Director comprised of the MEF, relevant line ministries and industry leaders. To date, the SDF has received fundings from the Royal Government of Cambodia, and development partners such as the ADB and AFD. The mission of the SDF is to strengthen and expand the demand-driven training market in order to meet the needs of the economy and private sector as well as generating better and higher-value-added jobs for Cambodian citizens.

To realize this mission, the SDF is looking for deeply passionate, competent and committed talents to fill the following positions:

Announcement Positions

Senior Digital Marketing Officer

Expectations - Duties, Responsibilities
  • Develop and implement Public Relations (PR) and Marketing strategy;
  • Assist the manager to prepare the work plan, action plan, and budget plan;
  • Develop and publish press releases, public statements, marketing and communication materials, progress report, and annual report;
  • Writing digital contents for all SDF’s social media platforms
  • Produce PR & marketing collaterals including: video, animation and artworks
  • Solid experience with digital technology and editing software packages (e.g. Avid Media Composer, Lightworks, Premiere, After Effects and Final Cut)
  • Conduct outreach programs/media and manage the SDF’s channels;
  • Assist the division with the liaison with the private sector, training providers, and relevant stakeholders/agencies;
  • Support the PR & Marketing team to oversee relevant PR and non-PR activities;
  • Support in collecting and analyzing data on the skills demand and supply;
  • Take part in artwork design for communicating SDF activities to the public; and
  • Perform other tasks assigned by SDF management.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree (Master’s degree is a plus) in media and communications, (digital) marketing, journalism, or related fields,
  • At least 3 years of experience in PR, media, and communication fields,
  • A proven track record of successful PR and marketing campaigns,
  • Experience in producing digital contents for all social media platforms
  • Experiences in video shooing, editing and script writing
  • Familiarity with design programs such as Adobe Photoshop, Illustrator, etc,
  • Excellent communication, creativity, critical thinking, and problem-solving skills,
  • Ability to work in a team and independently;
  • Positive attitudes, strong commitment, and ability to handle multi tasks;
  • Good command of English and Khmer, both oral and written; and
  • Chinese language is a plus.
 
 

Digital Marketing Officer

Expectations - Duties, Responsibilities
  • Support the division in developing and implementing Public Relations (PR) and Marketing strategy;

  • At least 1 year of experience in PR, media and communication fields,
  • A proven track record of PR and marketing campaigns,
  • Experiences in graphic design and creative skills with a strong portfolio,
  • Experience in 2D or 3D animation is a plus
  • Moderate knowledge and skills in design programs such as Adobe Photoshop, Illustrator, etc.,

Senior Training Proposal Appraisal Officer

Expectations - Duties, Responsibilities
  • Support training proposal evaluation team in the whole proposal appraisal processes, including spot-check activities;
  • Develop an appraisal framework and criteria of training proposal and participate in providing a fair and transparent proposal appraisal;
  • Take part in the preparation of the project proposals appraisal reports,
  • Support the training proposal evaluation team to research and collect additional data to verify the quality and accuracy of submitted training proposals,
  • Collect and analyze data on training unit costs, and industry and training providers’ information background, and
  • Perform other assigned tasks by SDF management.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree (Master’s degree is a plus) in management, business administration; economics, development studies, social sciences, and relevant fields;
  • At least 3 years of experience in proposal appraisal and M&E fields;
  • Good in data analytics, report writing and a proven project appraisal and M&E skills;
  • Ability to work in a team and independently;
  • Positive attitudes, strong commitment, and ability to handle multi tasks;
  • Good command of English and Khmer, both oral and written; and
  • Chinese language is a plus.

Skills Development Strategy Officer

Expectations - Duties, Responsibilities
  • Conduct the literature review on skills development practice from international and national studies;
  • Analyze and assess the gaps in the skills ecosystem in Cambodia,
  • Collect and analyze data of the skills demand and supply;
  • Co-initiate strategies and programs to bridge the skills gaps, strengthen the ecosystem, and promote the partnership of private sector, training institutions, and relevant stakeholders in skills development;
  • Collaborate with the private sector, training institutions and relevant stakeholders to develop and improve the quality of skills training to meet emerging industrial needs,
  • Take part in basic design for communicating findings/initiatives, and
  • Perform other assigned tasks by SDF management.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s Degree in economics, education, international relations, development studies, or a related field; 
  • At least 1 years of experience in research or relevant fields,
  • Keen interest in Technical Vocational Education and Training (TVET), and issues related to skills training and development in Cambodia; 
  • Moderate knowledge of statistics, familiarity with STATA or other data management software;
  • Critical thinking, ability to think outside the box and problem-solving skills,
  • Positive attitudes, strong commitment, and ability to handle multi tasks;
  • Ability to work in team and independently; 
  • Good communication skills in Khmer and English, both oral and written; 
  • Commitment to professional and capacity development;

Administrative Officer

Expectations - Duties, Responsibilities
  • Facilitate administrative work;
  • Send and receive documents;
  • Compose letters, brochures, or invitation, Khmer and English;
  • Handle external and internal communication;
  • Arrange and organize the meeting room;
  • Facilitate to manage and provide logistic support;
  • Other tasks as assigned by Supervisor.

Skills Development Strategy Intern (Closed)

Expectations - Duties, Responsibilities
  • Support in conducting the literature review on skills development practice from international and national studies; 
  • Assist the division in collecting information to access skills gaps and mismatches;
  • Co-initiate strategies to strengthen the skills ecosystem, minimize the skills gap/mismatch issues, and promote the partnership of the private sector, training institutions, and relevant stakeholders in the skills development ecosystem;
  • Provide the team with general support as required; and 
  • Take part in basic design for communicating findings/initiatives.  
Requirements - Skills, Qualifications, Experience
  • Undergraduate student or fresh graduate, preferably in the field of economics, education, international relations, development studies, or related fields; 
  • Keen interest in Technical Vocational Education and Training (TVET), and issues related to skills training and development in Cambodia; 
  • Basic knowledge and understanding of social science research; 
  • Ability to use Microsoft Office applications (Words, Excel, Access, PowerPoint, and Outlook);
  • Positive attitudes and willingness to undertake various duties required by the team;
  • Commitment to professional and capacity development;
  • Good command of Khmer and English, both oral and written; and
  • Basic knowledge in graphic design is a plus.
