Deputy CEO (1 Position)
- Assist CEO in preparing operational plan, strategy, guideline, programs, etc.,
- Assist CEO in supervising and monitoring the implementation of operational plan,
- Review and make recommendations on relevant reports and training project proposals,
- Participate in developing short-, medium- and long-term strategies to achieve SDF’s mission,
- Organize and coordinate team capacity building,
- Provide support and advice to implementation of the action plan of each division,
- Attend regular meetings and report to CEO,
- Participate in coordinating and resolving issues both internal and external,
- Initiate innovative ideas and design of SDF programs,
- Participate in building relationships and increasing partnerships with relevant institutions, both national and international,
- Perform other tasks assigned by CEO.
- Master’s degree in management, economic, education, development, or relevant fields;
- At least 7 years’ experiences in relevant fields;
- Excellent critical thinking, communication and leadership skills;
- Ability to write analytical reports;
- Good command of English and Khmer in both speaking and writing; and
- Passionate and strong drive for results.
Public Relation Manager (1 Position)
- Develop and implement Public Relations (PR) and Marketing strategy, action plan, and budget,
- Manage and lead PR & Marketing team to promote SDF and overseeing relevant activities,
- Conduct outreach programs/media and manage the SDF’s channels,
- Liaise good relationship with private sector, training providers and relevant stakeholders,
- Collect and analyze data of the skills demand and supply,
- Develop and publish press releases, public statements, communication materials and annual report,
- Prepare the SDF progress reports and annual report to submit to CEO, and
- Perform other tasks assigned by CEO.
- Bachelor’s Degree (Master’s degree is a plus) in communications, (digital) marketing, journalism, business administration, public relations, or related fields,
- At least 5 years’ experiences in relevant fields,
- A proven track record of successful PR and marketing campaign,
- Excellent communication, creativity, critical thinking and problem-solving skills,
- In-depth knowledge of industry best practices,
- Excellent leadership, management and attention to detail, and
- Good command of English and Khmer in both speaking and writing (Chinese is a plus).
Training Proposal Appraisal Manager (1 Position)
- Lead and monitor Training Proposal Evaluation team in the whole proposal appraisal processes,
- Develop an appraisal framework and criteria of training proposal and participate in providing a fair and transparent proposal appraisal,
- Prepare the project proposals appraisal reports to CEO,
- Lead the training proposal evaluation team to research and collect additional data to verify the quality and accuracy of submitted proposals,
- Collect and analyze data on training unit cost, etc., and
- Perform other tasks assigned by CEO.
- Bachelor’s Degree (Master’s degree is a plus) in business administration, economics, social sciences, development studies, project management in relevant fields,
- At least 5 years’ experience in relevant fields,
- Excellent in the data analytics and a proven project appraisal or M&E skills,
- Excellent leadership, management, critical thinking and attention to detail, and
- Good command of English and Khmer in both speaking and writing (Chinese is a Plus).
Training Project Monitoring Manager (1 Position)
- Prepare Monitoring and Evaluation (M&E) strategy and plan for training projects,
- Lead and monitor Training Project Monitoring team for project implementing activities,
- Develop, review, and revise the M&E procedures, approaches and tools, if necessary,
- Draft training contract for the awarded training proposals,
- Review and provide advice on the fund disbursement request of the training projects and other requests,
- Manage the evaluation of training projects,
- Prepare M&E progress and annual reports on project implementation,
- Provide creative solutions based on experience of the M&E work, and
- Perform other tasks assigned by CEO.
- Bachelor’s Degree (Master’s degree is a plus) in education, sociology, economics, or related fields,
- At least 5 years’ experience in relevant fields,
- Excellent in the data analysis skills and Microsoft Excel (Microsoft Power BI is a plus),
- An analytical mind and problem-solving skills,
- Strong experience of designing monitoring framework, skills training management and impact assessment, and in-depth knowledge of industry best practices,
- Excellent leadership and attention to detail, and
- Good command of English and Khmer in both speaking and writing (Chinese is a Plus).
Skills Development Strategy Manager (1 Position)
- Analyze and assess the gaps of the skills ecosystem,
- Initiate strategies and programs to bridge the skills gaps and strengthen ecosystem,
- Provide timely support to address bottlenecks in skills ecosystem,
- Initiate strategies and programs to promote the partnership of private sector, training institutions and relevant stakeholders in skills development ecosystem,
- Collaborate with development partners, private sector, training institutions and relevant stakeholders to develop and improve the quality of skills training to meet the industrial needs, and
- Perform other tasks assigned by CEO.
- Bachelor’s Degree (Master’s degree is a plus) in public policy, economics, social sciences, development studies, related field,
- At least 5 years’ experiences in relevant fields,
- Critical thinking, ability to think outside the box and problem-solving skills,
- In-depth knowledge of industry best practices,
- Excellent leadership, management and attention to detail, and
- Good command of English and Khmer in both speaking and writing (Chinese is a plus).
Finance Manager (1 Position)
- Manage the administrative, procurement and financial task,
- Prepare financial reports to CEO,
- Ensure efficient and effective financial monitoring and reporting,
- Participate in the preparation of the annual budget plan,
- Manage accounting records and implement procurement plans,
- Monitor and record all documents such as legal documents, professional documents, contracts, reports, important administrative documents, etc.,
- Develop plans for human resource development and management, capacity building and build a highly productive and professional organization,
- Manage ICT system,
- Perform other tasks assigned by CEO.
- Bachelor’s Degree (CFA, ACCA or CPA is a plus) in finance, accounting, business administration or related field;
- At least 5 years’ experience in relevant fields.
- Previous experience in projects funded by International Organizations is a plus;
- Demonstrate skills in administrative and finance/accounting work;
- An analytical mind and problem-solving skills;
- In-depth knowledge of industry best practices;
- Excellent leadership, management and attention to detail; and
- Good command of English and Khmer in both speaking and writing (Chinese is a plus).
