The Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2) built on lessons learned from H-EQIP to support the RGC in advancing UHC over a five-year period from July 2022 to December 2027 with a continued focus on improving financial protection and access to services for the poor and vulnerable, enhancing the quality and inclusiveness of health services, and strengthening the health service delivery system through planned activities from July 2022 to June 2027 with the second half of 2027 focusing on verification of performance-based conditions (PBCs) and evaluation and dissemination of lessons learned. The project will further strengthen the focus on results by expanding service delivery grants (SDGs) to finance more health programs and using an investment project financing (IPF) with PBCs. PBCs are a set of indicators, that, as part of the project’s Result Framework, aim at measuring performance against key actions and interventions. This performance-focused financing approach would promote timely achievements of PBC targets. The objective of the Project (H-EQIP 2) is to improve equitable utilization of quality health services in Cambodia, especially for the poor and venerable populations, and to provide immediate and effective response in case of an Eligible Crisis or Emergency in the Kingdom of Cambodia.

The Ministry of Health (MOH) is recruiting the following Individual National Consultants to carry out and assist the MOH in implementing the Health Equity and Quality Improvement Project Phase 2 (H-EQIP 2).

Announcement Positions

National Health Equity Fund Monitoring Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Assist DPHI for developing a template in consultation with H-EQIP II partners for reporting HEF utilization on quarterly, semi-annual and annual report;
  • Work closely with PCA to generate HEF data and assist the Bureau of Health Economies & Financing (BHEF) of DPHI for routinely monitoring progress on implementation of HEF, including monitoring utilization of HEF by provinces, operational districts, provincial/referral hospitals and health centers
  • Conduct field visits to health facilities, including conducting rapid surveys on HEF utilization. Visit health facilities where utilization is low or extremely high to find the root causes and consulting with the director of DPHI and chief of BHEF for providing recommending to health facilities for improving HEF utilization
  • Assist DPHI in conducting data analysis on HEF utilization to be used for conducting semi-annual workshop to review HEF utilization (with participation from concerned PHDs, ODs and health facilities), for preparing quarterly and semi-annual reports to be ready for review by H-EQIP II partners during the semi-annual Joint Project Implementation Support Mission, contributing to the project semi-annual implementation progress reports, and preparing annual health financing report
  • Provide technical support to DPHI for updating HEF benefit package and user fee schedules. This activity should be completed by December 2023
  • Assist DPHI for routinely collecting gender, gender-based violence (GBV) and other gender equality and social inclusion (GESI) related disaggregated data and gender specific data
  • Provide technical support to BHEF for preparing annual workplan and budget (AWPB)
  • Collaboration with M&E Consultant to Assist DPHI on consolidating AOP to be submitted for approval from the Project Director and for No-objection to the World Bank
  • Assist BHEF/DPHI on tracking the progress of AOP key related indicators of all Implementing Units, particularly for PBC progress to ensure timely achieving the PBC targets
  • Provide technical support to the BHEF/DPHI for reviewing and updating social health protection plan, especially HEFs, including population and service coverage, as well as costing
  • Provide training, capacity building to the relevant staff at all levels to ensure that the knowledge is transferred to Ministry of Health’s relevant staffs
Requirements - Skills, Qualifications, Experience
  • Master’s degree in public health, or related degree; with a focus on health financing, health economics and/or health systems and quantitative skills (economics, biostatistics, etc.). A medical degree in addition to a degree in public health is an asset.
  • At least 10-year experience on health financing or health system strengthening and on implementing donor assisted project;
  • Experience in the usage of computers and office software packages (MS Office, in particular Excel) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems. The candidate should be able to demonstrate expertise in use of data management and analysis software programs (SPSS, Stata, etc.) prior to selection.
  • Ability to travel to the field frequently with strong technical qualification and personality in working with different level of public healthcare system;
  • Must not be a government staff or has been retired and outside the MOH for at least six months;
  • Fluency in written and oral English and Khmer is required.
 
 

National Monitoring and Evaluation Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Support the Department of Planning and Health Information (DPHI) as follows: Coordinate with the coordinator of the World Bank for conducting Joint Semi-annual Implementation Support Missions (JSISM)
  • Compiling the achievements against targets of all seven Performance-based Conditions (PBCs) and submit them to the project management for review and verifying before submitting to the World Bank for validating
  • Develop templates for semi-annual and annual progress reports to be prepared and shared with the World Bank prior to the start of the project implementation support mission. Work with all project focal points to compile data and reports on project implementation progress, updating data for the project’s Results Framework indicators prior to the mission, conducting data analysis, and preparing the project semi/annual progress report which should include updated all relevant data for the project, implementation success, challenges and how those challenges have been/will be overcome
  • Review and verify proposals from each PBC (implementing department) prior to submission to Technical Team Leader, keep track of implementing plan of activities, gather report after each activity is complete, consolidate and update Matrix of Plan of Action and Budget, and Matrix of Monitoring of the project
Requirements - Skills, Qualifications, Experience
  • Medical Doctor with at least a master’s degree in public health that includes quantitative skills such as biostatistics, economics or epidemiology, or related degree with the same quantitative skill qualification;
  • At least 10 years’ experience leading on monitoring and evaluation for programs in the health sector. Experience leading on data management, report and M&E for programs related to health system strengthening, health financing and health service delivery and implementation of external donor assisted projects;
  • Experience in the usage of computers and office software packages (MS Office) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems. National Senior ICT Programmer (1 Position)

Expectations - Duties, Responsibilities
  • Review existing PCA-ICT system (PMRS)
  • To support PMRS interoperability with NCD EMR
  • Develop data management and report generation guidelines and procedures for NCD verification

National Consultant for Cervical Cancer Screening and Management Program (1 Position)

Expectations - Duties, Responsibilities
  • Assist the preparation of the national and subnational annual workplan for the cervical cancer screening and treatment program;
  • Assist for Reviewing and revision the budgets based on the advice of the PMD Director in particular the CCS&T program manager;
  • Assist for revision and update Training materials for CCS&T and updating National standard operation procedures (SOP) for implementing CCS&T;
  • Assist for organizing trainings, meetings, and workshops related to the CCS&T program;
  • Provide technical support to health facility staff at all levels in the implementation of the performance-based Condition 5 (PBC 5) under the H-EQIP 2;
  • Assist the Program to strengthen education on cervical screening for early treatment in the communities, strengthening community mobilization in improving uptake of CCS&T services, and strengthening referral system of the VIA (+) cases to get suitable management and follow-up;
  • Provide technical and analytical support for monitoring progress of the program implementation and preparing the quarterly/semi-annual/annual program reports;
  • Support for inclusion of CCS&T indicators in the HMIS;

National Consultant for Supporting Implementation of Diabetes and Hypertension Screening and Treatment Program

Expectations - Duties, Responsibilities
  • Revise and update Training materials for Diabetes and Hypertension management;
  • Update National standard operation procedures (SOP) for implementing diabetes and hypertension management;
  • Conduct semi-annual review workshop to monitor and evaluate the progress of DH S&T implementation at the sub-national levels;
  • Provide strategic support to PMD to lead, manage and roll out D/H S&T programs to PHDs and ODs;
  • Conduct monitoring and supervision to ensure program effectiveness and quality of services delivered to clients;
  • Provide technical and analytic support to PMD for monitoring the progress of implementation and strengthening of the National Diabetes and Hypertension program;
  • Participate in advocacy events to mobilize support from all levels of healthcare system for Diabetes and Hypertension program;
  • Prepare monthly progress report on the implementation of the National Diabetes and Hypertension Screening and Treatment program; and
  • Coordinate with relevant partners to support the implementation of the National D/H S&T Diabetes and Hypertension program.

  • Medical doctor with postgraduate Master Degrees in Public Health or Master Degrees in Primary health care and have experience working on NCD or a Master degree with equal equivalent;

National IT Programmer for Maintenance of Electronic Medical Record System for Non-Communicable Diseases (1 Position)

Expectations - Duties, Responsibilities
  • Undergo training on EMR software and register and participate in online Open MRS forums;
  • Respond to user queries about use of the system and troubleshoot basic problems, escalating to higher level support as needed;
  • Help to resolve software bugs. This includes relaying information to higher level support where appropriate;
  • Provide support for system administration, including but not limited to: User account creation and management, assignment of user privileges, support for password change/reset, basic system maintenance etc;
  • Monitor both EMR software and MOH server hardware, report downtime and outages promptly to designated support channels, coordinate resolution, and communicate with end users about resolution times; and
  • Support PMD in extracting data from the database via ad-hoc queries outside of the reporting function of the EMR as needed.
Requirements - Skills, Qualifications, Experience
  • Must be well-versed (at least 1 year experience) with Java Enterprise development, MySQL, REST, Spring, and Hibernate. Prior experience with Open MRS will be a major plus.
 
 

National Quality Assurance Consultants (2 Positions)

Expectations - Duties, Responsibilities
  • Development/updating the Project Operational Manuals and other technical documents as required;
  • Preparation and providing technical support for training NEQMT-2 to PHD/OD assessors, health facility quality improvement coordinators and verification team of PCA;
  • Monitoring quality and progress on implementation of NQEMT-2 at health facility level through site visits and mentoring them regarding self-assessment and preparation and implementation of quality improvement plans, mentoring PHD/OD assessment teams for supporting health facilities for improving quality performance, and monitoring quality of coaching activities, development format/template for data analysis of the quality at the subnational level etc.;
  • Organizing, participating and providing technical inputs to Quality Improvement Working Group (QIWG) meeting;
  • Conducting data review/analysis of the NQEMT-II which includes the Healthcare standard, knowledge test and competency test, producing the Powerpoint presentations and technical/analytical reports for QIWG meetings and for discussion during H-EQIP II Implementation Support Missions and other relevant meetings, and as inputs in the project semi-annual progress reports;
  • Maintain, in collaboration with the ICT consultant, the HarvestYourData database integrity
  • In partnership with the ICT consultant, organize the monthly QAO Database Committee meetings, assist in setting the agenda and support the Database Committee Secretariat.
  • Manage Daily the HarvestYourData ‘QAO- PUBLISHED Account’ and the ‘QAO-TEST Account’ in collaboration with the ICT consultant.
  • Work closely with designated QAO staff to ensure good capacity building related to the HarvestYourData user interface.
  • Lead the programming and testing of new knowledge and competency tests on the HarvestYour Data platform
  • Performing other tasks as assigned by the QAO.

  • Medical Doctor with Master Degrees in Public Health and other one Minimum Bachelor degree in health-related field (public health, medicine, hospital administrator or other similar),
  • At least five-year experience in administration, management and health system strengthening and familiar with public healthcare system

  • Ability to travel to the field frequently with strong technical qualification and personality in working with different level of public healthcare system

National Social Safeguards Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Support in workplan and budget preparation
  • Annual Workplan and Budget plan detailing the proposed activities/sub-activities and costs, deliverables/timelines, etc. Rolling plan of environmental safeguards if needed
  • Updated tracking list for monitoring the implementation of E&S safeguards as per ESMFs.
  • Support in the implementation of ESMFs
  • Updated SEP/ESMF/ESCP as required in Khmer, English, and any relevant dialects, as necessary.
  • Preparation of Screening plans, reports, and E&S Instrument for sub-project activities
  • Monitoring plans and regular monitoring/supervision reports for sub-projects, if needed

  • Understanding of Cambodian Social Impact Assessment regulations, World Bank Safeguards, and experience in the application of safeguards policies of International Financial Institutions
  • Familiar with the working procedures of Government Institutions of Cambodia.
  • Experience in working and collaborating with a broad range of stakeholders from diverse institutions and levels, including governments, civil society, and communities.
  • Demonstrated ability and report drafting work in a concise format and of high quality.

National Environmental Safeguards Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Support PMD in workplan and budget preparation
  • Support PMD in monitoring the progress in the implementation of E&S management plans
  • Assist PMD in reviewing and updating any SEP/ESMF/ESCP as required and prepare all required documentation in Khmer, English, and any relevant dialects, as necessary.
  • Support the PMD in the development and rolling out of the environmental safeguards monitoring and reporting system against the implementation of Plans, Environmental and Social Management Plan (ESMPs), and Environmental and Social Codes of Practices (ESCOPs).
  • Assist PMD in preparing and consolidating the reports from national and sub-national levels on a semi-annual basis and share with the WB for review and discussion during every Implementation Support Mission.
  • Assess overall capacity building needs on environmental safeguards within PMD, PHD, OD, and health facilities; and Provide training on environmental aspects of the Project’s ESMF, ESF documentation to the safeguard focal points at national and subnational levels, contractors/workers, and stakeholders.
  • Lead in providing environmental safeguard training to ESSWG, PMD staff, relevant technical departments, PHDs, ODs, and health facilities on ESF compliance through implementation of ESMP, RP, IPP, SEP, and ESCP.
  • Assist PMD and E&S focal points in developing and implementing the grievance redress mechanism (GRM), including structures, procedures, and processes by which complaints, queries, clarifications, and feedback about a project are responded.
  • Coordinate with the World Bank’s environmental safeguards specialist to ensure the environmental aspects are well-considered along the various stages of the Project and as per the relevant safeguards’ instruments.

  • Postgraduate or other advanced university degrees (at least MSc. Or equivalent) in the area of Environmental Science/ Environmental Management (other relevant disciplines).

National Procurement Management Consultant (1 Position)

Expectations - Duties, Responsibilities
  • Preparing overall Annual Procurement Plans of the H-EQIP II and draft the procurement plan in STEP;
  • Update and monitor procurement tracking
  • Organize bids/proposal opening by inviting all PRC well in advance, take notes and storage of bids/proposals in accordance in proper manner; and participate in monthly meeting of contract management.
  • Monitoring performance of Contractors/Suppliers and Consultants in complying with the Terms of Contracts;
  • Provide necessary procurement training, particularly hand-on training, for Procurement staff, Departments and PHD, ODs/RHs/HCs;
  • Ensure that all procurement activities are carried out in accordance with the agreed procedures, including the Financing Agreement; the World Bank/IDA Procurement and Consultants Guidelines; Government SOP and Procurement Manual for Externally Assisted Program/Projects, as applicable;
  • Coordinate with the suppliers, Committee and all stakeholders on receiving and inspecting Goods at Central Medical Store;
  • Prepare urgent report on Procurement in Khmer and English up on request of Project Management;
Requirements - Skills, Qualifications, Experience
  • Must have experience in implementing procurement with the World Bank/ADB and other DPs financed projects, and the Royal Government of Cambodia’s Standard Procurement Manual and Bidding Documents for Externally financed Projects. .
  • Minimum Bachelor’s degree in business administration, or other related fields (Master degree in business administration or relevant subjects preferred);
  • At least 5 years of experience in carrying out public procurement of goods, works and consultant services
  • Fluency in written and oral English and Khmer is required.
