Job Summary: Technical Management, Institutional development, Project Management, Marine Fishery Program design
- The successful candidate will perform the following roles and responsibilities:
- Develop annul workplan and budget plan (AWBP), and assignment timeframe for the project team
- Develop marine fishery management plan, policies support for the proclamation drafted, habitat mapping for mangroves, and work with in-line ministerial government officers on implementation
- Develop Standard Operation Procedure (SOP) for fisheries management outcome rewards scheme established
- Assist national and international expert on the improved Mariculture technologies production and market linkage
- Work with government officers and project team to develop Marine fisheries management system including seafood enterprise and association promoted
- Support activities resource planning and workflow to established indicators and time schedule, project documentation and reporting and the development of IEC and media content based ont eh final project workplan
- Provide guidance to the approach of fisheries management planning process and ensure that principle are addressed, ensure clean implementation framework
- Support effective learning of improved and new mariculture production technologies and marketing strategies
- Ensure integration of biotoxicity monitoring and mariculture producers
- Support on market development for CFI association and federation for the supplying different products and markets
- Assist in developing the guideline of food safety for seafood compliance to the market
- Assist in establishing linkages with quality markets
- Provide leadership and oversight for the whole team
- The minimum qualification and experience required are:
- Doctorate or Master degreee in Enviromental Science or Natural Resource Management in the field of Marine Fisheries management, fisheries sciences, fishery policy development
- At least 10 year experiences in project managment, and program development funded by intrenational organization or donor with government
- Clear knowledge and track record in investment program implementation and government requirement and approval systems, governdment (national and sub-national) arrangement and requirements,
- Having good record of implementing fisheries project with multistakeholders, and ecosystem based fisheries managment project
- Knowing species management emphasis on shellfish and curstacean would be an advantage
- Demonstrate knowledge of marine fishery policies and program in Cambodia, particularly marine fisheries resource management in multispecies ecosystems including effective co-management system
- Strong skill in data analysis, and technical report preparation
- Understanding of Fisheries information system andd database in Cambodia
- Proven record of excellent team building and communication skills

National Expert for Data Analyst

- The successful candidate will perform the following roles and responsibilities:
- Work with international expert to develop specific workplan, methodology, tool and timeframe of the assignment
- Develop data analysis training material and provide capacity building to government staffs, and project staffs based on personal development program linked to priority needs from the data scientist, plus mentoring to identify, process and synthesize huge volumes of data in such a way that it is timely and useful for fisheries and environmental management and monitoring for decision making
- Design the concept/guiding principles of appropriate applications and services that synthesize and deliver information to meet requirement
- Provide capacity building to define the analytical framework for measuring change in essential habitats and environmental parameters in the nearshore fisheries
- Support to undertake analytics and representation of findings and surveys

National Mangrove Field Expert
Position Summary Expectations - Duties, Responsibilities
Location: Phnom Penh with the majority of the time in the four coastal provinces

Job Summary: Mangrove Restoration, Mangrove Assessment, Mangrove species, Mangrove program development
- The successful candidate will perform the following roles and responsibilities:
- Develop specific work-plan and budget to meet the client requirement
- Design checklist for mangrove mapping and assist the field program for mangrove map
- Consult the interministerial working group and conduct provincial consultations with the TWGs
- Support for the preparation and data collection of social impact assessment for each site to be proposed to be included in the mangrove program
- Facilitate meeting with community fishery to engage and contribute to the Mangrove standard operation procedure (SOP) and subdegree for Mangrove in according to client requirement
- Support to source good supplier for the contracting of drone mapping and RS mapping of mangrove lands for field TWG teams
- Lead affected community awareness and consultation on the implementation of mangrove mapping to receive consent for the inclusion of the areas in the program
- Provide a copy of the relevant mangrove map for each ecosystem linked to each CFI and consult with members on where potential mangrove restroration program could be implemented
- Supervise SOP implementation on Mangrove demarcation including consultation with provincial district, commune and CFI membership on the procedures, the scope of eligibility and the rights of local stakeholders and claimants, and provide awareness program on Mangrove demarcation
- Provide support to the provincial TWG program for community engagement for mangrove demarcation as specified in the Land Demarcation and Titling provision of the State Land Law
- Conduct screening activity for IR and IP Impacts
- Conduct meaningful community consultation on mangrove demarcation and restoration program, and identify households or individual that identify as being affected households by the demarcation process, ensure the demarcation is completed on the ground
- Support establishing community and salt enterprise agreement, provide technical support for nursery planning, establishment, and production
- Support planting program designed and implementation with community leaders, and other stakeholders
- Support data collection, and reporting
- The minimum qualification and experience required are:
- Master Degree/B.Sc in coastal ecology, ecology or community forestry, natural resource management and other related fields

National Information Management System and ICT Policies Advisers

- Assist government officers from the relevant ministries to conduct consultation with stakeholders and external partners on a strategic framework for FiA’s Fisheries Information Management System (FIMS) and the ICT related policies and procedures to support FIMS
- Design a roadmap of activities including further enhancement of FiA FIMS, and the develop a multi-year strategic framework for FiA FIMS that aligns with the RGC’s digitazation policies and MAFF/FiA strategic goals
- Assist to the development the draft of FiA ICT policies and procedures covering the overall governance of the FIMS, data privacy, data security, data sharing, and access controls to the FIMS within FiA and with external stakeholders, and the developed ICT policies must be aligned to international standard with potential certification for the ISO/IEC27001 for FIMS
