The Global Learners Project is a new project aimed to increase the capacity of Cambodian youth in- and out-of-school for collective action to identify and address local problems using Global Citizenship Education concepts focused on key thematic areas (Peacebuilding & Conflict Resolution; Youth Leadership; and Community Development). The project will work with 30,000 youth between the ages of 15 and 24 with a strong focus on ethnic minority girls and boys living in eight target provinces, as well as those who are enrolled in approximately 35 secondary schools.
The Project Manager - Global Leaners will be primarily responsible for overseeing project activities and managing the project team to ensure effective implementation. The Project Manager will be responsible for a wide array of tasks, from managing relationships, overseeing budgets, identifying risks and solving problems, tracking project progress and deliverables, contributing to donor reporting and coordinating with other teams to meet the needs of the project. Ensuring the ongoing positive partnerships with senior officials within the target Provincial Offices of Education is an essential aspect of this position.
CARE is seeking a candidate who has experience with and understands the education system in Cambodia, as well as a strong background in project management. It is essential that the candidate is organised and able to manage competing priorities, while also providing leadership to others. The candidate must be able to work both independently and collaboratively within a team. A commitment to gender equality, women’s empowerment and social inclusion are essential.
- Oversee and manage a small team of direct reports, including leading effective teamwork, relationships, team meetings and communications among the team;
- Lead and execute the project and its activities according to the project proposal, donor contract, deliverables, and budget to ensure high-quality outcomes;
- Collaborate with the team to manage risks and overcome or adapt to project management challenges and obstacles;
- Produce high-quality oral and written reports on project progress, contributing to donor reports by required deadlines;
- Work with a range of internal teams to ensure that the logistical, procurement, financial, security, and human resourcing needs of the project are well coordinated to ensure effective project implementation;
- Develop and maintain partnerships by working closely with the senior leadership of Provincial Offices of Education (POEs) in the target provinces;
- Demonstrate an understanding of gender equality, women’s empowerment, social inclusion and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity; and
- Uphold and promote CARE’s commitment to Child Protection and the Protection from Sexual Harassment, Exploitation and Abuse.
- Minimum of Bachelor’s Degree in Education, Environmental Science and/or minimum of 5 years of relevant experience teaching and/or training, preferably with an International Non-Government Organisation (INGO) and/or private company;
- A minimum of 3 years of experience in project management with demonstrated experience following standard policies, procedures, and processes and ensuring the implementation of detailed transactions;
- Ability to work collaboratively with project teams, and manage multiple tasks, and make informed decisions in a fast-paced environment with frequently changing priorities;
- Ability to work independently, stay ahead of schedule, and know when to escalate a problem;
- Excellent written and verbal communication skills in both Khmer and English;
- Strong time management and organisational skills, including the ability to prioritise multiple tasks;
- Proven experience in and understanding of the education system in Cambodia, in particular policies, guidelines and teaching methodology;
- A willingness to learn about CARE, gender equality, women’s empowerment and social inclusion;

Senior Project Officers - Global Learners (2 Positions)

The Senior Project Officers - Global Learners Project will be responsible for assisting with the implementation of project activities, such as planning, providing training and developing training and educational materials. The SPOs will work with CARE’s Gender Technical Advisor to help ensure that the project is gender inclusive, with the aim of it becoming gender transformative. The SPO will contribute to donor reporting through monitoring project progress and supporting the collection and analysis of project data.
The ideal candidates will enjoy working with and supporting teachers and young people, both in- and out-of-school. Interpersonal skills and working closely as a team are essential characteristics for this role. The candidate must have an understanding of and experience working in the education system in Cambodia, particularly policies, guidelines and teaching methodology. Facilitation, networking and negotiating skills are essential. It is important that the candidate demonstrates a commitment to gender equality, women’s empowerment and social inclusion.
- Develop work plans and implement project activities that are aligned with the annual operational plan and its timeframe, under the supervision of their line manager;
- Coordinate and provide training for teachers, mentors, youth centre managers, ISAF Community Accountability Facilitators and student groups, including the facilitation of student-led project activities;
- Review and prepare materials for trainings and campaign and advocacy events;
- Support the design and delivery of new trainings to target schools on topics related to the project;
- Conduct project monitoring, collect and analyze project data and provide updates on project progress and challenges to their line manager in the timely manner; and
- Support the development of gender transformative and inclusive interventions by collecting and analysing disaggregated data in coordination with project staff and with support from the Gender Technical Advisor.
- Minimum of Bachelor’s Degree from Teacher Training College, National Institute of Education or equivalent and/or minimum 3 years relevant work experience in education preferably with Local Non-Government (LNGO) and/or International Non-Government Organisations (INGO);
- Proven skills and experience in facilitating training and capacity-building, including an understanding of adult learning principles, development of Information, Education and Communication (IEC) materials;
- Proven experience in understanding the education system in Cambodia, in particular policies, guidelines and teaching methodology;
- Demonstrated good interpersonal skills, sound judgment, planning, problem solving, critical thinking and team building skills;

Senior Project Officer- Monitoring & Evaluation

The Senior Project Officer – M&E will work across all of CARE’s projects to support project teams to design and implement MEL plans, use M&E tools to track data across the project cycle and use the data generated to monitor and report on projects. A key aspect of the role will be supporting teams to use project data to generate learnings and improve current and future projects. The Senior Project Officer - M&E will work in collaboration with and under the supervision of the MEL Technical Advisor. The SPO will be responsible for leading on data collection methods, providing technical advice to project teams and documenting good practices, lessons learned and case studies to share with teams.
As this role works across CARE’s projects, the ideal candidate will demonstrate high levels of collaboration and teamwork. They will have experience in using both qualitative and quantitative M&E tools and methodologies. Experience in developing and implementing M&E plans, and managing M&E throughout project cycles is essential. It is important that the candidate demonstrates a commitment to gender equality, women’s empowerment and social inclusion.
- Develop quarterly work plans that are aligned to the annual project work plans, budget and team’s priority;
- Support the development of M&E frameworks, tools and data collection software to ensure that these tools can generate useful data and information for project monitoring and reporting, in collaboration with and under the supervision of the MEL Technical Advisor and project teams;
- Provide ongoing, comprehensive support to project staff in applying the M&E tools in compliance with the M&E framework;
- Maintain and regularly update project activity tracking systems (ATS), collect and analyze project data and provide updates on progress and challenges to their line manager, in a timely manner;
- Lead and coordinate self-administered surveys and other data collection methods as designed for each project;
- Monitor actual project progress, activity results and implementation costs against project planning to ensure that actions are implemented effectively;
- Provide technical advice to project teams in the development of project planning, training workshops, training curriculum design, resource products and teaching methodology by providing inputs based on the data collected, monitoring reports, and field observations;
- Document good practices, lessons learned and case studies to share with project teams and their line manager; and
- Demonstrate an understanding of gender equality, women’s empowerment, social inclusion and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity.
- Minimum of Bachelor’s Degree in Social Science, Development Management or equivalent relevant qualification.
- A professional background in research would be advantageous;
- Minimum of 3 years relevant experience in using M&E tools and methodologies, preferably within an International Non-Government Organisation (INGO) and/or private company;
- Extensive knowledge and experience in both quantitative and qualitative research methodologies;
- Proven skills and experience in report writing, facilitating training and capacity building, including an understanding of adult learning principles;

Senior Project Officer – Multilingual Education (SPO-MLE)
The Multilingual Education project aims to provide technical support to the Ministry of Education, Youth and Sports on pre-service teacher training curriculum, the revision of multilingual education textbooks and improving the quality of multilingual education programs through training programs and outreach campaign activities in two provinces.
The Senior Project Officer - Multilingual Education will be responsible for assisting with the implementation of project activities, such as planning, providing training and developing training and educational materials. The SPO will work closely with the target District Offices of Education (DOEs), District Training and Monitoring Teams (DTMTs) and School Management Committees (SMCs) on trainings and promoting education. The SPO will contribute to donor reporting through monitoring project progress and supporting the collection and analysis of project data. They will need to develop professional networks and coordinate and participate in a range of meetings, trainings and workshops.
As the project is focused on multilingual education, it is essential that the candidate has an understanding of and willingness to work with indigenous communities, preferably with previous experience in multilingual education. Interpersonal skills and working closely as a team are essential characteristics for this role. The candidate must have an understanding of and experience working in the education system in Cambodia, particularly policies, guidelines and teaching methodology. Facilitation, networking and negotiating skills are essential. It is important that the candidate demonstrates a commitment to gender equality, women’s empowerment and social inclusion.
- Develop work plans and implement project activities in accordance with the approved work plan and budget;
- Review and prepare materials for trainings and campaign events;
- Organise high-quality trainings and workshops for project participants including DOEs, DTMTs and SMCs to rollout cascade training and back to school campaigns;
- Coordinate and provide support to DTMT core trainers and SMCs to organize trainings and campaign events at the village level to promote the importance of education to the community;
- Collaborate with the MEL team to manage, maintain and regularly update activity tracking system (ATS), collect and analyze project data and provide updates on project progress and challenges to their line manager, in the timely manner;
- Ensure proper documentation of training and workshop reports and case studies, providing relevant information to their line manager for donor reports;
- Coordinate and participate in relevant meetings, trainings and develop professional networks among key stakeholders; and
- Participate in and promote a safe and secure work environment, to foster a safe and secure culture and ensure compliance with CARE Cambodia’s safety and security policies and procedures.
