National Benefit & Monitoring Expert (1 Position)
The consultant is for Intermittent Based at MPWT
The Consultant will support the Road Asset Management Project (RAMP) II for improving the condition, safety and climate resilience of selected national road corridors in Cambodia.
- NBME will work under the overall direction of the International Team Leader (ITL) and the NBME will lead the benefit monitoring activities to ensure that there are the economic analysis reports that can be used as the baseline for the project mid- term review, and for final project completion. The main tasks of this position include:
- Visit the proposed roads for upgrading and maintenance and discuss with Ministry of Public Works and Transport (MPWT) staff and other development partners to obtain data necessary for the tasks. As such, the NBME will collect existing traffic volume data, to determine the daily average traffic volumes, and forecast traffic volume growth.
- Collect a set of basic road deterioration and road user related data, to determine the economic indicators to suit the current situation and necessary for Highway Design and Maintenance (HDM-4) analysis.
- Conduct economic analysis of the proposed rural roads based on HDM-4 model, and conduct risk and sensitivity analyses in line with IDA's Guidelines.
- Adopt a life cycle cost approach and make an analysis to determine the most economical upgrading method for the current roads of MPWT.
- Draft a summary report outlining the issues, the proposed project, its inputs, outputs, outcome and impacts, and its budget and general implementation arrangements..
- Provide an economic analysis report as the baseline, the midterm report, and draft final report of satisfactory quality, to be in the form of main text for a final report and appendixes of a Project Implementation Completion report (ICR).
- Conduct benefit monitoring and evaluation during the project's mid-term review and at the project completion phase.
- Candidate must be an expert in economic analysis in road projects with minimum qualification of Transport Economist. Must have at least Bachelor degree in economics or civil engineering.
- Should have at least 10 years experiences as an economist with at least 3 assignments as the transport economist working in IDA or ADB-Financed road construction projects andsimilar work experience of 2 assignments with International Organizations;
- Must have fluency in written and spoken English.
Economic Specialist for Rural Road (1 Position)
The consultant based at SBK R&D Head Office and MRD
The consultant will support the Sustainable Asset for Agriculture Market Business and Trade –SAAMBAT Project with objective for sustainability increase productivity of youth, enterprises and the rural economy.
- The consultant is under the overall direction of the International Team Leader (ITL), the ESRR will work closely with international and national team to ensure that the work meets the require standards for economic analysis of rural roads as specified. The main tasks of this position include:
- Regular visit to the proposed rural roads for rehabilitation as advised by the team leader/deputy team leader to collect data necessary for the tasks.
- Collect a set of basic road deterioration and road user related data to determine the economic indicators to requirement on economic analysis, adequately.
- Assist in developing the methodology for conducting traffic counts (before and after rehabilitation) in order to collect data required for cost-benefit analysis.
- Prepare cost-benefit analysis of roads and other infrastructure proposed for rehabilitation, demonstrating compliance with the screening criteria.
- Adopt a life cycle cost approach and make an analysis to determine the most economical rehabilitation method for the current rural roads of Ministry of Rural Development (MRD) and value chain infrastructure facilities;
- Prepare cost-benefit analysis of rehabilitated roads.
- Survey and report on qualitative evidence of economic benefits, including increase in number of roadside businesses.
- Prepare economic report.
- Expert should have at least a Bachelor’s Degree (Masters preferred) in Economics, finance or a relevant field with a minimum 5 years of experiences in economic analysis specifically with international donors/ banks for rural road and other types of Infrastructure facilities.
- Must have fluency in written and spoken English
National Project Management and Rural Infrastructure Specialist (1 Position)
The consultant is for Intermittent Based at MRD
The consultant will provide technical support to the Climate-Friendly Agribusiness Value Chains Sector-CFVAC Project for improving the completeness of agricultural value chains in Kampong Cham, Tboung Kmom, Kamport and Takeo provinces.
- Under the guidance of the Coordinating Project Director, Project Manager and in coordination with the Team Leader, the expert will perform the following tasks:
- Assume the team leader’s responsibility in the absence of the international team leader.
- Provide necessary technical and management support to the executing and implementing agencies for effective project implementation.
- Develop and prepare annual detailed work plan in consultation with the executing and implementation agencies to be used and submitted annually.
- Assist in establishing an appropriate management and monitoring system.
- Review the detailed technical specifications of equipment, materials and civil works completed by the feasibility and detailed design consultants.
- Assist in ensuring coordination between central level agencies, relevant technical support departments and stakeholders at the provincial, district and commune level.
- Supervise the civil works carried out under the project, in coordination with the PMU and IAs at the provincial, district, and commune level.
- Review and collate reports from other consultants, PPIUs, and implementation agencies, highlighting discrepancies, and where applicable implement recommendations.
- Quality check of the progress reports, safeguard monitoring reports, and other compliance reports prior to submission to MAFF and ADB.
- Expert must have a Master’s Degree in water resources / irrigation engineering and preferably 10 years of experience in design, implementation and management of irrigation systems.
- At least with 5 years’ experience of working with international consulting firms in donor funded projects and government;
- Excellent communication silks in spoken and written English.
National Water Management and Irrigation Engineer Specialist (1 Position)
The consultant will provide management and technical assistance to the executing and implementing agencies in the implementation of the Climate Friendly Agribusiness Value Chains Sector project (CFVAC).
- Assist the Team Leader, the Deputy Team Leader, the PMU and MOWRAM and in particular the PMU’s civil engineer, PPIUs in the contracting and oversight of the survey and designs related to irrigation systems, drip irrigation and surface water catchment ponds: the work will include the planning of O&M systems with community participation, the expert will perform the following tasks:
- Providing necessary technical and management support to the executing agencies for effective project implementation relating to off-farm and on-farm irrigation and water catchment;
- Assisting in the development of a detailed work plan for the irrigation system’s infrastructure activities with the implementation agencies, this includes establishing an appropriate management and monitoring system;
- Ensuring the sites for support are appropriate, make field trips to confirm eligibility criteria is satisfied and report back to the Team Leader, Deputy Team Leader and PMU;
- Reviewing the designs prepared by the design consultants and make recommendations for revision and updating the bill of quantities, if necessary;
- Assessing the plan for the construction of the off-farm and on-farm irrigation systems and evaluate requests from PDAFF (drip and water catchment ponds) and PDWRAM (irrigation systems) in relation to the location of the infrastructure in-line with the selection criteria detailed in the PAM. Make field trips to confirm eligibility criteria is satisfied and report back to the team leader, deputy team leader and PMU;
- Collaborating with those responsible for FWUC capacity building (MOWRAM, PDWRAM and consultants) to develop the training program and wherever possible make recommendations for improvement;
- Supervise and liaise with the consultants that are contracted to conduct the infrastructure work and offer guidance to them when needed and for each water management and irrigation site assess the compliance to climate resilience in the design;
- Working with PMU and implementation consultant management on the procurement of drawing up of tender documents, selection of eligible bidders and provide guidance to the procurement selection committee on choice of contractor. The procurement will be in accordance with the Government of Cambodia and ADB Guidelines on Procurement;
- Monitoring the onsite construction to ensure the work is compliant with the quality required and it will be handed over on-time, if not report back to the PMU highlighting issues identified;
- Proposing appropriate operation and maintenance regimes and options for PPP arrangements; and
- Contributing to the elaboration and submission of the progress reports for submission to PMU and M&E staff, the frequency of reporting will be in accordance to that specified in the PAM.
- Preferably have a degree in civil engineering with a major in the design of water management and irrigation systems design; and at least 7 years of professional experience in the climate resilient design, operation and maintenance of water management and irrigation systems, with good knowledge of drip irrigation as well as surface water catchment ponds for supplementary irrigation. The expert will have managerial, analytical and interpersonal skills and a proven ability to communicate clearly in English.
National Cooperative Storage and Rural Roads Engineer Specialist (2 Positions)
The consultant will provide management and technical assistance to the executing and implementing agencies in the implementation of the Climate Friendly Agribusiness Value Chains Sector project (CFVAC).
- The specialist will assist in the contracting and oversight of the cooperative storage unit and rural road infrastructure development within the project and the planning of O&M systems including but not limited to the following:
- Provide necessary technical and management support to the executing agencies for effective project implementation relating to cooperative storage units and rural roads
- Assist in the development of a detailed work plan for cooperative storage units and rural road infrastructure development in consultation with the implementation agencies, this includes establishing an appropriate management and monitoring system
- Review the designs prepared by the PPTA consultants and make recommendations for revision and updating the bill of quantities
- Assess the plan for the construction of the cooperative storage units and evaluate the requests from PDAFF and Agricultural Cooperative Promotion for the siting of units. Make field trips to confirm eligibility criteria is satisfied and report back to the team leader, deputy team leader and PMU
- For each cooperative store that is approved, assess the need to climate resilient rural roads and make recommendations as necessary
- Work with the cooperative drying and storage units’ capacity building experts and specialist to incorporate design and operation characteristics into the training program for cooperative members and government officials
- Supervise and liaise with the consultants that are contracted to conduct the infrastructure work and offer guidance to them when needed
- Propose appropriate operation and maintenance regimes and options for PPP arrangements
- Provide inputs in the preparation of the bidding documents, evaluation of bids, contract negotiation and contract
- Monitor the onsite construction to ensure the work is compliant with the quality required and it will be handed over on-time, if not report back to the PMU highlighting issues identified.
- At handover, submit an O&M plan for the cooperative storage units and lay down guidelines and procedures to ensure O&M is complied with;
- Contribute to the progress reports for submission to the PMU and M&E staff, the frequency of reporting will be in accordance to that specified in the PAM.
- Preferably have a degree in civil engineering with postgraduate qualifications in the design and oversight of contracts for dry goods storage units and rural roads; and at least 7 years of professional experience in the operation and maintenance of storage units and the repair and maintenance of rural roads and be familiar with climate resilient infrastructure and the use of renewable energy in building design. It is advantageous if h/she has good analytical and interpersonal skills and good communication skills (written and spoken) in English.
