Communications and Knowledge Management (CKM) Manager

Position Summary

The position is for Greater Mekong Community Affairs (GMCA) Department, Mekong Institute, Khon Kaen, Thailand

We are seeking a Communications and Knowledge Management (CKM) Manager for Communication and Knowledge Management (CKM) Unit, Greater Mekong Community Affairs (GMCA) Department. The position is based at Mekong Institute, located on Khon Kaen University campus, Northeast Thailand. Khon Kaen, a growing city, is the commerce and political center of Northeastern Thailand and an important gateway to other GMS countries.

This position is under the supervision of the GMCA Director, the CKM Manager serves as the main focal point for internal and external communications of the intergovernmental organization. H/She has the overall responsibility of developing and implementing visual identity and branding guidelines, communication strategies and plans, as well as identifying key messages, conceptualizing and organizing official events, and releasing compelling narratives on the development impacts of MI’s programs, institutional strengthening efforts, and partnership building initiatives. In addition, the Communications Manager is tasked to oversee MI’s knowledge management, as well as maintain the organization’s digital platforms and media relations to broaden visibility outreach and support broad-based engagement. H/She will also provide support to the Office of the Executive Director (OED) and program departments in relation to program activities, project proposal development, and other content-forming initiatives that are within CKM responsibilities.

  • Lead the development and implementation of MI’s Communications Strategy and Plan
  • Responsible for the quality of institutional materials and activities, including their alignment with MI’s official branding, visibility, and messaging
  • Oversee knowledge management, including the maintenance of the MI alumni database and E-learning page
  • Manage digital platforms and channels such as the MI website and social media pages
  • Plan, organize, and facilitate official MI activities in coordination with OED and program departments
  • Main responsibilities and tasks
  • Materials and activities listed below will be co-developed and implemented in collaboration with the CKM team and program departments.
  • MI Branding, Messaging, and Institutional Reporting. Ensure timely and quality development and design of institutional materials such as the monthly E-Briefing, bi-annual Mekong Connection, annual report, calendars, briefing notes, and other related documents. This also includes the provision of institutional templates, which cover the official PowerPoint presentation, training banners to report covers.
  • Quality Control of MI Materials. Ensure the quality of English-written materials such as press releases, terms of references, success stories, activity announcements, institutional reports, among others, by editing these before public release—unless specified otherwise by program departments.
  • Advocacy and Awareness: Develop content such as brochures, project snapshots, as well as design visual materials that can range from infographics to banners.
  • Budget management: involve and prepare the annual budget, revised budget and the budget proposal for CKM unit accordingly to MI policy and procedure.
  • Human Resource Management: Provide necessary capacity development support to all supervisees in order to ensure they are fully competent to fulfil their role and tasks, conduct the annual staff performance plan, staff mid-term and annual performance review and coach & advise and encourage staff to work as the team to reach organization goal.
  • Digital Communications and Social Media. Maintain MI’s website and social media sites through regular content development, posting, and monitoring.
  • Knowledge Management: Support the continuous sharing and feedbacking of internal information through the facilitation of knowledge sharing sessions, the management of databases that are within the scope of the CKM Unit, and the archiving of communication materials.
  • Events and Campaigns: Conceptualize, organize, and document institutional activities and online/on-site events/platforms such as forums, seminars, meetings, and events to promote strategic interests, priorities, transparency, and advocacy.
  • Media Relations: Develop and maintain contact information and relationships with media representatives.
  • Monitoring and Evaluation: Monitor and evaluate impacts of communication strategies, materials, and tools, as well as events/campaigns for reporting to GMCA Director and ED, Governing Board, and donor partners.
  • Perform other related tasks, as assigned by GMCA Director and ED.
Requirements - Skills, Qualifications, Experience
  • Essential
  • Master’s degree in communications, journalism, knowledge management, or any other related field
  • Excellent English writing, speaking, and comprehension skills, with the ability to reframe complex technical concepts into accessible terms for the public
  • Ability to manage teams that deliver communication and knowledge management services
  • Proficient public speaking, facilitation, and presentation skills
  • Able to work in a team and to coordinate with others
  • At least 10 years of experience in development communications or communications management, ideally in an international setting
  • Willingness to live and work in Khon Kaen, Thailand
  • Willingness to travel within the GMS, if required

Monitoring Evaluation and Learning (MEL) Officer

Position Summary

The position is for Greater Mekong Community Affairs (GMCA) Department, Mekong Institute, Khon Kaen, Thailand

Reporting to the Monitoring, Evaluation and Learning (MEL) Specialist, the role of the MEL Officer is to support the design, development, and implementation of Results-Based Management system in MI Secretariat and GMS member countries.

  • Contribute to develop/update MI Results Framework, Logical Frameworks, and other key instruments to operationalize MI’s Strategic Plan
  • Support in capacity building of MI staff and professionals from the GMS countries on MEL systems, tools and processes
  • Support in design and development of ICT-based MEL system and manage the system
  • Collection and analysis of M&E data and reporting of results.
  • Main responsibilities and tasks
  • Design suitable M&E mechanisms and tools for reporting of MI Results Framework and Logical Frameworks for MI's contribution to GMS Development and institutional strengthening
  • Facilitate capacity development training, workshop, orientation, and on-the job technical support to the staff of MI Secretariat and its boundary partners to implement the MEL systems
  • Facilitate to develop Annual M&E plan by all department/units of MI as well as boundary partners, as required
  • Support in designing the ICT-based M&E data collection tools and ensure the collection of all required data from MI departments, units and its boundary partners
  • Supports in preparing quarterly, semi-annual, and annual performance reports for MI, ensuring the standard quality of data
  • Organize workshops on reflection and learning workshops among the staff.
  • Provide advisory and consultancy services on MEL to the GMS member countries, development partners, and other organizations.
  • Any other reasonable task assigned by MEL Specialist or Senior Management Team of MI.
Requirements - Skills, Qualifications, Experience

  • Master’s degree in Applied Statistics, Statistics, Economics, Anthropology, Sociology, or any other fields related to Monitoring, Evaluation and Research
  • Minimum of three years’ experience in MEL related position
  • Strong technical knowledge and skills in MEL, including system design, development, establishment, and maintenance
  • Strong expertise on methodologies and tools related to project management, monitoring, evaluation, and research/study
  • Sound skills in analyzing, synthesizing, documenting, and presenting results
  • Knowledge on ongoing and emerging issues in the GMS and beyond
  • Sensitivity to cultural differences
  • Strong facilitation skills in M&E capacity building

Program Specialist

Position Summary

The position is for Trade and Investment Facilitation (TIF) Department, Mekong Institute, Khon Kaen, Thailand

Reporting to the Director of TIF, the role of the Program Specialist is to work with subject experts to design and development of capacity development programs, deliver capacity development activities as required, and conduct evaluation and feedback sessions to continually improve subsequent capacity development programs. She/he also conducts research for use as case studies in capacity development programs and policy dialogues.

  • Contribute to the formulation program concepts, proposals and budgets
  • Design and coordinate program delivery specifications to ensure that high quality capacity development contents and methodologies are delivered together with qualified resource persons (session planning, resource persons, field visit sites, facilitators, online training packages, etc.).
  • Take the Team Leader or Lead Facilitator role for designated activities, facilitating all necessary tasks. This includes coordinating with other members of the department, working with resource persons in preparing session plans and materials, facilitating activities, and synthesizing and evaluating each capacity development session or module.
  • Contribute to the continuous improvement of all capacity building packages used for department programs.
  • In coordination with M&E Officer, design evaluation methods for capacity building activities.
  • Provide information needed capacity development activity budgets
  • In collaboration with MI local partners, conduct research on emerging issues related to thematic area and develop case studies to be used for capacity development or policy dialogue.
  • Represent MI in external relationships through publications, attendance at conferences, workshops, etc.
  • Ensure the quality of project completion reports, evaluation reports, and post activity follow up in accordance with MI standards and or as required by development partners.
  • Write information on thematic area for MI website and contribute to MI publications (Mekong Connection, Course Design Statement, Brochures, etc.)
  • Under the guidance of the Executive Director establish and maintain good relations with MI Coordinating Agencies and concerned development partners, and collaborating agencies.
  • Deputize for the Director of TIF as requested and automatically become Officer in Charge of department during absence of the Director of TIF.

  • PhD or Advanced degree in a subject relevant to the department's program (trade, economics, regional development etc.)
  • Knowledge of the international trade, SME development, trade agreements, trade policy and relevant knowledge in the GMS, region, ASEAN and global.
  • Understanding of technical concepts related to project management such as logical frameworks, results-based management, evidence-based advocacy, and research methodology
  • Minimum of five-year experience in:

Program Coordinator

Position Summary

Department/Unit Trade and Investment Facilitation Department (TIF)

Duty Station Mekong Institute, Khon Kaen, Thailand

Role of Department

The role of the TIF Department is to produce and deliver capacity development programs and products including training, research, network building, fora, dialogue facilitation, action research, policy research, etc. that are up to date, reflecting regional and global change in trade and investment facilitation, and relevant for the GMS region. The department is responsible for the following deliverables:

  • Capacity development activities that are donor funded project based and customised stand-alone activities, and the fee-based Professional Development Series.
  • Publications including policy papers, training of trainer packages, research publications and MI Professional Series papers.

  • In coordination with M&E unit, design evaluation forms for activities, administer pre-test, post-test, and on-line evaluation system.
  • Devise the budget for project activities.
  • Disburse activities budgets and report on expenditure according to MI procedures
  • Responsible for project completion reports, evaluation reports and post activity follow up in accordance with MI standard and or as required by funding partners under the guidance of MI management.
  • Liaise with MI Coordinating Agencies, government officials, local partners, development partners and collaborating agencies as required for capacity development activities.
  • Contribute to information releases on thematic area for MI website and contribute to MI publications (Mekong Connection, Course Design Statement, Brochures, etc.).

Requirements - Skills, Qualifications, Experience
  • Essential
  • Master’s degree in economics, International trade, development, or related field.
  • Knowledge of the technical issues relevant to the program in the GMS, region and ASEAN, and globally.
  • Basic understanding of technical concepts related to project management such as logical frameworks, results-based management, evidence-based advocacy, and research methodology.
  • Minimum of three years’ experience in:
  • Project implementation, particularly of capacity development projects.
  • Design and implementation of capacity development activities, particularly as a facilitator; and/or
  • Carrying out research studies and surveys.
  • Proven skills and experience in facilitation of capacity development activities in the program’s technical specialism.
  • Candidate should have advanced working knowledge of MS Office (Word, PowerPoint, Excel, Publisher and Canva). Candidates with design and layout skills and adept in using Adobe Photoshop and Pagemaker is an advantage.
  • Proven ability to communicate in English language in written and spoken form.
  • Good negotiation and interpersonal skills.
  • Proven ability to work in a multi-cultural team and coordinate with others.
  • Desirable
  • Experience in project implementation in the GMS region and beyond, particularly on capacity development projects.
  • Skills in any of the languages of the GMS region.
