Finance and Investment Director

Position Summary

Overview

Abt Associates seeks applications for a Finance & Investment (F&I) Director to serve on the USAID-funded Cambodia Agriculture Partnership Hub (APH), an anticipated five-year project beginning in mid-2022 based in Phnom Penh.

The purpose of the project is to promote diversification within Cambodia’s agricultural sector through targeted private sector partnerships that have the potential to link with new markets, create jobs for Cambodians, and improve livelihoods. The F&I Director will serve as a member of the project’s senior leadership team.

Expectations - Duties, Responsibilities
  • Support the COP in defining the project’s overall technical approach, drafting annual work plans, and implementing an integrated set of activities to achieve project goals.
  • Lead the project’s work to increase private sector investment that will strengthen competitive, climate-smart and resilient agriculture market systems.
  • Identify opportunities for investment that will contribute to a more competitive and resilient agriculture sector and attract institutional and individual investors interested in making such investments. Develop materials to help increase potential investors’ understanding of investment opportunities; conduct events and outreach to reach investors; and support investors’ efforts to explore and complete the investment.
  • Identify financial institutions with the potential to expand their agricultural lending, especially for agricultural processing and export. Develop partnerships with these institutions to develop or expand programs for these purposes.
  • Contribute to the design of project initiatives to improve borrowers’ financial management and demonstrate creditworthiness.
  • Collaborate with the project’s M&E staff to collect and analyze data for monitoring, learning, and reporting. 
  • Ensure that the activities and results are implemented in a timely manner within the approved budget.

  • Experience working in, or closely with, a major Cambodian financial institution.

Market Linkages Director

Innovative Technologies Director

The purpose of the project is to promote diversification within Cambodia’s agricultural sector through targeted private sector partnerships that have the potential to link with new markets, create jobs for Cambodians, and improve livelihoods. The Innovative Technologies Director will serve as a member of the project’s senior leadership team.

Expectations - Duties, Responsibilities
  • Support the COP in defining the project’s overall technical approach, drafting annual work plans, and implementing an integrated set of activities to achieve project goals.
  • Lead the project’s work to improve food safety, quality, and effective traceability of agricultural products through the increased availability and use of innovative technologies.
  • Identify constraints to food safety, quality, and competitiveness that can be addressed by broader use of innovative technologies; determine which technologies have the potential to best address the constraints.
  • Identify market actors, especially women and youth, who are able and willing to expand their provision of these technologies to producers and other actors in the market system; facilitate their efforts to reach and successfully serve customers and ultimately strengthen food safety, quality, and responsiveness to market demand.

Agriculture Partnership Development Expert

Abt Associates seeks applications for Agriculture Partnership Development Experts to serve on the USAID-funded Agriculture Partnership Hub, an anticipated five-year project beginning in mid-2022 based in Phnom Penh.

The purpose of the project is to promote diversification within Cambodia’s agricultural sector through targeted private sector partnerships that have the potential to link with new markets, create jobs for Cambodians, and improve livelihoods. The Agriculture Partnership Development Experts will serve as members of the project’s core management team.

Expectations - Duties, Responsibilities
  • Support the COP in defining the project’s overall technical approach, drafting annual work plans, and implementing an integrated set of activities to achieve project goals.
  • Carry out the project’s work to strengthen the technical and business capacity of producers, including women and youth farmers and entrepreneurs, and help them respond to market opportunities.
  • Work with key project partners (producers, agricultural cooperatives, input supply companies, financial institutions, and other companies along the supply chain) to develop growth plans, capture specific market opportunities and address constraints.
  • Develop concepts for grant programs supporting priority initiatives and innovations in the above areas; supervise applicable grants.
  • Develop initiatives to advance the use of agricultural technologies to improve competitiveness.
  • Work with other technical specialists to achieve a holistic and integrated approach to project objectives.
  • Collaborate with the project’s M&E staff to collect and analyze data for monitoring, learning, and reporting.

Abt Associates seeks applications for Gender and Youth Expert to serve on the USAID-funded Agriculture Partnership Hub, an anticipated five-year project beginning in mid-2022 based in Phnom Penh.

The purpose of the project is to promote diversification within Cambodia’s agricultural sector through targeted private sector partnerships that have the potential to link with new markets, create jobs for Cambodians, and improve livelihoods. The Gender and Youth Expert will serve as a member of the project’s core management team.

Expectations - Duties, Responsibilities
  • Contribute to defining the project’s overall technical approach, drafting annual work plans, and implementing an integrated set of activities to achieve project goals in a way that will expand economic opportunities for women and youth.
  • Work with project staff responsible for each sub-intermediate result to tailor project activities to ensure and enhance the involvement of women and youth. Activities will cover areas including private sector financing and investment, strengthening the capacity of agriculture market actors, access to markets, and use of technology.
  • Work with project staff to identify and design activities specifically targeting women and youth, with the aim of helping women and youth generate income through employment and/or entrepreneurship, including in climate-smart agriculture.   
  • Collaborate with the project’s M&E staff to collect and analyze data for monitoring, learning, and reporting. 
  • Ensure that the activities and results are implemented in a timely manner within the approved budget.

Monitoring, Evaluation, and Learning Manager

Position Summary

Overview

Abt Associates seeks applications for Monitoring, Evaluation, and Learning (MEL) Manager to serve on the USAID-funded Agriculture Partnership Hub, an anticipated five-year project beginning in mid-2022 based in Phnom Penh.

The purpose of the project is to promote diversification within Cambodia’s agricultural sector through targeted private sector partnerships that have the potential to link with new markets, create jobs for Cambodians, and improve livelihoods. The MEL Manager will serve as a member of the project’s core management team.

Expectations - Duties, Responsibilities
  • Design, implement, and periodically update the project’s monitoring, evaluation, and learning (MEL) plan.
  • Work with Abt home office staff to set up the project’s M&E platform for data collection, data management, and basic analytic and visualization needs.
  • Establish baseline measures and periodic data collection tools to report on results, inputs, outputs, and lessons.
  • Supervise all data collection, data entry and analyses.
  • Provide guidance to M&E specialists and project partners on data collection methodologies and tools.
  • Periodically verify data quality using participatory data collection methods and other verification techniques.
  • Conduct analyses and syntheses of key data and indicators.
  • Oversee and lead qualitative and quantitative data collection processes and strategies.
  • Contribute to quarterly strategy reviews.
  • Prepare reports and assist the staff to prepare reports (quarterly reports, annual reports, annual work plan, etc.).
  • Design tables and ensure data accuracy in all reports conveying data.
  • Ensure that monitoring data are entered into USAID’s reporting system.
  • Drive the project’s overall learning agenda to derive lessons and best practices from project activities.
  • Provide feedback to the project technical leadership teams on project results and best practices in monitoring and usage of data collection tools.

Grants Manager

Position Summary

Overview:

Abt Associates seeks applications for a Grants Manager to serve on the USAID-funded Cambodia Agriculture Partnership Hub, a five-year project based in Phnom Penh. The purpose of the project is to foster competitive, resilient, and inclusive agricultural market systems that provide increased jobs and income for Cambodians, especially women and youth.

The Grants Manager will supervise the Grants team and report to the Deputy Chief of Party. They will oversee a grants fund of at least $9 million, ensuring compliance with local standards, laws, regulations, and administrative policies, as well as USAID regulations.

The Grants Manager will also oversee and facilitate smooth grant disbursements and ensure appropriate grant administrative procedures are in place, maintained, and carried out effectively in compliance with USAID and Abt regulations. The Grants Manager will work together with Senior Portfolio Manager and other technical team members to develop grant programs and ensure effective communications with grantees, as well as manage proper use of grant funding in response to the project’s objectives.

This position will be based in Phnom Penh and will begin as soon as an appropriate candidate is identified.

Expectations - Duties, Responsibilities
  • Oversee grants administration, compliance, and implementation procedures, and ensure compliance with USAID procurement regulations and local laws
  • Conduct grants solicitations and advertisements; design and prepare grant review guidelines for evaluators, including scoring formats; convene grant committee meetings; participate in negotiations with applicants; and prepare the negotiation memoranda and awards
  • Review grants manual and related program documents as required
  • Develop and implement a grant tracking system to ensure the timely and correct execution of all grant agreements
  • Work closely with the Senior Portfolio Manager to ensure effective communications with grantees, USAID, and Abt’s US office.
  • Collaborate with various Agriculture Partnership Hub teams (including technical, grants, MEL, and communications) to ensure grant performance-based deliverables are well tracked and performed
  • Collaborate with the Senior Portfolio Manager to document and surface opportunities to expand the grants program, particularly for opportunities in climate-smart and gender, youth, and social (GYSI)
  • Make periodic visits to project grantees that are executing projects supported by grants funds
  • Organize and/or provide ongoing support and training to strengthen grantees’ financial, management, and governance systems, as well as operational policies and manuals
  • Review invoicing from grantees and ensure that all payment requests are supported and justified by appropriate documentation
  • Facilitate the technical approval and payment of grantees for work completed
  • Propose appropriate solutions to any issues related to grant oversight and administration, for discussion with Chief of Party and Deputy Chief of Party
  • Ensure successful and compliant close-out of grant activities
  • Other duties as assigned by Chief of Party and Deputy Chief of Party
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree in business administration or other relevant field, with at least two years of experience in managing grants, overseeing project budget activities, and/or performing monitoring activities
  • Progressively challenging work experience in grants management, program coordination, monitoring, learning, or organizational development
  • Knowledge of USAID rules and procedures related to grants strongly preferred
  • Ability to learn and adapt quickly, and work independently
