Manager, Assets and Liabilities Management

Job Introduction:
The incumbent is responsible to develop and update Assets and Liabilities Management policies and procedures in order to reflect the current market conditions and regulations. He/she is also responsible to analyze the balance sheet to explore and develop company’s risk mitigation tools to ensure the effectiveness and efficiencies for cash management and the uses of company's assets to maximize profitability and minimize financial risk.
- Manages the maturity of Assets and Liabilities by ensuring the institution can meet all obligations in the next time frame and provides effective recommendations for critical decision making to the committee;
- Analyzes Assets and Liabilities Management reports to ensure the company is not exposed to financial risk and provides recommendations to ALCO committee in maximizing profitability;
- Develops and revises Assets and Liabilities Management policies to maximize net interest income and minimize risks due to mismatch between assets and liabilities;
- Analyzes funding and lending costs to provide recommendations for critical profit enhancing decisions by ALCO;
- Monitors and manages on all regulatory and internal ratios to ensure the institution is always in compliance and alerts Management shall there is any possibilities of the breach;
- Monitors liquidity risk, market risk and counterparty risk to ensure the institution is operating profitable with lowest risk;
- Develops and analyzes savings volatility by product types and currency to manage or forecast savings stability for the company;
- Analyzes savings withdrawals before and on maturity by product types and currency to know the percentage of monthly withdrawals to ensure the company has enough liquidity to support normal requirements, plus a buffer to reduce the likelihood that liquidity falls below these;
- Manages maturity of deposit and work closely with sale team to ensure the enough fund to support customers withdrawal needs;
- Analyzes deposit by different category/segmentation in order to provide recommendation to management for their decision making;
- Organizes monthly ALCO meetings to assess the company's balance sheet and take appropriate action;
- Prepares PowerPoint presentations on Asset and Liability Management for ALCO meetings and provide recommendations to support the committee’s decision making;Drafts ALCO meeting minutes for validation by the committee and circulate it to all relevant departments so they can take necessary action.
- Degree in Accounting and Finance or other related fields;
- Minimum 3 years of relevant experiences in Assets and Liabilities Management;
- Strong practical knowledge in financial reporting and analysis;
- A positive approach to challenges, and possessing an advisory manner with excellent interpersonal and communication skills;
- High commitment and able to work under pressure;
- Excellent verbal and written communication both Khmer and English;
- Good computer literacy and knowledge in Advanced Excel is a plus.
Manager, Legal
Report: Head of Legal and Compliance
Location: Head Office
Job Introduction:
The incumbent is responsible to lead Legal Team in providing legal support to Amret to ensure its structures are legally compliant and up to date & effectively manage and minimize regulatory risks.
- Provides legal updates and translate legal requirements to ensure Amret's activities are conducted in conformity with laws and regulations;
- Works proactively with Senior Management and internal Departments to ensure that regulatory risks have been identified and taken appropriate course of action;
- Assesses Legal implications and advice on things such as; high value transactions, contracts, loan documentation and internal policies;
- Participates or takes lead in negotiations with prospective business partners and authorities and liaises with external Legal Counsel, if needed;
- Gives advice and review the progress of outstanding litigation to protect company’s interest;
- Oversees the provision of internal trainings to sales force on legal topics such as; contract law and land law;
- Supports the corporate secretary duties;
- Contributes to the design of regulatory compliance testing;
- Coaches Legal Team to improve their capacity in performing jobs;
- Undertake other duties as may be assigned by Head of Legal and Compliance from time to time.
- Degree in Law, Postgraduate Degree is a plus;
- Minimum 4 years’ work experiences in overall legal experience ideally gained in Legal Advisory or Financial institution;
- Ability to draft high standard contracts and provide legal counsel as well as knowledgeable in legislation;
- Strong background in commercial and corporate litigation;
- Excellent verbal and written communication skills in both Khmer and English;
- Having networks and able to build relevant professional networking;
- Excellent in communication skills necessary for interaction with authorities and negotiating parties.
Senior Officer, Business Analytics

Job Summary
To assist in developing the standards, tools and methods, in predictive analytics and business intelligence, and conduct data crunching to answer business questions, analyze and predict client behaviors and patterns both for marketing and risk purposes.
- Analyze trends and patterns in (complex) customer data sets using standard data analytics to recommend potential business use cases;
- Contribute to design, develop, and deploy required analytical data queries in response to business user needs;
- Design approaches and tools to monitor data quality;
- Participate in models' deployment (training of users when needed), variable adjustments and monitoring (change control and testing processes for modifications to data models);
- Work with application development team to coordinate the creation and management of data queries;
- Develop routines for end users to facilitate best-practice using of data mining tools
- Bachelor degree in statistics, economics, analytics, and computer science preferred. Fluency in English language (written and verbal);
- At least 1 year experience with data analysis, data visualization, and statistical reporting;
- Strong commands in Excel, and SQL;
- Strong familiarity with large data preparation, processing, classification, and forecasting;
- Knowledge of data modeling tools and statistics as well as statistics software (R, Python etc.);
- Self-starter and passionate to explore data, business concepts, and new innovation;
- Basic products knowledge in MFI/Bank, and T24 system;
- Data analytics professional certification.
Supervisor, Portfolio Analytics
Report to: Manager, Portfolio Analytics
Location: Head Office
Job Summary
Supervisor, Portfolio Analytics is in charge of developing portfolio risk tools/methodologies to monitor and analyze on loan portfolio growth and quality analysis, written off recovery trend and rate analytics, roll rate analysis and preparing reports to related managers and CRC for information as well as decision making. She/he will also support on retrieving data for the related managers and relevant requests; get involved in developing, monitoring and enhancing the credit scorecard, and generating the ECL framework and report.
- Monitor and analyze the quality of portfolio (PAR), loan growth, and loan concentration for Amret level by main sectors, product types, product features as well as geography and collateral types;
- Monitor roll rate analysis to enhance the portfolio quality monitoring and reporting to management and related parties to calculate the probability of default (PD) to align with IFRS9 requirement on expected loss calculation;
- Monitor the trend of accumulated written off loan as well as written off recovery by regions and branches by working cooperation with loan recovery unit as well as accounting unit;
- Conduct PAR analysis by find out the main root causes of PAR occurrence in order to prepare narrative analysis report to relevant stakeholders;
- Zoom up the significant loan growth of loan as well as PAR growth on the specific loan main sectors, products, and purpose as well geography;
- Get involved in model development by reviewing regularly and proposing the variables included in the model;
- Make sure the variables in the model are updated and with an acceptable quality;
- Communicate with relevant parties in the model improvement process and scorecard generated in the system;
- Monitor the scorecard tool and result regularly; and critically read the result to check if it really fits with the current situation of the clients and the evaluation of BMs;
- Get regular feedback from end-users of the model and taking in their comments and suggestion for model improvement;
- Get involved in credit risk matrix by sector and product;
- Calculate the ECL ratio based on the framework and the equation;
- Produce the reports for NBC;
- Monthly prepare a flash report of PAR and report to CRC and management as soon as possible;
- Prepare monthly loan growth, PAR analysis report and update every two months to CRC and monthly to head of credit risk as well as manager, portfolio analytics and methodology;
- Prepare the quarterly CMA PAR and Loan portfolio trend and report to CRC and relevant stakeholders;
- Any report requested by executive managers related the tasks;
- Follow up, support and reinforce all sector decision/recommendation by CRC to ensure that it's fully implemented by related stakeholders;
- Assist to assess risk of high indebtedness in operational branches of Amret;
- CRC minute taker, GRC update and follow up the CRC decision;
- Assist to work other tasks assigned by HCR and CRC/ROC.
- Bachelor’s degree in banking and finance, accounting, and economics or related fields;
- At least 2 years’ experiences in risk assessment, audit, credit monitoring or related fields in MFIs or Banks;
- Experiences in research, portfolio management, and strong analytics;
- Strong commands in Microsoft Excel;
- Well mastered in communication skills;
- Self-motivation and team player.
Supervisor, Treasury and Strategic Risk
Report to: Senior Manager, Treasury and Strategic Risk

Job Introduction:
Supervisor, Treasury and Strategic Risk is in charge of providing support to the Treasury and Strategic Risk management by helping collecting the relevant data, identifying, analyzing and evaluating those data threatening the business' profit in a clear and actionable manner. She/he would be involved in developing simulation and stress testing of issues relating to treasury and strategic risk affected by internal and external factors with management direction. She/he also understands how to analyze Treasury Risk based approach and work with relevant departments to develop practical solutions that can be implemented to effectively mitigate and manage financial risk.
- Consolidate all the data from relevant departments to develop and generate Treasury and Strategic Risk framework;
- Monitor limit of some ratio required by National Bank of Cambodia (NBC);
- Analyze AMRET's financial statement such as Balance Sheet, Income Statement, and Other;
- Assist risk owner and Manager to control or manage Treasury and Strategic Risk;
- Support in Monthly Liquidity Risk Management Report preparation;
- Prepare Monthly Interest Rate Risk Sensitivity Report;
- Prepare Monthly Net Open Position (FX Risk) Report;
- Support in preparing Monthly ALCO pack for present in ALCO meeting;
- Monitor Risk event that affect to AMRET Treasury and Strategic Risk Management;
- Implement model to support strategic risk management function;
- Ensuring Strategic and treasury risk are correctly identifies and escalated when cannot be resolved at ground level;
- Check the requirement of regulatory bodies, especially National Bank of Cambodia (NBC) on the Treasury and Strategic Risk exposure;
- Identify analyze and evaluate Treasury and Strategic Risk within AMRET;
- Monitor Treasury and Strategic Risk and control to mitigate risk exposure;
- Develop and revise Treasury and Strategic Risk Reporting templates and formulas;
- Produce and update Treasury and Strategic Risk Report on regular basis;
- Make recommendations to manage Treasury and Strategic Risk exposures;
- Perform other tasks assigned by Manager.
- Bachelor’s degree in accounting, finances, banking, business administration, economics, or related field;
- At least 2 years experiences with MFIs or Banks, and 1 year’s experiences in Risk Management with MFIs or Banks;
- Experiences in data management and analysis is a plus;
- Proficient in analytical skills;
- Well in communication skills;
- Good Commands of Microsoft Office, especially in Excel.
