Training Officer (Social Work)

Job Overview:
Care for Children is looking for a Training Officer help contribute to the development the of Foster Care in Cambodia. Our project has been created in partnership with the Ministry of Social Affairs and Veterans and currently focuses on working closely with two government Residential Children Institutions (RCIs).
As a Training Officer, you will deliver training programs for these RCIs, as well as DoSVY and other key stakeholders. You will need to be a Cambodian national who will assist the Country Manager in co-ordinating and delivering Care for Children’s training program. The role will include amending and revising programmes as required to adapt to the specific needs of trainees. You will need to regularly analyse and review the success of the training delivered to determine what further learning is needed for future growth and development.
Initial Onboarding and Orientation will take place in Phnom Penh. Following this, the role will be predominantly based in Siem Reap. The role will also require some travelling between these locations.
- Working with the Country Manager and Project Co-Ordinator to develop strategic training plans to meet identified training needs.
- Scheduling training programs, including selecting course content from Care for Children’s training materials.
- Delivering training sessions and preparing other Care for Children training staff to do so.
- Monitoring training programmes and manuals to ensure they are contextualised, effective and up to date.
- Direct communication and consultation with RCI staff, government partners and other stakeholders.
- Collecting and sharing feedback on training workshops in order to evidence effectiveness of Care for Children’s training program.
- Providing support on research and evaluation work in Cambodia.
- Maintaining a good working knowledge of research on best practice.
- Building relationships with social work experts from the government and other NGOs.
- Analysing obstacles to foster care programs faced by RCIs, and recommending solutions to Country Manager.
- When possible, advocating to government and other stakeholders for foster care as a positive alternative to institutional care, in line with government legislation and policy

- Essential
- Khmer National.
- A university degree in Social Work.
- Experience as a trainer with a variety of audiences.
- Excellent interpersonal communication, presentation, report writing and analytical skills.
- Good spoken and written English.
- Organisational and planning skills to manage your time and to meet deadlines and objectives.
- Able to work as part of a team.
- Able to work flexibly.

- Familiar with Cambodian government structures and processes.
- Experience in liaising with government officials.
- Knowledge and experience of foster care processes.
- Relevant professional experience on social development issues.
