The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next five years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

Trade and Export Promotion Manager

Position Summary

Reports to: Trade, Investment and Agri-food Innovation Lead, CAPRED

Period of Assignment: September 2023 to August 2024

Duration: 12 months with possibility of extension

Position Summary

The Investment and Export Promotion Manager will work with government institutions such as MOC, MEF, CDC MAFF, GDA and other ministries; private companies; and other business associations to leverage trade agreements and promote the export of Cambodian products to international markets, in line with CAPRED’s commitment to gender equality, disability and social inclusion (GEDSI).

This is a full-time position with attractive monthly remuneration package being commensurate with qualifications and experience.

Expectations - Duties, Responsibilities
  • Working closely with members of the CAPRED trade, investment, and agri-food innovation team, develop programs to support the Cambodian private sector to enhance the competitiveness of Cambodia’s agricultural exports, in areas including (but not limited to):
  • Technical:
  • Acts with a moderate degree of autonomy, proposing ideas, adjustments and program improvements, but under Senior Working Professional providing substantive output in a major functional area.
  • Guides program development across related program areas; assess program effectiveness and recommend new initiatives.
  • Provide substantive advise /analysis of current products and program identifying opportunities and areas of improvement.
  • Assess project proposals for quality and consistency. Identifies project delivery issues and ensures effective coordination of project resources. 
  • Compliance
  • Ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.
  • Leadership
  • Lead interventions by working with the selected agri-food SMEs to develop market entry to Australia.
  • Develop pipelines of local agri-food SMEs and identify CAPRED support package to enhance agri-food SMEs to be able to export to new markets and for investment opportunities.
  • Lead interventions to explore trading house business model to enhance Cambodia’s exports and investment.
  • Lead interventions with agri-food SMEs to promote investment and exports under RCEP, ASEAN, AANZFTA and bilateral trade agreements.
  • Lead interventions to increase market access through demand side insight, compliance and certification support and build capacity of industry and association bodies.
  • Stakeholder Relationship
  • Work with team to develop Food Innovation Service Sector and other business models to enhance the competitiveness of Cambodia’s agricultural market and exports.
  • Work closely with international experts to assist the Royal Government of Cambodia to develop FTA portal and other trade priorities.
  • Work with experts to prepare for LCD graduation.
  • Work with other team members to support government and industry to develop investment and export readiness.
  • Works closely with national counterparts to build cooperative relationships and establish the organisation as an effective partner.
Requirements - Skills, Qualifications, Experience
  • A degree (preferably an advanced degree) in, Agriculture Economics, Public Policy, Entrepreneurship and Innovation, Global Food and Agribusiness, Trade, Business Administration, or a related field
  • Five to seven years of professional experience in areas related to agriculture, trade or investment
  • High level stakeholder management skills, including experience working with private sector and RGC partners (preferably MOC, MEF, CDC and/or MAFF)
  • Demonstrate knowledge and experience working with export companies and export readiness programs.
  • Demonstrated knowledge and experiences on implementation of Gender Equality Disability and Social Inclusion (GEDSI) principles into programming
  • Demonstrated experience in partner coordination, event organisation, and project management/monitoring.
  • Knowledge and Experience to work with industry on investment readiness highly desirable
  • Experience and knowledge of the food manufacturing industry highly desirable
  • Excellent verbal and written Khmer and English language communication skills is essential
  • Demonstrated ability to work constructively as part of a cohesive team
