Since 1998, Marie Stopes International Cambodia (MSIC) has established itself as one of the leading and most trusted providers of comprehensive sexual and reproductive health (SRH) services, specializing in safe abortion, contraception and other SRH services. We empower our clients to make decisions on their own SRH destiny. We are here to support our clients’ needs in order for them to pursue their plans and dreams for themselves and their families. MSIC has a network of eight clinics located in Chbar Ampov, Sen Sok, Takhmao, Battambang, Siem Reap, Svay Rieng, Kampong Thom and Poipet.

To bridge the gap of access for people in provinces without MSIC clinics, MSIC works with 30 community-based midwives called Marie Stopes Ladies to provide contraception and safe abortion services to women and girls in their communities. MSIC operates a Helpline/Contact Centre which provides SRH information, counselling and referrals for services via phone, email and social media. MSIC communication activities focus on addressing harmful norms and dismantling taboos which are a barrier to service access. MSIC is a long-term partner of the Ministry of Health of Cambodia.

MSIC launched Telemedicine (TM) service and introduced to women in Phnom Penh and Kandal province in September 2021. TM is the use of telecommunications and/or virtual technology to deliver healthcare services outside of traditional healthcare facilities. MSIC’s TM has expanded nationwide with more services/products offered from a distance including medical abortion (MA), emergency pill, contraceptive pills, pregnancy test, male condom, menstruation consultation, menopause consultation, and other sexual and reproductive health consultation.

At this point, MSIC broadly understands that whilst TM is a convenient, confidential service, which attracts younger users through targeted digital marketing campaign, the channel is still a relatively new service delivery model with some challenges with affordability, scalability and attracting a broader client pool.

Purpose and objectives

The purpose of this study is to assess the effectiveness, accessibility, and sustainability of MSIC’s TM service. The study aims to provide actionable insights into the service’s reach, sustainability, and potential for strategic growth—both geographically and demographically— while identifying opportunities to strengthen service delivery, client uptake, and market competitiveness.

The specific objectives of the study are outlined below in a two-phased approach:

Market Analysis Phase

  • To map sector counterparts and gather market insights to understand how other public and private sector actors deliver TM services in Cambodia, particularly in the SRH sector, and refine target audience profiles.
  • To explore operational and cost-related challenges to expansion associated with sustaining and expanding TM services outside the urban centre, and to gather market intelligence on how other providers manage distribution and logistics effectively across broader geographies.
  • To identify market opportunities, ideal role for MSIC and potential partnerships that could bolster opportunities for growth of the channel.
  • Provide strategic recommendations and draft roadmap for service expansion aligned with MSIC's brand and values, including options for geographic growth, pricing adjustments, marketing approaches, and partnership opportunities.

Consumer Insights Phase

  • To evaluate perceptions, access, and key decision-making drivers influencing client uptake of TM services, with a focus on demographic groups like adolescents, rural populations, and clients across a range of income levels. Gather insights to drive MSIC's TM marketing, communications, and client engagement strategies.
  • To assess the affordability and commercial viability of the TM service by evaluating the cost of services (including medical abortion) against clients' willingness to pay, demand, and price sensitivity. Additionally, identify opportunities to refine the business model for greater sustainability and scalability.

Bidder Eligibility

  • Skills and qualifications
  • All team members must demonstrate pro-choice values
  • At least 5 years of extensive experiences in carrying out qualitative field research, evaluations and market assessments (including protocol development, tool preparation, fieldwork coordination, established client confidentiality practices)
  • Specialist technical skills in public health, family planning, sexual and reproductive health and/or digital health interventions
  • A master’s/advanced degree in public health, gender studies, sociology/anthropology, social sciences, or other relevant specialty
  • Field supervisors, enumerators, and facilitators with experience in research and/or data collection, and a background in public health, nursing, or social science background

Remuneration

The budget for conducting the Telemedicine Viability Study is $8,500 (VAT or WHT included).

Client confidentiality

It will be the responsibility of the research firm or individual to ensure that study documents and collected information is kept confidential, safe and secure. The consultancy will be required to adhere to the confidentiality and privacy guidelines stipulated by MSIC.

Adult & child safeguarding policy

The research firm or individual will be required to adhere to the adult and child safeguarding policies followed by MSIC. Our commitment is to:

  • Safeguard clients (including children): by actively identifying clients who may be vulnerable and at risk of significant harm, by preventing intentional or unintentional harm, abuse, and exploitation within MSI operations, and promptly responding if harm or abuse occurs.
  • Safeguard MSI People: by promoting a safe working environment and by avoiding situations and behaviours which may be misinterpreted and potentially lead to false allegations against team members.
  • Safeguard MSI: by demonstrating a genuine commitment to Safeguarding all our clients, our team members, and preventing cases of abuse happening which may tarnish MSI’s reputation and affect its ability to continue work and receive funding.
