Cambodia has set the country’s visions to become an upper-middle-income country by 2030 and a high-income country by 2050, and these visions can only be achieved if new technology is leveraged to increase industrial value-added, diversify exports, and strengthen small and medium-sized enterprises (SMEs), especially those affected by the COVID-19 pandemic. Technology has become one of the most important tools that are used to support the competitiveness of SMEs. Different from large scale businesses, SMEs have insufficient funds which restrict them from investing in technology. Although many SMEs are involved in creative business, owners have not been able to understand the importance of the use of technology and how beneficial technology can be to increase productivity. Since technological tools and skills are the only elements that SMEs can use to thrive during the pandemic, SMEs cannot adapt themselves to and survive in the situation. Therefore, the overall objective of the project is to establish an effective system and platform as a foundation to support SMEs in the country for adopting technology to be more resilient and competitive. The project is made through the establishment of an analytical study, soft infrastructure development, as well as operational and management components. The main outputs of the project will be 1) technology platforms developed, 2) business intelligence system (BIS) developed for supporting SMEs, and 3) technology adoption piloted in selected SMEs.

The General Department of Science, Technology & Innovation (GD/STI) of the Ministry of Industry, Science, Technology & Innovation is the implementing agency of the project with the financial support from the government of Japan under the ACMECS development fun d. At the higher level, this project will contribute to the implementation of various national strategic policy frameworks, including the National Policy on Science, Technology & Innovation 2020-2030 and Cambodia’s Science, Technology & Innovation Roadmap 2030.

Objectives and Scope of Assignment

The purpose of this study is to explore technology needs assessment and technology adoption readiness in the priority SMEs sectors, following the Cambodia’s National Research Agenda (NRA). The Consultant needs to conduct a desk review of existing research documents, roadmaps, and national policies to provide key findings that will effectively contribute to the BIS implementation.

The overall objectives of this consultancy assignment are to:

  • Define the need of academia, government, and SMEs, identify gaps and constraints to technology platform development related to three aspects as follows:

Market access

Technology scouting and adoption

Better understanding of supply chain

  • Conduct the technology needs assessment and technology adoption readiness
  • Provide specific requirements to IT consulting firm on BIS development

Consultancy Tasks

To achieve the above-mentioned objectives, the Consultant has to perform the following tasks:

  • Collaborate with the project technical team to determine the common goals, conceptual, and ecosystem from actors such as academia, government, and SMEs in Cambodia
  • Produce a desk review report on the existing practice regarding BIS features and functionalities
  • Develop an online survey questionnaire
  • Draft and finalize a report which covers:
  1. Technology needs assessment and technology adoption readiness of the priority SMEs sectors, following the Cambodia’s NRA
  2. The insight features and functionalities for the BIS

Bidder Eligibility

  • The Consultant must have the following qualifications and experience to ensure the quality of outputs and effective delivery of services:
  • At least Bachelor’s Degree in statistics from known higher institutions, or other fields related to the scope of the assignment, including market access, technology scouting and adoption, and supply chain management.
  • At least two years of relevant professional experience with specific proven experience in statistical surveys, technology needs assessment and technology adoption, and BIS.
  • Fluency in English and Khmer
  • Excellent communication, writing, and analytical skills.

The Consultant reports to the Project Manager through the Project Coordinator and works closely with other consultants and the Technical Team. All soft and hard copies of the reports are the property of GD/STI. The Consultant may not distribute them without the consent of the Project Management Team, and the Consultant must respect all the intellectual property rights of GD/STI.
