Program Background

The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes resilient, inclusive, and sustainable growth (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

Project Context

CAPRED, in partnership with the Supreme National Economic Council, is supporting the AIP committee and secretariat team to coordinate the establishment of an AIP (Agri-food Industrial Park) in Cambodia, to contribute to inclusive and resilient economic growth in the country.

The project is being developed on a private sector-led and government-linked basis. Under this model, the developer(s) will contribute the capital, land, operations, and management of the AIP and will assume all the commercial risks of the development and operations. The Royal Government of Cambodia will provide an agreed package of support to the developer(s). Through a call for proposal process, the selected AIP developer(s) will negotiate and finalise the developer agreement with the Royal Government of Cambodia.

Technical Expert on Agri-food Industrial Park Establishment and Operations

Position Summary

Reports to: Trade, Investment and Agri-food Innovation Lead

Location: Remote, with possible travels to Cambodia as needed

Period of Assignment: April to December 2024

Duration: (up 40 working days)

Employment type: short - term part – time contract

Contractual arrangement: International recruitment

This is a part-time position with attractive daily remuneration package being commensurate with qualifications and experience.

  • Qualifications
  • Have advanced degree in Agribusiness management, Industrial Engineering and Operations Management, Business and Economics, and other related fields.
  • Essential Criteria
  • Have a proven record of providing technical review and assessment of industrial park establishment proposals, including masterplan, business, and financial plan in developing countries or a similar context of Cambodia.
  • Have excellent understanding and professional experience in setting up and/or managing agri-food industrial parks, especially for agricultural and food manufacturing operate and perform functionally that could generate positive outcomes and impact to economy, social and environment.
  • Demonstrate a strong network and connection with regional industrial estate or park developers (demonstrate experience in ASEAN countries and other developing countries is a plus).
  • Have experience in developing and implementing sustainable agri-food industrial park practices.
  • Demonstrated expertise in all key aspects of agri-food industrial park development, including, infrastructure planning, business operations and financial planning, tenant recruitment, sustainability, and operations management.
  • Demonstrated well-grounded experiences and highly regarded for working with investors.
  • Demonstrate excellent communication and interpersonal skills in written and verbal communication in English.
  • Demonstrate ability to work with a variety of stakeholders, including CAPRED team, the government officials (AIP committee and secretariat), private sector, investors effectively to deliver this assignment.
  • Desirable Criteria
  • Have sound understanding of public procurement on industrial park or associated industrial infrastructure project, especially in Cambodia or a similar context.
  • Have excellent knowledge of international best practices for agri-food industrial park development and operations management.
  • Have experience in managing or administering agri-food industrial park is a plus.  
  • Demonstrated knowledge and experience on implementation of Gender Equality Disability and Social Inclusion (GEDSI) principles or social risks into industrial park establishment and operations highly desirable.
  • Demonstrated knowledge and experience on implementation of Climate change mitigation and adaptation, environmental risks into industrial park establishment and operations highly desirable.
