Position Summary

The Purpose of Position:

The Technical Coordinator for ECCE supports the Project Officers for Education to ensure the successful implementation of project activities including implementation of early childhood care and education, the functioning of cascade groups known as Hope Group Volunteer for Education (HGV-E), and educating NCMs and HGV-E to adopt the change of behaviors to support their children learning, so that their school age children are enrolled in preschools and ready to enter grade 1, especially they improve learning outcomes through family support.

Expectations - Duties, Responsibilities
  • Key Result #1: Technical Support and Standard Quality Programming with Preschools and HGV-E (45%)
  • Lead the development/adaptation of ECCE tools and materials using the documents and initiatives of Global Service Center (GSC) Program Quality Team in the local context and those from MoEYS.
  • Coordinate the technical training on pertinent ECCE topics and FH’s Module 1 and 2 to target school teachers and leaders, and Project Officers for Education through collaboration with MoEYS, P/DoE and NGOs partners;
  • Conduct the technical training to Project Officers for Education to ensure that the commune committee for women and children (CCWC) is strengthened and supports preschool education.
  • Conduct the technical training to Project Officers in Education and ensure that the preschool support group is established and/or strengthened in the partner communities and is well functioning to contribute to community transformation.
  • Coordinate with Project Officers for Education for the organization and implementation of training for HGV-E groups for the sake of promotion on their roles and those of NCMs.
  • Support in conducting the program baseline, mid-term and endline evaluation.
  • Build close relationships with other NGOs, local authorities, and relevant groups to effectively mobilize community participations in supporting preschools, specifically community preschools.
  • Ensure that HGV-E is effectively engaged in changing behaviors of NCMs, development and decisions in community transformation processes.
  • Develop FH-standard manuals and guidelines to contextualize contents for internal use based on various sources.
  • Key Result #2: Capacity building and coaching of Project Officer for Education (45%)
  • Develop technical competencies of and empower the Project Officers for Education to work efficiently and grow in their skills in facilitating the support of ECCE and HGV-E.
  • Participate in the innovation of tools/materials and system/mechanism, along with the Education Manager which will enable education teams to work in an efficient and effective manner.
  • Regularly identify the competence gaps of Project Officers for Education and provide leadership, coaching, and timely feedback of Project Officers for Education to their respective Area Program Managers to improve their performance.
  • Prepare training and workshop, i.e., process, activities, materials and visual aids, venue, other logistics, facilitate and write monitoring field visit and workshop reports to direct supervisor.
  • Conduct routine monitoring field visits to assist and coach the Project Officers for Education in overcoming any obstacles in the implementation of ECCE and HGV-E activities.
  • Support Project Officers for Education to rigorously track the progress of project implementation and school data, ensuring that it is updated and available when needed.
  • Coordinate and share the relevant learning and/or capacity building events for and with the Project Officers for Education aiming to improve their competencies.
  • Performs other tasks as requested by the supervisor.
  • Key Result #3: Personal Development and Learning (10%)
  • Regularly build the capacity by utilizing and actively participate in any learning activities and learning platforms, i.e., Community of Practice (CoP) facilitated by GSC and other relevant organizations, to continue to grow in skills and technical knowledge, share ideas and take away new learning to share with the team.
  • Develop and create vision for him/herself and for the organization.
  • Manage and maintain all FH policies, procedures, and live out the organization's values.
Requirements - Skills, Qualifications, Experience

  • A good knowledge of technical education, particularly in early childhood care and education.
  • Sound experience in providing capacity development on ECCE and community volunteer groups to frontline staff.
  • At least 2 years of professional experiences in supporting community volunteer groups to disseminate their roles to support children’s learning.
  • A good command of experience in developing various manual, assessment, test, IEC materials.
  • Have experience in implementing school-based management (SBM) model.
  • Sound knowledge on education policies of MoEYS, especially at the country level.
  • Demonstrated good experiences and skills in project planning, monitoring, evaluation, and reporting.
  • A good command of research and data analysis.
  • A good knowledge of child rights and computer skill with Microsoft Office.
  • Have experience in facilitation, conducting training, and coaching.
  • Willingness and ability to work in the field and remote area.
  • Develops and maintains good working relationships among staff and support services.
  • Effectively and efficiently manages all resources entrusted for work purposes.
  • Education Experience:
  • Bachelor’s Degree of Education and/or majoring in (preschool) pedagogy will be a great asset.
  • Certificates of various training courses on ECCE, teaching methods, and community volunteer groups.
  • Supervisor Responsibilities: This position does not have direct supervisory responsibilities.
  • Language: Proficient in spoken and written English and Khmer. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
