The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.

Technical Assistant (One Health) – SB-3

Position Summary

Type of requisition: NPP (National Project Personnel)

Organizational Unit: FAO Representation in Cambodia

Duration: 12 months with possible extension

Reporting Lines

The Technical Assistant (One Health) will work under the overall supervision of the FAO Representative in Cambodia and the direct supervision of the Technical Advisor (Animal Health).

Technical Focus

The Technical Assistant (One Health) will work in close collaboration with the other members of the One Health and Livestock Productions and relevant Royal Government of Cambodia (RGC) agencies. The incumbent will be responsible for providing technical inputs to support implementation of One Health project activities in the OHLP programme, operationalization of national One Health platforms, coordination of the relevant One Health activities of the Quadripartite (FAO-UNEP-WHO-WOAH) in Cambodia.

Expectations - Duties, Responsibilities
  • The Technical Assistant (One Health) will:
  • Provide technical inputs to support implementation of One Health project activities in the OHLP programme;
  • Support the operationalization of national One Health platforms;
  • Assist with coordination of the relevant One Health activities of the Quadripartite (FAO-UNEP-WHO-WOAH) in Cambodia;
  • Support the application of Tripartite Zoonosis Guide Operational Tools (OTs) at national level, including
  • Joint risk assessment (JRA OT);
  • Surveillance and Information Sharing Operational Tool (SIS OT);
  • Multisectoral coordination mechanisms (MCM OT);
  • Tripartite IHR-PVS National Bridging Workshops (NBW);
  • Other FAO One Health tools to strengthen national One Health approaches in selected target countries;
  • Support One Health activities and events organized or supported by Cambodia;
  • Support the Inter-Ministerial Coordination Committee for One Health (IMCC-OH);
  • Support production of informatics, such as, visualization of zoonotic disease surveillance data, and
  • Perform other related duties as required.
Requirements - Skills, Qualifications, Experience
  • Minimum Requirements
  • University degree in one health, veterinary, wildlife, veterinary epidemiology or related field
  • At least five years of relevant experience in dealing with multi sectoral activities (human, animal and environmental)
  • Full proficiency/Working knowledge of English
  • National of Cambodia or resident of the country with valid work permit
