The "Strengthening Preservice Education System for Health Professionals” (SPESHP) Project is funded by the World Bank and managed by the Ministry of Health during the period 2020 to 2026. The project aims to improve the quality of education for health professionals entering the workforce in response to health system needs. It targets two priority areas, which accordingly form the first two project components. The first component aims to improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well as measuring educational outcomes. The second component aims to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University of Health Sciences (UHS) and four regional training centers (RTCs). The third component will support the project management, monitoring and evaluation.

The Ministry of Health is recruiting the following Individual Consultant to carry out and implementing the Strengthening Preservice Education for Health Professionals (SPESHP) Project:

Technical Assistant for Financial Management (1 Position)

Expectations - Duties, Responsibilities
  • Drafting letter and other related documents for replenishments of funds.
  • Maintaining registers for withdrawal applications, advance control, contracts.
  • Helping review supporting documents for expenditures to ensure completeness before filing.
  • Maintaining the accounting records and files in orderly manner and up to date.
  • Any other accounting tasks that may reasonably be assigned by the project's Finance Officer and other finance staff.
  • Timely updating and posting accounting transactions into accounting software without pending.
  • Making timely tax payment to the tax authority.
  • Going to the bank to get documents and to make remittance.
  • Acting as a back-up of a member of the FM team of the project.
  • Providing other finance tasks, office or administrative supports within the project.
  • Performing other tasks as assigned by the Finance officer.
Requirements - Skills, Qualifications, Experience
  • At least bachelor’s degree in finance or accounting or related field.
  • At least 3 years' working experience in accounting and finance, or Similar experience donor assisted project(s) or nonprofit organization.
  • Experience in using the accounting software (QuickBooks) is an asset.
  • Knowledge of financial and accounting procedures of the Standard Operating Procedures (SOP) is preferred, but not required.
  • Fluency in Khmer, with good English language skills.
  • Must not be a staff of MoH or has been retired/resigned from MoH.

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, Fourth Edition November 2020.
