Swisscontact - the Swiss Foundation for Technical Cooperation is an independent, non-profit foundation based in Zürich, founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international development, active in more than 38 countries with 120 programmes with more than 1,000 staff members. Swisscontact has been present throughout South-East Asia for more than 30 years. Swisscontact has been operating in Cambodia since 2013, establishing its office in the country in April 2016.

The Enhancing Entrepreneurial Ecosystem and Investments (3Ei) is a five-year initiative (2023 –2027) implemented by Khmer Enterprise and Swisscontact and co-financed Khmer Enterprise, the Swiss Agency for Development and Cooperation (SDC) and  the Korea International Cooperation Agency (KOICA). The 3Ei initiative aims to mobilize impact investing capital flowing into Cambodia by supporting small and growing business growth that generate social and environmental impact. The initiative also seeks to strengthen entrepreneurial ecosystem and enhance coordination among ecosystem builders. The overall goal of the 3Ei is for the private sector to actively contribute to the Cambodia's socio-economic development and attaining the goals of the Sustainable Development Goals (SDGs).

To support us in the project activities we are looking for a motivated Technical Assistance Manager to be a part of our team.

Technical Assistance Manager (1 Position)

Position Summary

Expectations - Duties, Responsibilities
  • Task 1: Lead Pillar/Intervention Area 3 and Pillar/Intervention Area 4
  • Take a lead on the intervention strategies to develop, execute, refine, and retest business strategies for pillar/IA3: Establish Entrepreneur Investment Support (EIS) facility and pillar/IA4: Data for Investments;
  • Work and communicate with key partners to under the needs, challenges, and foster solutions for each activity to be accomplished fruitfully; and
  • Provide support in developing strategy documents, partnership documents and other guidance documents especially related to TA efforts.
  • Task 2: Technical assistance (TA) provision
  • Conduct TA diagnostic for SMEs to select the type and level of TA required;
  • Manage and monitor services delivery to ensure TA is used and delivered as envisaged, and that the quality of service is high;
  • Contribute to the development of a pool of TA providers to provide general and specialist TA to SMEs;
  • Generate TA delivery report and track KPIs of TA recipients; and
  • Mange financial leadership and coordination, including management and collection of repayable grants to ensure the fiscal sustainability of TA facility platform and reporting and administrative progress of activity implement.
  • Task 3: Partnership management and building
  • Build and manage partnerships with relevant stakeholders such as incubators and accelerators, banks, MFIs, investors, advisory firms, strategic partners, and other entrepreneurial ecosystem related NGOs in the Cambodia;
  • Build relationship with the boarder ecosystem of impact funds, Small and Medium Enterprises (SMEs), other ecosystem players, TA providers, and strategic partners;
  • Build and maintain an effective team that can deliver expected results; and
  • Build and maintain excellent relations with donors (KOICA, SDC, Khmer Enterprise) and other potential donors.
  • Task 4: Overall Project Coordination
  • Provide overall management support for daily project operation related to contract administration and finance, project management and MEL systems, and internal and external communications; and
  • Oversees budget allocation and expenditures for IA3 and IA4.
  • Task 5: Report, Content production and Communication
  • Actively contribute to building the brands promoted by 3Ei;
  • Maintain the reputation of Swisscontact in Cambodia and beyond;
  • Support to produce 3Ei communication and marketing materials such as Facebook posts, website articles, case studies, and newsletter articles;
  • Support engagement with the program donors such as KOICA, SDC, and Khmer Enterprise including supporting in the donor report writing;
  • Support fundraising efforts and liaising with partners;
  • Support the Deputy Team Leader with project management responsibilities such as team meetings, strategy, planning, review, and progress reporting; and
  • Perform other duties as required by Swisscontact.
Requirements - Skills, Qualifications, Experience
  • Minimum Bachelor’s degree in business administration or entrepreneurship or another relevant subject and a master’s degree would be advantageous.
  • At least 5 years’ experience working in SMEs development, business management, TA provision or a related field and at least 2 years’ experience working in a managerial role.
  • Working experiences and knowledge in the entrepreneurial ecosystem, business development, investment, impact investment, and gender lens investing.
  • Experience managing and coordinating stakeholders across the public and private sector, and other local/regional stakeholders, in an inclusive development context would be preferred.
  • Ability to work independently with motivation for delivering program activities to a high standard.
  • Ability to adapt to different working styles of different stakeholders and ensure the best engagements from stakeholders
  • Good team player – functions well in a multi-cultural, multi-country team.
  • Comfortable with adaptive management, innovation, and “outside of the box” thinking.
  • Good relationship management skills and ability to generate a network of clients and TA providers across the impact investment ecosystem.
  • Advanced English fluency
  • Computer literacy especially on Microsoft Word, Power Point and Excel; and
  • Commitment to the sustainable and inclusive economic development in Cambodia.
