GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in international cooperation for sustainable development.

We are looking for a Cambodian national candidate for the position of Technical Advisor for our Project Development Programme (PDP) in Cambodia, based in Phnom Penh.

In sectors where Cambodian companies face high electricity costs, renewable energy technologies can provide a cost-effective alternative. Commercial and industrial space actors seek expertise and support for their power management to decrease costs and increase competitiveness. At the same time, Cambodian renewable energy project developers are looking for experienced partners, technology providers, and financiers to ramp up their activities.

Germany is one of the main hubs for renewable energy technologies and service expertise. With the increasingly saturated local market, technology providers and project developers seek to enter new markets abroad but typically need more country-specific knowledge and networks. By facilitating business partnerships and the exchange of experience and expertise between German and Cambodian companies, a vital basis for the sustainable market, business, and project development is formed.

Position Summary

The German Energy Solutions Initiative was launched by the German Bundestag in 2002 to make a significant contribution to climate change mitigation by promoting German quality products in the field of renewable energy technologies (RET). Support has since been provided to small and medium-sized German enterprises (SMEs) in the areas of renewable energy (RE), energy efficiency (EE), smart grids, storage technologies and PtX as they seek to position themselves on international markets. The PDP for developing countries and emerging economies is a major pillar of the German Energy Solutions Initiative, the German Chambers of Commerce Abroad’s (AHK) Business Trip Programme, the German Energy Agency’s Renewable Energy Solutions Programme, and the Foreign Trade Fair Programme. PDP is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in phase 5 in the following target regions: West Africa, South, and East Africa, the Middle East, South Asia, and South-East Asia.

The technical advisor will be responsible for the following:

  • As a PDP country representative assisting the country manager in Germany in the planning, designing, and implementing PDP activities according to the country roadmaps and plan of operation.
  • Early-stage project development services for Solar Photovoltaic (PV) solutions, including project identification, site audits and load measurement of the electric consumption at specific production facilities.
  • Collaboration with private as well as public stakeholders.
Expectations - Duties, Responsibilities
  • Project Development
  • Compile information on Cambodia's renewable energy market, the energy legal framework, and business opportunities.
  • Proactively builds networks within the industry and identifies project opportunities and future project partners with promising ideas and development potential.
  • Conduct engineering site audits to collect and verify structural and electrical data (number of connection points, current supply situation, description of the energy mix, energy consumption and load, tariff structure, equipment in use, outages and resulting electricity costs, the pattern of operation)
  • In cases of insufficient load data, load measurements or load modelling management is necessary for further technical and financial simulations.
  • Work closely with the PDP Country manager in Germany and a third-party consultant designing solar PV systems and cash-flow modelling in the commercial and industrial sectors using selected simulation tools.
  • Pitch results to the client (local off-taker) to convince the client to opt for the proposed system.
  • Coordination
  • Plans, coordinates and documents meetings, workshops, seminars, and other project activities.
  • Assists short-term experts/consultants assigned to projects/programmes in completing their tasks (e.g., consultancy for load measurements)
  • Works closely with local banks, auditors, and regulatory authorities.
  • Implementation of project activities
  • Implements activities outlined in the existing PDP operation plan and to the satisfaction of PDP and the private partners.
  • Assists in activities in line with the PDP collaborations with industry associations.
  • Communication, knowledge management and monitoring
  • Identifies Cambodia-specific renewable energy and energy efficiency tenders relevant to German companies.
  • Organizes and updates programme documentation in the data management system.
  • Updates information on project progress, documents, and reports regularly on the PDP monitoring platform.
Requirements - Skills, Qualifications, Experience
  • Qualification
  • University Degree in energy, engineering, economics, or related fields.
  • Professional experience
  • Many years of experience within the energy sector (Solar PV, EE, other RE technology). Such experience could be in project, business, or market development, preferably in Solar PV.
  • In-depth understanding of Cambodia’s energy sector policies and regulatory framework conditions.
  • Existing network within Cambodia’s RE, EE, and other industries with high energy consumption, especially the textile and garment industry, is a plus.
  • Practiced knowledge of site auditing and specifically performing load measurements is an advantage.
  • Other knowledge, additional competences
  • Excellent networking skills
  • Highly motivated to work in a multicultural environment.
  • Excellent verbal and written English language skills.
  • Hands-on skills in using MS-office.
