Duties: The Supervisory Voucher Examiner (SVE) is the team leader of the Voucher Examiner section at the USAID/Cambodia’s Office of Financial Management (OFM). The SVE performs professional duties of broad scope and complexity in designing, planning, analyzing, evaluating, and supervising specialized and fully automated voucher examination and other related functions. This involves reviewing, auditing, monitoring, and processing project and operating expense vouchers through the Agency’s accounting system (Phoenix) as well as through the United States Disbursing Offices in Bangkok. The SVE takes the lead in payment-related special activities to research issues and facilitate decision-making processes and assists on the periodic review (with required follow-up) of unprocessed vouchers’ status. The SVE is a senior level position and in addition to cutting-edge technical expertise requires advanced skills in team management, planning and creativity. The SVE is responsible for planning and organizing the work in the Voucher Section, providing guidance and direction to the voucher examiners, and resolving complex payment issues. The SVE is responsible for providing Mission management with routine management reports on payments and responding to inquiries from Mission employees and outside vendors/payees. The SVE supervises the processes and procedures in filling and collecting Value-Added Tax (VAT) refunds from the host government. This requires close coordination between the Voucher Section and implementing partners, the State’s colleagues as well as the General Tax Department to ensure the accuracy of VAT collected and timeliness.
