CAPRED

CAPRED is an Australia’s flagship development program in Cambodia and is informed by extensive consultations with key stakeholders in the Royal Government of Cambodia (RGC) and the private sector. Building on a 70-year legacy of Australia’s investment in Cambodia’s economic and human development, CAPRED focuses on three pillars: Agriculture and Agro-processing, Trade Investment and Enterprise Development, and Infrastructure Services. Gender equality, disability and social inclusion (GEDSI) and climate resilience are integrated into all of our activities.

The CAPRED program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

Water Development Fund

There has been significant progress in the access to clean water supply in the past decade. This is a result of the RGC’s enabling policies and regulations to engage private sector participation in delivering clean water to the people and continuous effort of the government in mobilising supports from various development partners. Australia also contributes to this development. From 2015 to 2022, an Australian government funded program (Investing in infrastructure or 3i) piloted the use of viability gap financing (VGF) for private water operators to establish and/or expand the access to piped water supply in the uncommercially viable areas, especially rural areas. In addition to VGF, 3i also provided technical assistance to ensure that clean water supply investments were inclusive and based on sound engineering and longer-term economic viability.

The RGC has targeted the universal access to clean water by 2030 as a part of its sustainable development goals (SDGs). The recently enacted “clean water supply management law” (2023) has called for the establishment of the Water Development Fund (WDF). The Ministry of Industry, Science, Technology, and Innovation (MISTI) which oversees the commercial piped water supply sector is the lead in WDF establishment.

Purpose

CAPRED is seeking a competent consulting firm or consortium to provide strategic support to MISTI in establishing the Water Development Fund (WDF).

See the Annex 1 for the Water Development Fund Framework, a summary of consultation with various stakeholders in the clean water sector on the need to establish WDF, its potential products to facilitate the market and develop the sector, and the high-level governance principles and structure.

Eligibility

  • Qualifications or Specialised knowledge/experience required
  • This task requires multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnels as a team with the following qualifications.
  • Education:
  • at least a Bachelor’s degree or above in finance, economics, law, development studies or relevant fields.
  • Accreditation:
  • A decent firm or consortium partner.
  • Have a base in Cambodia.
  • Technical competencies and Experience:
  • Strategic lead
  • Possess an experience in establishing a development fund, preferably in infrastructure sector, in Cambodia or other countries.
  • Possess a strong background in inclusive private sector development, economic development, public sector engagement and/or infrastructure investment.
  • Understand the political economy and possess an experience in negotiation and consensus building with Cambodian government, especially the Ministry of Economy and Finance, and international development institutions.
  • Possess an experience in establishing strategies and working process that complies with the national law and international best practices to get an endorsement and funding from the Cambodian government and international development partners.
  • Demonstrate a technical capability to develop a fund flow arrangement.
  • Demonstrate a technical capability to assess the working processes and funding requirements of major development partners that are active in infrastructure services in Cambodia.
  • Possess an experience in investment pitching from investors and/or donors.
  • Demonstrate a technical capability to develop an inception workplan of a newly established institution.
  • Demonstrate a commitment to GEDSI processes and outcomes and preferably able to demonstrate experience in GEDSI integration in the government policies, strategies and other high-level documents.

The proposals including the Response Form must be submitted no later than 5 pm (Phnom Penh time), 20 July 2023 by email to email provided in the contact details with “Strategic support for WDF – RFP” in the subject line. Any proposals submitted after this time and date will not be considered.

The applicant is required to submit the Response Form in English language (form provided separately), and with an indication of a daily rate for each task/service as per section C of the Response Form. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
