Job Summary

Food for the Hungry is looking for a Social Behavior Change (SBC) leader for an anticipated five-year USAID funded program in Cambodia.

The selected professional will be responsible to lead the Social Behavior Change (SBC) component of a comprehensive Health System Strengthening (HSS) effort. The position will address the social and behavioral drivers that affect health system performance to accelerate positive health outcomes. SBC activities will address and support the behavior of all people, communities, and organizations within the health system essential to promote equitable provision of quality care, integrate new and emerging behavioral and social science methods and approaches into HSS efforts.

Note: This position is contingent upon donor approval and funding.

Expectations - Duties, Responsibilities
  • Principal Responsibilities
  • Develop an approach and tools that are context-sensitive in Cambodia to gather social and behavioral insights from health system actors that help to design locally contextualized policy and local solutions.
  • Use a human-centered design approach to identify the capacity-building and consultation mechanisms that best suit the needs of consortium partners (e.g., virtual forums, in-person training of trainer workshops, podcasts).
  • Work with program partners in developing a set of formative research tools that are adapted for use in Cambodia.
  • Build the capacity of field staff of the coalition partners, MOH, faith leaders, local NGOs, and community-based organizations (CBOs) in the use of formative research (FR) and SBC tools using partners’ preferred capacity-building mechanisms.
  • Regularly update the SBC tools and capacity-building mechanisms per feedback from users and emerging evidence over the four-year life of the project.

  • Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Zoom, Skype and/or GoToMeeting.
  • Excellent training and speaking skills in development and/or relief programs. Expertise in dialogue education is strongly preferred.
  • Ability to sit /stand at a computer for up to 8 hours a day doing repetitive motions on a keyboard.
  • Able to lift up to 25 lbs. individually or up to 50lbs as a team lift.
  • Ability to travel up to 25% of time per year domestically and internationally.
  • Experience
  • Minimum of four years of experience in backstopping major donor funded MCH, nutrition, or immunization programs.
  • Experience working with community health projects in Cambodia or any other country in South Asia.
  • Experience training and using effective Formative Research and SBC products, methods, and tools (e.g. WHO's Behavioral and Social Drivers, Gender Analysis, Designing for Behavior Change, Barrier Analysis, Social Listening, Participatory Learning and Action, Journey Mapping, QIVCs, statistical surveys for monitoring behavioral outcomes) preferred.
  • Experience organizing in-person and virtual trainings, conferences, and events using dialogue-education principles and methods preferred.
  • Experience using human-centered design in development or humanitarian settings preferred.
  • Education/Certifications
  • Bachelor’s Degree required.
  • Master of Public Health (MPH) or Master of Science in Public Health (MSPH) preferred.
  • Language
  • Proficiency in spoken and written Khmer and English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.z

Job Summary

Food for the Hungry is looking for a proactive leader with excellent relationships building and partnership brokering skills. This position is envisioned to be part of a five-year grant focused on strengthening the health system in Cambodia.

This position will be responsible to engage local actors in the health system in Cambodia to promote country-led and inclusive solutions. This role implies the creation and support of links among relevant stakeholders, communities, the public, and private-sector and across all levels of the health system for increased impact and sustainability.

This position will report to the Chief of Party of the program.

Expectations - Duties, Responsibilities
  • Strategy and Implementation
  • Lead whole-of-society collaborative approaches for ensuring local-led and inclusive solutions to strengthen the health system in Cambodia. This implies implementing and creating mechanisms to hear the voices of the key stakeholders of the health system to allow them to be part of the solution design for specific conditions, and account for gender, youth, disability, and other factors that may influence access to heal care.
  • Develop mechanisms for inclusive processes for the identification of challenges, program design, and monitoring ensuring that stakeholder voices are heard and lead the way, and increases the likelihood of a responsive, accountable, and user-centered experience that builds on and strengthens country governance.
  • Lead the creation of stakeholder and partner networks to advance the program’s goals.
  • Cultivate dynamic and constructive relationships with communities, government bodies, service providers, experts, universities, and UN agencies in the country to shape, refine, execute, learn, and mobilize future resources for the program.
  • Define standards and protocols for engaging with local actors at different levels of the health system in Cambodia to ensure inclusion, accountability, and equity.

  • Must work independently under difficult conditions with strong negotiation, interpersonal and organizational skills.
  • Effectively and efficiently manage all resources.
  • Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.
  • Ability to travel frequently to operational sites for project implementation, oversight, and evaluation.
  • Experience/ knowledge of systems thinking approaches.
  • Experience
  • Typically, 5+ years of related experience in a large and complex, global Non-Governmental Organization.
  • Experience in facilitating political participation, use of collaborative social accountability tools and processes
  • In addition to having experience working with government, communities, and other social stakeholders in the health system in Cambodia. The ideal candidate understands the Cambodia political context sensitivities and other power relationships in the country/highly sensitive issues.
  • Experience in a complex, matrixed organization, with the ability to scale processes in a global, professional, service organization.
  • Education/Certifications
  • Master’s degree in International Development, Social Anthropology, Project Management or similar field or equivalent combination of education and experience.
  • Language
  • Proficiency in spoken and written Khmer and English. Ability to effectively communicate and positively influence, write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
