Objective of the Assignment

• To develop a structured methodology to support both existing and newly formed Producer Organizations (POs) in achieving Graduated PO status, enabling them to qualify for financial assistance under Component 1 of ASPIRE-AT.
• To implement, refine, and document this methodology in Region 2, which covers seven provinces: Kampong Chhnang, Pursat, Battambang, Pailin, Banteay Meanchey, Oddar Meanchey, and Siem Reap.

Eligibility and Selection Criteria

The shortlisting criteria was developed in accordance with the required qualifications and general and specific experiences for the assignment such as the demonstrated previous experience in prepare cluster work plan and capacity build plan, the good proven communication with the facilitated business connection/network partnership between the PO and potential private sector partner, the demonstrated understanding and knowledge of current agriculture practices as well as technology innovation, the demonstrated publications record covering research, technical and policy areas, the excellent networking skills with private and public sector institutes, the demonstrated methodology in Business Plan developed participatory process, and the excellent analytical of agriculture, business and communication skills in both English and Khmer languages.

Shortlisting Criteria: Firms scoring at least 70 out of 100 points will be shortlisted and are invited to submit a detailed Technical and Financial Proposal.

Consulting firm/NGO may associate with other firm/NGO in the form of a joint venture to enhance their qualifications.
