Announcement Description

The Royal Government of Cambodia has received a loan from the World Bank for supporting the Land Allocation for Social and Economic Development Project III (LASED III). The project development objective is to provide access to land tenure security, agriculture and social services, and selected Infrastructure to small farmers and communities in the project areas.

The LASED III Project is now inviting eligible individual qualified applicants for Senior Water Resources and Irrigation Engineer Consultant (MAFF-CS-53 for the LASEDIII project. The applicant is instructed to submit Letter of Expression of Interest (EOI) and detail CV by or before 18 January, 2025. In their Letter of Expression of Interest, the applicant must dedicate the preference target province they want to apply.

Expected Contract Start: February, 2025

Contract Duration: 18 Months, possible to extend. Initial 3-month probationary period.

Bidder Eligibility

  • The following are the key qualification and experience requirement:
  • At least master’s degree in engineering specializing in hydrology, water resources and rural infrastructure or/and equivalent qualification;
  • At least ten years’ experience working in the technical assessment, design, construction and/or supervision of the irrigation (or water supply engineering) scheme;
  • Knowledge in hydrological, hydraulic modelling and analysis, topographical and geographical surveys;
  • Comprehensive knowledge and good track records in conducting technical assessment on the development of storage facility and off-farm irrigation facilities and feasibility/assessment of small-scale irrigation as well
  • Have many track records in conducting several technical assessments in relation to water storage facilities, water uses or water demand, proposed options for water storage and off-farm irrigation facilities,
  • Groundwater wells, solar submergible pumps, storage tank, pressure pump, development groundwater solar pumping system, system operation, system maintenance, social and environmental safeguards, cost estimate, implementation schedule.
  • These track records and relevant professional work experience are considered as strong asset;
  • Capable in leading and facilitating consultation with stakeholders and community;
  • Understand the Cambodian Government institutional structure and working practices;
  • Very good communication skills, Fluency in English reading, writing, and speaking
  • Experienced in implementation of projects in areas related to rural development, agriculture sector.
  • Understanding of rural land rights issues
  • Knowledge of using MS Word, MS Excel and Power Point;
  • Knowledge of using AutoCAD, GIS and other related software are an advantage
  • Understanding project reporting formats and ability to prepare analytical reports as required by project management
  • Experienced in working with the international development partners, including the World Bank is an asset.
  • Willingness and ability to travel in difficult condition.
